Would he nearly kill Mr. Stark if he was in Rogers position and Ned was in Barnes? "I... I don't think so..." no, he doesn't say, but means, because he doesn't kill, he just can't. Even if Ned is his best friend, it was wrong and extreme... so no... he wouldn't.
