yeah, she could have done more instead of just leaving azula to ozai. she saw how her husband treated their son so it didn't click to her to be attentive to her other child just because she was a prodigy and on her father's good graces? ursa basically played favorites when she was filling ozai's absence not realizing it was hurting her other child who turned to doing bad things just so ursa would pay attention to her.

i haven't read the new atla comic but i've seen few panels and you know what's frying me? kiyi's characterization is basically just cocky for having powerful brother who's a firelord and she just comes as "azula if she's not evil" and zuko finally having a sister. what's more crazy? ursa's dialogues like yeah you guys are finally finding out what happens if actual good adults intervene and make decision for the wellbeing of the child instead of letting them fend for their selves.

they obviously don't know what to do with ursa so the writers basically keep setting her up. azula too, she's still a shadow looming over them— a villain they have to defeat because there's no one else so they keep bringing back.
