Ranma just wants to make sure Akane is okay with having her 1st kiss with him after he lost his non-consensually. This is one of many times that Ranma double checks that it's okay for him to be romantic with Akane. He never wants to cross the line with her and on the chance that he does mess up, he tries to shyly apologize or explain that it wasn't his intention.

He's seen her valid distrust of pushy boys and he's experienced getting cornered himself by entitled admirers from both genders (Kuno and Kodachi). Makes perfect sense that Ranma keeps himself in the playful best friend zone even though Akane throws out clear signs that she cares for him on a deeper level when he isn't putting up a bravado.

In the manga Akane stays waiting for Ranma to make a move, but he responds better when he knows Akane is all for it and reciprocates quicker if Akane intiates their physical romantic moments (at least when in boy mode). In girl mode, Ranma clings to Akane easier lol
