The blame for why they don't end up going for broke in e1 and thus get the expedition doomed is shared three-ways.
Most of it must surely lie with Sir John. Had he been a better sailor, less concerned with personal glory and/or had the humility to listen to people who know more than him-
Even if you hold Sir John constant though, had James gotten behind Francis' proposal, had he with his social graces and good standing with their leader endorsed Francis’s concerns, Sir John would have capitulated.
But Francis, himself. My God. He is right, and he has no regard for manners. He bulldozes over fragile egos (Sir John's, yes, but also James'), and thus, any chance he has of being heard. Sophia has accused him of having no ear or appettite for politics, but whether you like it or not, you often need politics to get the outcomes you want, and Francis has been doing the exact opposite from the start of the expedition. He does not want to be there, he does not like the command he is working with, he is better than all of them and he makes no effort to hide any of his feelings. Just from a strategising point though, how hard would it have been to befriend James at the very least--James who has been gagging for his approval? And to just be civil towards Sir John.
I suspect he recognises that after he goes sober, too. I suspect that is one of the reasons--or perhaps is the primary reason--why he tells Hickey in episode 10 that he won't know whether to include himself in the forgiveness he extends everyone else until the end.

im really enjoying the physical dynamics of joplittle. you've got jopson who's basically this tall angular adonis built out of steel tightly wound beneath his steward's clothes with sharp features and a glare that could kill vs. broad bulky nedward who's all heavy muscle and tight fists and dark sad eyes beneath thick facial hair, eyebrows, eyelashes... light footed jopson poised and ready to spring into action at any moment vs. ned who stands firmly in place, awaiting, uncertain..... jopson with the kind of attitude and confidence that could command a room expected to stand politely aside vs. ned expected to do exactly that commanding but with the stature and caution of a man longing to be instructed... *gunshots*
