Basic Background:

During the 40’s his town was destroyed because of the war and there were many casualties, Oskar was one of the few that survived—his parents were not as lucky. he was taken up by a small ‘refugee’ camp a few towns over and taken care of by some of the women there. While sleeping in one of the barren camps he was bitten by a radioactive spider and was granted powers similar to those of said spider.

After others observed the powers Oskar now possessed, word got around and to Hydra. They took in Oskar and essentially raised him while also helping him control his powers so that they would be able to use him. A few years later Baron Wolfgang Von Strucker — the man who oversaw their super soldiers, began to oversee Oskar’s progress too and Oskar became very fond of the man, their relationship becoming very close overtime.

She was born in 1926 and grew up on the streets of Novi Grad in the early 1930's. She survived by stealing food off local street vendors and she stole books to teach herself how to read, do math, learn history, and everything else school would teach her. Around 1942, Hydra started looking for fit people who could be tested on for experimental tests, with a promise of food, warm housing, a monthly pay to the families, and community. Cece decided to sign up, forging her dead parents signatures to be allowed to go. She said to just put the money in a bank account, hoping to use it after the tests to finally get herself housing.

She was selected for special testing because of her high intelect and because of her weaker frame then most of the test subjects, not making her fit for the supersyrum in their eyes. She gladly agreed to the test after they promised to give her housing for a few months and free food. The days leading up to the experiment she was given many tests and exams, testing her intelect to the best of their abilities.

Finally the day of the expirment came and they put her under. Days later she finally awoke, being hooked up to many machines, doctors surrounding her. She found out there was complications during the experiment and she medically died during the test, but luckily came back to life. Due to her survival chances being little to nonw, they decided to test out just a little bit of the supersyrum on her and it ended up stabilizing her vitals.

The years after became a blur of tests, experiments, and missions. She found out the extent of her new powers, being enhanced intelligence, mind manipulation, enhanced strength, and little to no aging. She's been sent mostly to check in on Hydra agents, ex agents, ex red room agents, and many other heros, reporting back to Hydra.

She also wanders around whenever she has the free time, meeting and talking to new people. Yes, she'll write notes on them later, but she can be very friendly when she wants to be.
