I think Unsuur was meant to be a Duvos spy or sleeper agent, kinda like Aadit as the Rogue Knight (if you believe that theory). But something went wrong in the desert

Maybe he hit his head or had some sort of accident that caused amnesia, which explains why we don't learn anything about his life before Sandrock

We know he's unusually strong. He's a good shot...

He just happens to share the Captain's bday? Or when someone asked, did he panic and say 'I share a birthday with the Captain?'
