Saw this issue in comics a lot, and old series. Dragon Age Veilguard did this, and while it was kinda like "Oh, this was all planned the whole time", it felt rug-pull.
DC did this and that's sorta when I gave up on following the main comics where possible. Because there was always a bigger villain who would randomly show up. The scales ALWAYS increased... You reach a point where you simply cannot scale up further, and it becomes so removed from it all that your readers/players aren't interested anymore.
For them, there has to be a level of relatability. Or scaling back. Or things sorta end up plateauing.
That's also the biggest issue when taking into account power levels and balancing things. Things, naturally, are not balanced. But when someone breaks the status quo to an insane degree, it Jumps The Shark.
Now, it can work out to play out well, again, if you plan it ahead of time. But if you're Making The Jailer, you are not planning ahead of time. You are reacting to the stakes needing an increase by taking a leap that goes beyond what most players are willing to believe.
If you have a character that can destroy a world, who answers to a being who can destroy a universe, who answers to a being who can destroy timelines, who answers to a being who can destroy multiverses... you reach a point where it's too grand-scope that it's either a cosmic horror, or you retcon/backtrack to try to reel it back in.
Unfortunately, the damage has been done by the time you realize you've gone too far. So even if you work it back, people will know. People will remember. And they will likely feel a degree of apathy towards any future media because you went too far narratively that people simply cannot trust you not to scale up at a believable rate and settle for a reasonable point.
i have a storytelling thing i like to call "making the jailer". its based on world of warcraft where in its eighth expansion shadowlands in order to up the stakes of the world it was decided that all of the previous villains where just pawns of a bigger badder guy called The Jailer. and it was terrible. it retconned so many previous storylines because none of that was ever planned. people hated the jailer. live service and long running series's will inevitably run into the moment where they want to up the stakes even further and when this time comes they may be tempted to create the jailer. You must avoid making The Jailer at all costs

You know. I think one of the funniest things is the fact that Lego DC Supevillains helped catalyze my gender shift because of the character creator. I bought it for Doctor Fate, only to come out the other side Obscurian (and gender voidish) because I could make a character that was seemingly genderless with fabulous hair and no mouth and yeah.
I mean. That and calling myself a void and other such jokes. I did consider rebranding to void mom or void dad for a bit. Void parent. But then I was too lazy to shift it all over so.
Long and short of it, a lego game should not be underestimated for its gender questioning powers.
