I will be doing bullet posts for this reply because my paragraphs can get a bit messy. I'm also going to reply to certain parts of this so I will do my reply in red (if anyone has difficulty reading red plz let me know.)
But if magnifico deems every slightly vague wish to be dangerous, don’t you think there will be a lot of innocent wishes never seeing the light of day? Probably, but if like I said in my former post if giving a wish was explained better then people would have been specific which might mean fewer wishes floating around.
Magnifico definitely made the wish-granting system look like the most functional thing ever (obviously), otherwise rosas would have just not looked that appealing to visitors. this only proves that people only came to Rosas for their wishes to be granted and nothing else. Which is, in my opinion, very selfish and rather lazy (because why not work towards granting your own wish?) But, it was functional. He granted wishes like he said even going as far as granting more than 12 a year (I know twelve isn't a lot but the film explains that a wish is granted once a month)
No need to explain that wishes need to be specific when you bring them to magnifico…Well, actually they do need to be specific, he's only human. he doesn't know what your wish fully means unless you explain it to him. He doesn't know your thoughts or the details behind your wish only you do.
Don’t you think you would rather say “okay, I’m keeping it, I’ll try to pursue it myself” I think they would but end up going to Magnifico anyway if the journey to achieve that wish is too hard (like many people clearly already have).
Their decision was definitely influenced by not knowing the whole truth – again, it’s not a plot hole or explained badly, just think about it: of course magnifico would not tell them the bad sides, otherwise nobody would go to him lol. But...People of Rosas already knew they will forget their wish? But, you are right, they probably did not know that wish was a part of their soul so yeah....Idk what else I can say about that. Apart from, the people should have definitely been told that and Magnifico was wrong not to tell them. (This, however, does not mean I think it is wrong for him to keep them. I have explained why that is in my other posts so I won't repeat myself here) I am also not the best person to try and defend Magnifico for this but I do have to say that we all know that wishes are a part of someone soul. It is their desire, hope and dream. It is beautiful, a part of who they are and something that should be protected (which Magnifico does) so the people of Rosas should have stopped and thought about if they really want to give all that up just for a possibility.
Ppl will defend Magnifico and act as if Asha was in the wrong for asking him to return the wishes and will completely ignore how he basically hoards the most important essence of the human soul from each of the people of Rosas and won’t return it to them unless he judges it as safe for his standards considering how he’s the self proclaimed authority on what wish should be granted and what shouldn’t and that basically it’s his ego and god complex that makes him a villain.

But, to answer your question properly (I hope) I do think that Magnifico and even Asha (and most definitely the film), could have explained the wishing granting thing a whole lot better. Explain, that the wishes had to be specific n (like the genie did in the Aladdin remake did) and they will not get them back once they are given (but they shouldn't want them back in the first place because the wish is forgotten but just in case).
So, let's use sabino’s wish as an example which was to inspire the next generation. However, like Magnifico said, he wasn't specific about what inspiration he wanted to spread/bring. As you said we as an audience know that Sabino is a lovely and caring man but does Magnifico know that? Probably not. I doubt even the best kings know all their citizens that well. Because as Magnifco says, he could have inspired people to form a mob or destroy Rosas.
So if sabino wish was "to inspire the next generation to do good and improve the life in Rosas" or something similar to those lines because that is specific, then that might have been granted because Magnifico would know without a doubt that it was a good wish with no possible bad/deadly consequences to his kingdom.
however, like I said in my former post Magnifico granting wishes is only a possibility not a guarantee (should he be allowed to do this? probably not, I don't think it is right for him to decide whose wishes are granted. HOWEVER, he was given permission to do it by his people! They decided to give Magnifico their wish so he can decide to grant them or not (remember him granting wishes is an option for the Rosas people). This brings us back to the point that the whole wish thing could have been explained better and more clearly by everyone so everyone understood what they were agreeing to)

Magnifico or even the film never say that the wishes of the Rosas people will be granted by him only that they could be (the words highlighted are not the same thing. The former is a guarantee while the latter is a possibility). Even Asha says "could be" whenever she is explaining the whole wish-granting thing to the new citizens. (If I am wrong, then please send me a screenshot with subtitles where the film or Magnifico say a wish will be granted by Mangifico because I genuinely do not remember it happening)

@somecallmejohn I had to rewatch the clip I thought where the film said that Magnfico was a prince or that he came from royalty. And just like you said it was never mentioned. I thought this clip:

Was like a hint he was royalty before. I mean why else would his family be on a mat/flag of a kingdom? Unless it was handmade by his mother or something, but it was never mentioned where it came from. So, I'm sorry I got that wrong.
As for your second point, this is where my reply is going to get very long.
As you are forgetting that the people of Rosaas willingly gave Magnifico their wishes. This means that the people of Rosas already had the choice to work towards granting their own wishes but instead they decided to give them to Magnifico (with a chance not a grauantee of those wishes being granted). Also, Magnifico couldn't just hand the wishes he wasn't going to grant back or even stop people from granting their wishes themselves just in case those people got jealous of those who did get their wishes granted by Magnifico (As that is an easy way to grant a wish) Or worse those people grow angry to the point they wanted to endanger the entire kingdom.
As for your point of Magnifico destroying the wishes and using them for his own greed/power. That only happened after he was corrupted by the book. A book that affected his heart:

And if that magic affected his heart, it will most definitely affected his mind as well. This makes it obvious that Magnifico was not himself as in the song "at all costs" we actually see how much Magnifico wants to protect the wishes that were given to him because as he said: ""I founded this kingdom so there would be a place where everyone is safe! No one should ever have to see their dreams getting destroyed before their eyes!". We also see that through the song Magnifico always sings about all the wishes and does not end up singing about only one like Asha does:

Magnifico clearly sings about how he will protect the most precious parts of his citizens like he promised to when they were given to him.. So it is clear he wanted to protect them not use them as like a powersource.
