Question:

Is there a reason why Yeong Sun and Pop Cap's Stat Totals are 13 instead of 14 like the rest of the On-Roster Fighters? (AKA Everyone in Rumble nix Atlus)

This was meanat to represent the fact that both of them have weird extra mechanics that don't quite map cleanly to the basic stats. Yuseong's stance switching and Pop Cap's invisible projectiles are unique features that provide unique advantages and so their other stats would probably be a little bit lower than the others to compensate.
