If most cops were good, then at places where many cops are present (such as a protest), bad cops would be on their best behavior because they'd be surrounded by good cops who would arrest them on the spot if they did something bad.
But that's not the case. Cops at protests are extra emboldened. The state can put literally hundreds of cops in the same place and the bad cops will be fully confident that every single one of those hundreds of cops is bad. Bad cops can do bad things in clear view of literally hundreds of cops and be fully confident that not a single one will stop them.
There's no such thing as a good cop. Every single cop knows this, and you should too.
