While I admire Colin for not wasting time with Penelope. This girl went through alot in one night...

Lord Debling asking her Mother's permission to wed her. To hopes of him loving her dashed. To resigning herself to accepting his expected Proposal. To Colin interfering publicly by interrupting her dance with Lord Debling. To Lord Debling not proposing because of Colin. To thinking her last chance of freedom from her cruel family was lost forever.

To Mr. Colin Bridgerton aka Mr. Penelope Proposal Balloon Popper -urgently running down her carriage. To him admitting he had feelings for her and HER FINALLY ADMITTING HER OWN FEELINGS for him after years of pining for him. To experiencing her 2nd kiss with Colin. To her having her very 1st sexual encounter ever. To COLIN PROPOSING to her with "ARE YOU GOING TO MARRY ME OR NOT PENELOPE FEATHERINGTON?" In front of the Bridgerton home that she stares at every day. To presumably being pulled into the Bridgerton home and Colin ANNOUNCING their engagement to his family, including Eloise. (I'm going by trailer. I'm staying away from spoilers)

Like I didn’t even realize how deep a mindfuck this evening was for Penelope. What a roller coaster of emotions & events in a few hours.

I'm sure Eloise will confront her the same night and accuse her of scheming against Colin and using the Bridgertons.

This came up in that funny market scene when their moving along the table of items and Colin recalled being accosted by a devilishly yellow head covering. This small scene achieves a few things:

1. Shows us that Colin thinks about Penelope in detail outside if their meetings even before the kiss. Specifically about how to help her achieve her goal & it triggered memories.

(He is very serious about proving he's not ashamed of her.)

2. They had a true Rom Com meet cute years before.

Also, I realized Penelope met Colin before she became friends with Eloise! I always thought he had Pen in the following categories: Eloise's friend to family friend to his personal friend, etc. But Colin may have introduced the two of them? I think adds an interesting detail to their relationship.
