They were the reigning emperor/empress from the time of Tenji (Otutsuki Kaguya's lover) but someone somewhere along the way got tired of the tedious routine of the palace and said fuck it they're converting fully to being a shinobi (which is infinitely more exiting).

At the time, the clan was dipping into shinobi business already, a portion of it was running the country, another was running missions and generally whatever shinobi was doing. The other half got fed up dealing with the nobles that they invented the title of Daimyo to pass on their duties. Thus freeing them to fully commit to the shinobi life.

It was also during their active reign that the original name of the land, which is the Land of Ancestors, was changed to become the Land of Fire. A homage to their clan and their fire affinity.
