Could we please take a moment to ponder upon just another bad character writing in the newest episode? How come LIN BEIFONG, of all people, blatantly ignored evidence brought right in front of her (for the second time!) and didn't notice that Varrick's behaviour was obvious distraction from the case? Also why does she keep those two corrupt cops around? Thought she was supposed to be a hyper-competent police chief.
There has been a tendency in the last two episodes that in order for Mako to look good, others characters have to be brought down a peg or two.
It makes no sense that Lin Beifong, a police chief for many years, a lady that has been shown to investigate on instinct and limited evidence (1x07) would just ignore what Mako is saying. He’s not even doing anything radical. He’s made a simple connection between an unusual explosive device and looked in a police criminal file. Hardly detective work of the year, and yet Lin is completely not interested.
The actual reason they’ve done it is because they needed the triad plotline. This whole story falls apart if Lin gives Mako the use of police assets. Varrick is going to find it hard to bribe an entire police force. So the plot requires Lin to forget all policing basics.

The Plot Thickens: What Unalaq is trying to unleash!
When Unalaq convinces Korra to open the “spirit portal” he claims that it closed up because the South had become less spiritual.
Later, after she has done as he suggested, he says he needs her help to open the Northern one, too.
The North never let go of their spirituality, Unalaq as Chief, saw to that. So, why would their portal need opening? Shouldn’t it be open already?
Which leads to several conclusions:
1. Those are not the Southern Lights.
Unalaq is lying. Those lights that dance across the sky are not the Southern Lights of old, but something else. My guess is spirit energy leaking from the spirit world.
2. Unalaq wants to join the spirit world and the human world and needs the Avatar to open the portal for that to happen.
Unalaq says he can reunite the two tribes by opening the spirit portals, so that you can travel from the North to the South. I am not sure I believe him.
What I think will happen once Korra opens the Northern portal is that those “Southern Lights” and those “Northern Lights” will join to span the whole world, allowing the spirits to roam freely.
3. By now I am fairly certain that the glowing statue is a statue of the First Avatar Wan, and that the ‘angry spirits’ are trying to prevent the spirit world and the human world from becoming one.
The question that remains is, is Unalaq acting under his own will, out of a desire for power or religious fervor, or is he himself being used?
