Think about Catching Fire, I think a good chunk of the reason the Quell was set up to be previous victors was not simply Katniss and her unwittingly sparking rebellion, but also Peeta giving 1 month of winnings to the district 11 tributes family.

Surely Snow saw how much the capital loved its victors, and he used them frequently as political tools. Loosing 23 of them would be a blow to his popularity and his political power, if he was not able to essentially trade the victors flesh.

But he also saw Peetas giving of funds to district 11 as an extremely dangerous show of District solidarity, that certainly would've set a precedent and been repeated by future victors to their fallen ally tributes. Plus spreading the wealth and having 2 of the poorest districts get an influx of food/money indefinitely would throw off the power balance between capital and district. And imagine if this act was repeated, the capital could be using victor funds to support all the districts. By throwing all the victors in im sure he thought that 1) all of the money promised to 11 would be gone since he certainly gave order that neither katniss nor peeta could win (it was for their lifetime), 2) crush the morale of any future victors and 3) essentially destroy the ability for non career districts to win by removing most of, if not all of, their district mentors.

Further hunger games re-read observation. Even though Katniss volunteered to save her sister, if Katniss had died (as expected by the capitol), prim would've been reaped in a few years time as either a) entertainment value, the sister of the star crossed lover who sacrificed it all to save her sister, b) to show that no matter what, the Capitol always gets its due; Katniss may have sacrificed herself but it didn't matter.

Im starting to re-read Hunger Games after Sunrise on the Reaping, and ive seen a lot of talk about how Haymitch and Katniss are one the same, but I think Haymitch could also be an alternate version of Gale.

A boy in love with a girl who stands up to the Capitol, furthering his own drive to rebel. And ultimately both Haymitch/Gale and Lenore/Katniss face consequences.

The parallel is more pronounced when Collins said Gales name was in the drawing 42 times and Haymitch says hes got 20, but basically 40 when accounting for double the number of tributes.

Im gonna try to keep my eye on the possible parallel/foils between the two as I keep up with my reread
