He could be a vastaya. More specifically Marai?

According to wiki and other, he fits the description of a Marai Vastaya.

However.

Marai village is underwater and quite far from Piltover and Zaun. (Near mount Targon I believe.)

Plus we’ve seen characters similar to Steb by the docks and in Zaun.

So it’s a good assumption that it can be another sub race of Vastya

(Considering the wiki lists like 25 and then says ‘many other subspecies’)

Or he could be like Sett. With one human parent and one Vastayan parent.

Too many options. Let’s just stick with cute fish man. :D
