Shiloh is a former Memoriate of the Thirteenth, much like Zero. And as with Zero, he was able to maintain his form as a partial voidsent (whether this happened in the same manner or differently I have yet to figure out; As such though, I think he might take up Reaper as his own main job)

When Raha and the expedition's team of adventurers made their escape from the Void, he saw an opportunity to leave and took it. Or rather, Hydaelyn called to him as they both saw the opportunity.

When Raha had to seal himself away, Shiloh took on the role of the Scions' Warrior of Light. And then unfortunately got swept up into the Banquet business after revelations he had the Echo through killing a couple primals.
