For every fifty players there are on a server one medical proffesional is required. In case of server lockdown, hub lockdown or anything like that.

Doc and Zedaph combined are about half a medical proffesional so they would say that its covered.

For a server of 27 players, you would logically require 0.54 of a medical professional. Zed and Doc combined are 0.5, and Cub is enough to make up that last 0.04. He knows a thing or two about medicine! Granted, it's mostly how to make people feel worse, but that still counts, right?
