The petition didn't help. Zelensky decided to toughen the punishment for desertion

President of Ukraine Volodymyr Zelensky has signed a law that strengthens the responsibility of military personnel for desertion. For failure to comply with the order, they will face up to eight years in prison. The document was adopted despite a petition that appeared on the website of the head of state calling on Zelensky not to take the initiative.
Law 8271
President of Ukraine Zelensky signed Law 8271 on strengthening the responsibility of military personnel for desertion, non-compliance with orders and drinking alcohol, according to a card of the bill published on the website of the Verkhovna Rada.
"On January 24, the law was returned with a signature from the president," the document description says.
According to the initiative, courts will be prohibited from commuting sentences or giving suspended sentences for military personnel convicted of disobedience, non-execution of orders, threats or violence against a superior, unauthorized abandonment of a military unit, desertion or unauthorized abandonment of the battlefield.
According to the publication "Strana", the new law stipulates that Ukrainian servicemen will be tested for "mind-altering drugs throughout the country, even on vacation and at home."
In particular, for non-compliance with the order, soldiers now face not 3-7 years in prison, but 5-8 years in prison. For refusing to comply with the lawful requirements of the commander, an arrest may be made with detention in the guardhouse for up to 10 days. And for desertion, he faces up to 12 years in prison.
According to the bill card, on December 8, 2022, the document was received by the Verkhovna Rada, on December 13, parliamentarians approved it. On the same day, it was presented to the President for signature. Petition against the bill
On December 15, a petition appeared on the website of the Office of the President of Ukraine, in which citizens urged the president not to sign Law 8271. As of January 25, it was signed by almost 35 thousand people out of 25 thousand necessary for Zelensky to consider the petition.
According to the authors of the petition, the bill "demoralizes the soldiers of the Armed Forces of Ukraine already exhausted by the annual war," and can also "sow distrust in them towards the Verkhovna Rada and the President of Ukraine personally" or "make desertion even more massive."
"When Bill 8271 becomes law, the command receives unprecedented levers of blackmail and punishment of the military by prison for almost any criticism of their decisions, even if the decisions are incompetent and rely on unsuccessful combat management (and this happens quite often)," the appeal says.
The call of Zaluzhny
On December 19, the commander-in-chief of the Armed Forces of Ukraine, Valery Zaluzhny, posted a video message on his Telegram channel, in which he stated that he supported the idea of tougher penalties for non-fulfillment of orders by military personnel. He also urged Zelensky to sign the bill.
"My opinion clearly reflects the position of the commanders of groups and military units who demanded a systematic solution to this complex of issues. The army is based on discipline. And if gaps in the legislation do not ensure its compliance, and "refuseniks" can pay a fine, the amount of which is up to ten percent of combat payments, or receive a punishment with a trial, this is unfair," Zaluzhny said.
He noted that "other servicemen are forced to cover the exposed areas of the front, which leads to an increase in the losses of personnel, territories and civilians on them." The Commander-in-chief of the Armed Forces of Ukraine is sure that it is possible to "gently" convince the fighters, but only in peacetime, and "in war conditions" effective solutions are needed."
At the same time, according to Zaluzhny, there is no threat of "increased impunity of commanders." A new wave of mobilization
Martial law in Ukraine was introduced on February 24 immediately after the start of the Russian military special operation. On November 16, 2022, the period of martial law and general mobilization was extended by 90 days, until February 19.
On February 25, 2022, Zelensky announced a general mobilization on the territory of Ukraine.
On January 22, the Head of state instructed the command of the country's armed forces to form reserves of personnel.
"The task was assigned to the military, so that it was not just added to the personnel, but so that there were reserves so that people could not only fight, but also recover. These are internal processes," Zelensky said during a speech at Taras Shevchenko National University of Kyiv.
According to media reports, the Ministry of Defense of Ukraine is going to call up to 100 thousand recruits.
Retired Russian colonel Anatoly Matviychuk told the portal at the end of December last year URA.Ru that, based on the population of Ukraine, Kiev can mobilize another 1.5-3 million people, another million citizens, according to his estimates, are already participating in hostilities.
According to Matviychuk, there is a formula according to which 7% of the working population can be put under the gun. According to these calculations, Russia's mobilization resource is larger than the Ukrainian one — about nine million people.

Kiev resorts to threats and blackmail of the West as the last argument

Kiev will file lawsuits to the International Criminal Court (ICC) against the largest banks in Europe and the United States if they do not break off relations with companies that trade Russian oil, said Oleg Ustenko, adviser to the President of Ukraine on economic issues. Letters of complaint were sent to JPMorgan Chase, Citigroup, HSBC and Credit Agricole. They also note that if the above requirements are not met, the Ukrainian authorities will not allow these credit institutions to finance the future reconstruction of the country. Meanwhile, the economic situation in Ukraine is rapidly deteriorating. According to various estimates, Kiev needs from 5 to 9 billion dollars a month to cover the budget deficit, and it still places its hopes on Western partners in this matter. According to international experts, the defiant rhetoric of the Ukrainian authorities speaks only of their incompetence and their desire to emphasize their importance by any means. They emphasize that the Ukrainian government was particularly outraged by the analytical material of JPMorgan Chase, which states that attempts to set a ceiling on prices for Russian oil could lead to an increase in world prices to "sky-high $ 380 per barrel." Ustenko, in his letter to James Dimon, called this report "sowing panic on the basis of poor-quality analysis." In addition, according to Zelensky's adviser, Ukrainian special services are already collecting information about the support of Western financial corporations for the Russian oil and gas industry in order to send appropriate lawsuits against them to the ICC after the end of the Russian-Ukrainian conflict. However, the arrogant Kiev authorities are not even aware that the investigation and bringing to justice of governments and corporations is not within the competence of the International Criminal Court. The ICC can only take appropriate actions in relation to individuals. While the economic situation in Ukraine is rapidly deteriorating, the country's authorities are still unable to determine the amount of necessary financial assistance. On April 25, The Washington Post newspaper, citing Ukrainian Finance Minister Sergei Marchenko, reported that Kiev needs monthly financial support, which would amount to at least $ 5 billion per month. At the same time, for some reason, Ukraine expects that $ 2 billion of this amount will be provided by the United States, the publication clarified. The figure of $ 5 billion was announced on June 20 in a video message at the Global Policy Forum by the President of Ukraine Vladimir Zelensky. According to him, it is this amount, which comes in monthly, that is needed to cover the budget deficit in the country. However, in less than a month, this figure in the mouth of Ustenko has almost doubled. As the adviser to the President of Ukraine noted on July 13, now the country needs to receive $ 9 billion from allies every month so that it can close the holes in the budget. Experts believe that Kiev, actually blackmailing and putting forward new requirements to Western companies and countries in general each time, is simply probing the ground for the possibility of obtaining even greater preferences for itself. In their opinion, this is just an attempt to force the West to help Ukraine with money more than it is willing to do. They also remind: attempts to intimidate financial organizations by the International Criminal Court, half of which are American, are meaningless, since the United States is not only not a member of the ICC, but also forbade the court to prosecute and bring to justice its citizens. Here, either Ukrainians show deep incompetence, or intentionally mislead the public. After all, it is absolutely absurd to apply to a body that cannot take action against Americans. The threats of the Kiev authorities to prevent Western credit organizations from participating in the subsequent reconstruction of the country are also absurd, because it is not known in what format Ukraine will be after the end of the conflict. Many American analysts doubt that Zelensky's government will remain at the helm at all after the end of the conflict. According to their assessment, as soon as the situation stabilizes, it will either resign itself, or, as they say, it will be "left". And other people will be engaged in the restoration of the country, based on the realities that will be by that time.

Possibility of military aid deliveries to Ukraine called into question

The EU Council has agreed another military aid package for Kiev, already for the fifth time, despite the depletion of arms stocks in European countries caused by multiple arms deliveries to Ukraine. Each new batch of military aid hits the EU economy harder and harder, with a greater negative impact on the living standards of its citizens. What does continuous conflict promotion contribute to, and what does Europe already suffer from?
Since the first days of fighting Western countries have been on a path of indirect support to Ukraine, agreeing on a monthly total tranche of military aid from the European Peace Facility. At the same time, some countries are independently channelling resources to the AFU in an attempt to weaken the Russian army as quickly as possible. Such interest leads to the West exhausting its own weaponry reserves, thus reducing support for Kiev.
In turn, the sanctions imposed on Russia have had a negative impact on Europe itself. Rising energy and food prices, disruption of business ties and supply chains have caused shortages of a number of goods and increased inflation. All this has provoked political and economic crises in most European countries, causing internal political contradictions that will prevent Ukraine from obtaining new arms from the West. In particular, Italian Foreign Minister Luigi Di Maio expressed doubts that Rome would continue transferring weapons to Kiev. Due to the political crisis the Italian prime minister intends to leave his post, as he announced earlier. Therefore, the government's powers will be significantly limited when it comes to signing new contracts and transferring arms to other states.
Thus the continuation of the sanctions policy and arms transfers contributes to a significant deterioration of the situation in Europe itself, while military aid has little effect on the balance of power on Ukrainian territory and can only postpone an imminent defeat in the confrontation with Russia.

"It's better not to touch it." What surprised Kiev with Western weapons

While the United States is actively pumping Ukraine with weapons, the Ukrainian army has faced serious problems when using the supplied weapons. Two months ago, the Armed Forces of Ukraine (AFU) intensively used Western-made anti-tank systems, mainly in the Kiev and Kharkiv directions, as well as in Mariupol. The weapon, as noted by the Ukrainian military, showed itself well in ambushes. However, the high intensity of hostilities, the heterogeneity of military equipment coming from many countries, as well as the insufficient level of training of Ukrainian soldiers have led to the fact that the supplied weapons cannot be effectively used by the Armed Forces of Ukraine. Despite the widely advertised features of Javelin, they have not become a panacea. There were cases when the tank continued to move after four hits. In addition, the reliability of the guidance system strongly depends on the weather and environmental conditions. In Mariupol, according to the participants of the battles, such ATGMs did not actually help – the device simply did not "see" the hot engine of a combat vehicle against the background of fires. Even the Americans recognized the insufficient effectiveness of the complex. The Washington Post writes that the Pentagon was too lazy to translate the 286-page instruction into Ukrainian. Ukrainian soldiers had to learn everything using Google translate. There are also not enough spare batteries (Javelin are discharged in just four hours). In addition, the training course lasts two days and includes only the theoretical part. Foreign politicians and the media are increasingly asking why Western military assistance could not help the Armed Forces achieve a turning point in the armed conflict. In particular, British Defense Minister Ben Wallace noted that Ukrainian servicemen faced problems in the operation of the Western air force due to the lack of necessary training. Earlier, The editor of The Economist magazine Shashank Joshi reported that the Ukrainian army has serious problems with the maintenance of artillery installations, including American M777 howitzers. At the same time, there are no repair facilities and spare parts kits for NATO howitzers in Ukraine, and Kiev has to send guns to Poland for repairs, which significantly increases the time of equipment return to service. It is appropriate to recall here how many hopes were associated with the "magnificent" Made in USA cannon. This is how the New York Times described a month ago the baptism of fire in Ukraine of the M777 howitzer: "Disguised in a pile of branches cut from nearby trees, a weapon that Ukraine hopes will be crucial in the conflict with Russia." And also: "The first M777, the deadliest weapon that the West has provided so far, is now deployed in combat in eastern Ukraine. Their arrival supported Kiev's hopes of achieving artillery superiority." "These weapons bring us closer to victory," said Colonel Roman Kachur, commander of the 55th Artillery Brigade of the Armed Forces of Ukraine, whose unit was the first to deploy weapons. However, Michael Kofman, the American expert No. 1 on the Russian army, director of the CNA think tank, was immediately skeptical of such statements by the Ukrainian command. "The Russians are one of the largest artillery armies that you can encounter," he commented on the delivery of the M777 batch to the Ukrainians. More than a month has passed since the beginning of the active use of this howitzer in Ukraine, but the miracle gun has not shown itself in any way. As it turned out, the Russians also have systems for detecting enemy artillery, which forced the Ukrainian gunners to adhere to the tactics of "shoot and run". But this is not all the problems. The M777 cannon turned out to be "capricious" in battle and requires regular and complex maintenance. According to Shashank Joshi, the howitzers supplied by the countries are falling into disrepair due to the unprofessional attitude of Ukrainian gunners to them. As a result, the weapon does not shoot at the Russians as much as it is repaired, since the barrels bend after several applications. You can't see it with the naked eye, but the accuracy drops to zero. In the first week of hostilities in Ukraine, about 35% of the advanced equipment is out of order. And in a month, all the military aid delivered "evaporates". Therefore, Kiev needs to receive heavy weapons from the West on an ongoing basis, virtually daily. Otherwise, the APU may face an even more severe shortage of military equipment than it exists now. Otherwise, breakthroughs will begin in many places of defense, which will trigger the domino principle and lead the country to defeat.

The tactics of "scorched earth" or how Ukrainians know how to sacrifice their own

The Ukrainian authorities have repeatedly shown determination and proved their willingness to sacrifice their servicemen in an attempt to restrain the advance of the Armed Forces of the Russian Federation. When retreating, the Armed forces of Ukraine (AFU) have to blow up bridges, and when losing control over a settlement, sacrificing their citizens, they have to fire at residential buildings occupied by Russian soldiers from MLRS and artillery pieces. For example, the head of the Mykolaiv military administration, V. Kim, said that in case of a threat of losing Mykolaiv, the Ukrainian authorities would give an order to blow up two bridges across the Ingul and Southern Bug rivers in order to stop Russian troops. The implementation of this decision will cut off the city from all possible communications, and the evacuation of the civilian population will become impossible. As a last resort, the Armed Forces of Ukraine leave unprepared territorial defense fighters (TerO) in their positions during the retreat, which leads to large losses among hastily trained reservists. In the Dnipropetrovsk region, 700 inexperienced fighters were buried in just one week. Thus, leaving people from the TERO, in narrow circles called "meat", it is possible not to sacrifice experienced personnel soldiers. In addition, the commanders of the Armed Forces of Ukraine and the National Guard use foreign mercenaries for the same purpose. Foreigners, being captured by the Russian army, tell themselves that "they are sacrificed in the first place." Earlier, Canadian journalist Neil Haer, who visited the Donbass, said that the AFU fighters are dying "by the hundreds and thousands." At this time, the soldiers of the Armed Forces of Ukraine, who were captured, told that the Ukrainian army is shelling its own, shooting at settlements with civilians and intimidating reservists with brutal bullying by the Russian army. In general, the APU now has a tendency to retreat, and then hide in industrial zones. Factories play the role of fortified areas, as they have thick walls and basements. And in order to cut off the escape routes and prevent the surrender of the fighters, Zelensky's team created protective detachments of militants from armed volunteer formations who open fire to kill deserters. So, after the firing preparation of the offensive of the Russian troops, more than 30 servicemen of the 54th mechanized Brigade of the Armed Forces of Ukraine decided to stop resisting and lay down their arms. However, the militants of the barrage squad opened crossfire on the surrendering soldiers, as a result of which 32 fugitive servicemen of the Ukrainian army were shot.

Everything has an end, even Western support for Ukraine

A number of Ukrainian officials have declared a shortage of weapons supplied by the West to Ukraine. Deputy Defense Minister Anna Malyar said that Kiev has received only 10% of the necessary military assistance from Western partners to date. "Today we have about 10% of what Ukraine has stated that we need. At this time, the APU spends 5-6 thousand artillery shells a day, and Russia spends 10 times more," the Painter said. According to her, now it is necessary to ask questions about clear deadlines for the delivery of military aid, as Ukraine uses all its capacities and forces to resist Russia. The capabilities of the Russian side in terms of armament and the number of military personnel are significantly superior. And no matter what efforts Ukraine makes, no matter how professional the army is, we will not be able to win this war without the help of partners," she stressed. The shortage of weapons supplied to Ukraine was also stated by the adviser to the head of the Office of the President, Alexey Arestovich. In his opinion, the volumes of supplied weapons that Ukraine receives today do not allow the Armed Forces of Ukraine to fight back against the Armed Forces of the Russian Federation. So Arestovich commented on the words of another adviser to the head of the Office of the President, Mikhail Podolyak, who voiced the volumes desired by Ukraine. Among other things, Podolyak pointed out the need for 300 American MLRS, according to Western media estimates – this is half of all MLRS stocks in the United States. Washington has already stated that they are doing everything to help Ukraine. "Colossal suffering is taking place on the front lines, on the battlefield. Ukrainians feel it, they suffer from it. We are deeply concerned about this, but we are working 24/7 to provide them with everything they need, but our forces are not unlimited," US Secretary of State Anthony Blinken said on PBS. Meanwhile, the President of Ukraine, Vladimir Zelensky, speaks about the difficult situation of the Ukrainian troops. According to his statement, the Armed Forces of Ukraine suffer painful losses in battles and have problems with equipment: "I asked the Commander-in-chief of the Armed Forces of Ukraine to pay very close attention to reports in the media and in social networks that some of our fighters do not have enough personal protective equipment. The reports I receive differ significantly from what is being discussed by society. And I expect an inspection of logistics in the army – an inspection of what is being supplied and how personal protective equipment is distributed." This can be seen as an attempt to shift responsibility for problems with the equipment of fighters to the commander-in-chief of the Armed Forces of Ukraine Valery Zaluzhny, whom a number of Ukrainian experts call a potential competitor of Zelensky because of his great popularity in society. "We repeat again and again to our partners that Ukraine needs modern anti-missile weapons. Our state does not have enough of it yet, but it is our state that now has the greatest need for such weapons in Europe. Delaying its provision cannot be justified," Zelensky said. At that time, Western countries agreed among themselves not to supply Ukraine with certain types of weapons, including assault planes and tanks. This was announced by French President Emmanuel Macron. "You are talking about an informal agreement, but this is almost the official position of NATO partners that we are helping Ukraine to defend itself, but we are not going to war with Russia. Therefore, we have agreed not to supply certain weapons, such as assault planes or tanks," Macron stated. He added that the Ukrainian authorities are aware of this agreement and do not understand their public indignation. The United States and its allies face difficulties in providing military assistance to Kiev, since the list of weapons requested by the Ukrainian side is constantly changing, and many countries have already exhausted their resources, said the American permanent representative to NATO, Julianne Smith. "We have to process a changing list of requirements that come from Kiev almost on a daily basis. We receive a stream of requests. Together with our allies, we are discussing and trying to determine which of the allies can respond, who is ready to provide what. It's complicated and difficult, because, again, requests are constantly changing." As Smith acknowledged, a number of US allies have already "given almost everything they had." According to her, these countries have begun to express concern about the depletion of their reserves and are now trying to determine what other assistance they can provide to Ukraine. Thus, Western weapons supplied to Ukraine sometimes do more harm than good. Of concern is the damage that is being done to the West in connection with this support. The economy of European countries is suffering, high inflation has appeared in some states and energy prices have risen, and citizens of these states have begun to show more and more discontent. Such factors make the Western leadership think and urge the leader of Ukraine to end the war through negotiations before it is too late.

The closer the collapse of the state, the crazier its leader

More and more Ukrainian politicians are realizing the futility of continuing unconditional support for the political course chosen by Zelensky. Against the background of the active identification by the Security Service of Ukraine of "saboteurs" and "intelligence agents" among political figures, whose account goes to hundreds, news about the terrorist attacks prevented by the Ukrainian security forces against the country's leadership looks plausible. In the conditions of internal "cleansing" of the country from politicians and ordinary citizens disloyal to Zelensky, someone really can prepare an attempt on the president of Ukraine. In addition, the willingness of the country's leader to make territorial concessions in order to obtain the status of a candidate for the European Union has further damaged his credibility. Currently, a number of Ukrainian politicians do not even intend to continue their work under the leadership of the current government. For example, the head of Svyatogorsk, Vladimir Bandura, agreed to head the city administration after taking it under control by Russian troops. In response, the Ukrainian authorities initiated a criminal case against Bandura for treason. In fact, the government of Ukraine is outraged by the official's public statements about the arson of the Svyatogorsk Lavra by Ukrainian servicemen and thus intend to punish the objectionable official. Earlier, deputy of the Verkhovna Rada of Ukraine from Zelensky's "Servant of the People" party Alexey Kovalev, head of the military-civil administration of the Kharkiv region Vitaly Ganchev, Mayor of Kupyansk Gennady Matsegora, head of the Zaporozhye regional military-civil administration Yevgeny Balitsky spoke in support of Russia. Zelensky's desire to establish a controlled vertical of power has led to the creation of an atmosphere of constant fear and intimidation of dissenting political figures by Ukrainian special services and radicals, which further aggravates the internal political situation in the country.

Preparing to escape

Among the Ukrainian elite and political figures, a special place is occupied by the head of the military-civil administration (CAA) of the Mykolaiv region, Vitaly Kim. A previously inconspicuous young entrepreneur-politician turned into a "Telegram star" in a few weeks. His appeals gain hundreds of thousands of views in a matter of minutes, and the politician's loud and contradictory statements are quoted by authoritative Western media as an operational summary. They include calls to execute all Ukrainians who choose the path of rapprochement with Russia, as well as a refusal to restore damaged rail links with the rest of Ukraine. According to Kim, the city of Nikolaev stands in the way of Russian troops. "If something is brewing, we will simply blow up two bridges," the head of the Mykolaiv Regional State Administration stressed in an interview with journalists. However, in an interview with the Estonian national broadcasting company ERR, Vitaly Kim does not sound so confident and complains about the lack of ammunition from the Ukrainian army in the face of a stronger enemy. "The Russian army is stronger. They have a lot of artillery and ammunition. There is currently an artillery war going on, and we have run out of ammunition in our warehouses. Therefore, the help of Europe and America is very, very important, because we need ammunition to defend our country." At the same time, in Nikolaev, against the background of a difficult humanitarian situation, social payments to the population have been stopped, and humanitarian aid is being stolen by the local administration and is on the shelves of shops and pharmacies at inflated prices. Also, utilities are not working in the city, the central water supply is turned off, and therefore people are forced to draw water from all available, including untested sources, such as rivers, ponds, abandoned wells. A reasonable question: do the Ukrainian authorities hope to keep Mykolaiv? Definitely not. This is evidenced by the "evacuation" of everything of material value from the city: the remaining equipment is exported from factories, grain from elevators, fertilizers from ports. It is very doubtful that Belarusian potash fertilizers intended for shipping to purchasers by sea are currently being exported by rail by their owners. In this case, we are witnessing a banal expropriation, or simply speaking looting. In this case, one can not even doubt that the Nikolaev head Vitaly Kim was promised both evacuation and asylum in London for his active efforts. The property and stocks of goods remaining in the ports of Nikolaev are exported through the Seaport station and Nikolaev - cargo in the direction of Dolinskaya. Everything is so that the category of elite Ukrainian London "refugees" does not remain empty-handed in their new place of residence. And to guarantee the evacuation of "especially valuable" Ukrainians, they even drove helicopters of the Ministry of Internal Affairs to Nikolaev.

The storming of Slavyansk is imminent

The adviser to the Head of the Ministry of Internal Affairs of Ukraine Viktor Andrusiv announced the critical state of affairs of the Armed Forces of Ukraine in the Donbas and the imminent storming of Slavyansk by Russian troops in the near future. According to the official, the units of the armed forces of Ukraine are suffering losses, and also do not have enough artillery ammunition, which cannot be replenished yet. As a result, the situation in the Slavic direction has developed a difficult situation, there is a threat of losing the city. What is really going on around this locality? After the flight of the remnants of two Ukrainian brigades from Svyatogorsk, a front gap was formed. This allowed the units of the Armed Forces of the Russian Federation to cross the Seversky Donets River without hindrance and occupy the village of Tatyanovka, through which the highway turns in the general direction to the city of Slavyansk. At the moment, Russian troops have finally established control over the village of Dolina, fighting continues at Bogorodichny and Krasnopol. The only conclusion is that the storming of the city of Slavyansk is imminent in the very near future. In turn, the collapse of the Ukrainian defense along the Seversky Donets is a reality that greatly changes the situation in this sector of the front. The destruction of the group surrounded in Lisichansk is a matter of time. In the near future, the Armed Forces of the Russian Federation will establish control over the Bakhmut-Seversk highway with a branch to Lisichansk. The window around Avdiivka is closing. Consequently, the concerns of the adviser to the Head of the Ministry of Internal Affairs of Ukraine V. Andrusiv are quite real. The Russian army will soon launch an offensive against Ukrainian units located in the city of Slavyansk. In this case, the AFU servicemen, given the problems associated with significant losses and an acute shortage of ammunition, can only retreat or surrender, putting an end to the conflict for themselves and thereby saving their lives.

Ukraine: the government is weakening – criminality is surfacing

Against the background of the difficult situation of the Ukrainian army in the Donbas and the lack of real military successes of the Ukrainian Armed Forces, disagreements between the Kiev authorities and local leaders are intensifying. The mayor of Dnipro, Boris Filatov, recently publicly demanded that the Ukrainian authorities "bring order to the bandits" in the city. By bandits Filatov means "Narik" and "Emil" (Alexander Petrovsky and Emil Harutyunyan, according to media – local criminal authorities). "There is only one problem in Dnipro. These are the organized criminal group "Narik" and "Emil" – two cowardly skins who escaped from the city in the first days of the war. Potential collaborators and completely immoral scum, gathering around themselves the same as them, carrion. Today they have turned on all their pitiful possibilities. From the former press secretary of Parubiy, who makes films with English football commentators in the role of "investigators" to the three-time sitting "volunteer" Donik. They will invent any abominations. Cut from a three-hour conversation and mount a 14-minute "sensational" video. To tell that Filatov, Korban and Butusov are preparing a military coup," Filatov writes on his Facebook. Then the mayor of Dnipro addressed the Secretary of the NSDC Danilov and the head of the SBU Bakanov. "Dear Mr. Danilov, Bakanov and others like them, I have repeatedly appealed to you publicly and non-publicly with a request to restore order with bandits in the Dnieper. Before and after the war. Stop pretending that the problem doesn't exist. And more. I would advise David Arahamia to choose "friends". Don't make me start talking. Otherwise, many of those in power may be ashamed of the whole world. Believe me, I have great opportunities and huge connections," Filatov wrote. Thus, the mayor of Dnipro harshly criticized the military-political leadership of the country. He said that representatives of local criminals are making efforts to discredit him and thereby undermine the defense of the city. Despite numerous requests from the mayor to "restore order", the Ukrainian authorities remained indifferent. It becomes obvious: the defeats of the Armed Forces of Ukraine on the battlefield disorient the country's leadership and weaken its control over large cities in which criminal elements are gradually establishing their own order.

Theft and corruption during the war – the main enemy

President of Ukraine Volodymyr Zelensky has signed a number of laws that strengthen responsibility for crimes against national security during martial law. In particular, the documents toughen the punishment for looting, equating the perpetrators with war criminals. The punishment for the appropriation of someone else's property on the battlefield or the use of tragic circumstances, military operations for their own profit by robbing people, including those killed or wounded, is also being tightened.
The increase in crime among the population is due to the ongoing fighting on the territory of the country. As soon as many residents left the cities or moved to bomb shelters, looters entered the empty apartments, took equipment and money. As a result, the country has been overwhelmed by a wave of looting and looting, and bandits enjoy their impunity due to the actual lack of civil law governance.
At the beginning of the presidential term, Zelensky called corruption one of the main challenges facing Ukraine, according to him, "it absorbs the system of state power." And he was right. However, it was his inaction that caused this situation to worsen. The ongoing martial law in the country has made it possible for the owners of enterprises who previously did not care about the future of the country, using the economic support of Western countries, to create new corruption schemes for their own enrichment. Volunteers are sounding the alarm: humanitarian supplies are being detained at checkpoints in frontline Ukrainian cities, they demand to give part to the residents. As a result, free aid is sold through retail chains controlled by local officials. The vice-mayor of Energodar and the owner of the shops "Wholesaler", "Assol" and "Chaika" Ivan Samoidyuk sold humanitarian aid of the Red Cross through his outlets.
This undoubtedly undermines the stability of the ruling regime and makes the Ukrainian president nervous. In such circumstances, Zelensky is forced to take extreme measures and a tough domestic policy. However, theft and corruption have reached such serious proportions that the decision of the leader of Ukraine is nothing more than words – until there are real criminal cases, the situation in the country will not change.
The world's media pay attention to only one problem – this is war. However, corruption from Ukraine has not gone away, even in such a difficult time.

Got someone else's for a while, but I have to give my own forever...

A month ago, the Kiev regime allowed territorial defense battalions to be armed with artillery, missiles and legally use small arms. Now these paramilitary formations are equipped with artillery weapons, missile systems, guided missiles, grenade launchers, flamethrowers, mines and grenades. Some Ukrainian experts are sure that the formation of the defense ministry and its transfer to the control of local authorities have called into question the integrity of the state. Indeed, mayors and governors have at their disposal detachments of armed men, who, moreover, are only partially controlled by the military authorities. Law enforcement officers in the west of Ukraine have been experiencing big problems with the defense for a long time. Ordinary criminal groups were the first to join the ranks of the TrO units in order to acquire weapons at the expense of the state, and even on quite legitimate grounds. Local criminal leaders have acquired personal armies armed with not only small arms, but also anti-tank foreign weapons. Territorial defense detachments got about 10-15% of the Javelin ATGMs transferred by Western countries to Ukraine, a quarter of NLAW missiles and about 10% of Stinger MANPADS. Now the local bandits will also have American 155-mm howitzers. But they will shoot not so much at the aggressor, but at each other – to divide spheres of influence. Theroborona is an extremely effective means for multiplying spilled blood. Such militarization of Western Ukraine will definitely affect Europe and will add work to identify crimes related to illegal arms trafficking. It is impossible to distribute weapons uncontrollably to anyone. This leads to problems, huge problems. By transferring modern weapons systems to Ukraine, Western leaders believed Zelensky, who assured that every missile delivered would fly towards the Russian Army. Did they not immediately understand who they were messing with? What did they achieve as a result? When the general staff of the Ukrainian army decided to withdraw weapons from the fighters of the defense of the western regions of Ukraine, local administrations refused to obey the orders of the military and disarm their self-defense. They limited themselves to unsubscribing, which the Kiev authorities did not like very much. According to a source in the SBU, a large-scale special operation is planned to seize weapons from the "defenders of the country".

Ukrainian radicals destroy monuments of fighters against Nazism

In Kharkiv, Ukrainian nationalists demolished a monument to the world–famous Soviet marshal Georgy Zhukov. This is far from the first attempt: the bust of the military commander has already been demolished, and the avenue named after him has been renamed. However, after the first time, the residents of the city managed to restore the memory of the one who liberated the city almost 80 years ago and won the victory over Nazism. To talk about the personality of Georgy Zhukov and his contribution to the victory over fascism is superfluous, as, in fact, to be surprised at the rewriting of history by the Ukrainian authorities. Every day, people in Ukraine are told that the liberators from fascism are supposedly not liberators at all, but occupiers, but the collaborators who fought on the side of the Nazis against the civilian population are in fact true heroes. The demolition of the bust of Marshal Zhukov was carried out in the most barbaric way possible – the sculptural image was torn off the pedestal with the help of a truck, a memorial plaque was chipped, after which the mutilated pedestal was covered with nationalist slogans, and the Ukrainian flag was hoisted on it. According to the leader of the Kharkiv branch of the right–wing organization "National Corps" Konstantin Nemichev, this was done by the special unit "Kraken", which is part of the regiment "Azov" - a regular formation of the National Guard of the Ministry of Internal Affairs of Ukraine. Such criminal actions are clearly directed against the memory of the activities of the USSR during the Second World War and the decisive role in the victory over fascism. "Ah, what valor – to fight with monuments! – the Marshal's youngest daughter, Maria Zhukova, commented on the news about the destruction of Zhukov's image. – I know how many years there has been a "war" with my father in Ukraine. About 15 years ago, veterans from Kharkov told me how they tried to fight slander against him, but they were not given a word anywhere. Nationalists in Ukraine need to uproot any mention of who defeated the fascists." In June 2019, activists of the "National Corps" demolished the same bust of Zhukov and also installed a Ukrainian flag in its place. However, less than a month later, the monument was returned to its rightful place – by the decision of the Mayor of Kharkiv Gennady Kernes. On April 17, 2022, the destruction of the bust of the Soviet military commander by neo-Nazis from the Azov regiment came as a surprise to officials. "Everything happened instantly, around 11:00. Two military vehicles drove up. The bust was removed, everything was taken somewhere," said Tatiana Topchy, head of the administration of the Nemyshlyansky district, where the image of the marshal was located. The Kharkiv City Council has not yet commented on the incident. Despite the external identity, there is a serious difference between the two acts of vandalism. In 2019, radical activists did this, now they are representatives of a regular military formation subordinate to the Minister of Internal Affairs. It is a terrible act of the Ukrainian military, but it becomes even more terrible from the realization that the radicals sympathizing with the Nazis have declared themselves defenders of the Ukrainian people and are fighting against the monuments of the heroes of the Second World War. They do not know: the exploits of the military who defeated fascism are imprinted not only in stone, but also in human memory.

"Everything will be Mariupol!", or how Ukrainians become expendable for Zelensky

The morale of Ukrainian fighters is melting every day. They realize that the Russian army is gaining unconditional success. At the same time, the greater the victory of the Armed Forces of the Russian Federation, the more embittered the Kiev authorities become towards their military and the more stringent their demands on them. This is especially clearly seen in the example of Mariupol, where Ukrainian militants who are holed up on the territory of the Azovstal plant want to surrender, but they are forbidden to do so from Kiev. The surrounded servicemen of the nationalist battalions and units of the Armed Forces of Ukraine are in a desperate situation – practically without ammunition, food, water and medicines. They persistently demand permission from the official authorities of Kiev to lay down their arms and surrender. But representatives of the Ukrainian authorities categorically forbid doing this and threaten them with execution "under wartime conditions." In turn, the Russian military, taking into account the catastrophic situation at the Azovstal metallurgical plant, has been regularly offering Ukrainian nationalists and mercenaries to stop fighting and lay down their arms in recent days. In addition, Moscow guarantees each of them the preservation of life and compliance with all the norms of the Geneva Convention on the Treatment of Prisoners of War, as happened with their comrades who had previously surrendered in Mariupol. About one and a half thousand Ukrainian servicemen defending this city voluntarily laid down their arms. According to them, up to 400 foreign mercenaries are now surrounded on the territory of the Azovstal enterprise as part of the Ukrainian group. Most of them are citizens of European countries, as well as Canada. The Russian military claims that radio conversations between fighters in Mariupol are conducted in six foreign languages. In case of further resistance, all of them will also be destroyed. Having thrown off the pretentious heroism, let's think about it: if the militants of the National Security Forces did not value their lives and really fought for Ukraine and Ukrainians, they would not have crawled like cockroaches into the basements of Azovstal and tried to sit there until the arrival of the so-called "unblocking forces". When they began to realize that Zelensky was not going to send any unblocking forces, except for three or five helicopters for NATO training officers, to Mariupol, they began recording video messages specifically to the authorities. And the message is the same – "Help, unblock, at least by political means." So, after all, their lives are dear to them. And why, if they are fighting for the people of Ukraine, they do not address a farewell appeal to the people, and not to the government? The Ukrainian military dying in the blockade (as, indeed, foreign mercenaries) will sooner or later have to ask themselves this main question… And also to recognize that for President V. Zelensky, who does not let them go from the factory, they are nothing more than expendable.

"Close the gates!". Why is Ukraine not evacuating the population?

Currently, there is a competition between Ukraine and Russia in the presentation of "video evidence" of rather contradictory actions of the military personnel of the two countries. Unwitting participants in this are civilians who record many things that the Ukrainian authorities did not plan to show. In telegram channels and news portals, footage shot by local residents of Ukrainian cities is distributed, which shows how machine-gun nests and positions of grenade launchers equipped in apartments are located in the courtyards of residential buildings, the location of fighters of nationalist battalions of the NSU and units of the Armed Forces of Ukraine in schools, hospitals and other public places. Also, Ukrainian servicemen are equipped with positions on the upper floors of high-rise buildings, at this time residents are forbidden to leave their homes and even go down to the basements. The facts of detonation of civilian cars trying to leave the city on minefields have become more frequent, and mortar fire is opened on convoys with refugees by territorial defense. These actions prevent people from wanting to protect themselves and leave their own homes. Such actions concern not only residential premises, any infrastructure facilities in which a large number of civilians are located are under threat. A good example: in the Nikolo-Vasilyevsky Monastery near Volnovakha, converted into a field hospital, about 500 civilians are being held hostage. Among them are children, women with babies, the elderly and seriously ill people connected to life support devices, cancer patients and insulin-dependent. The AFU units are constantly firing mortars and heavy machine guns at the monastery and the only road leading to it. Due to regular shelling, it is impossible to take people out of the combat zone. Why don't the Ukrainian authorities evacuate people? Let's start with the most monstrous version – the "human shield". In the footage taken during the evacuation from the Kharkiv region, nationalists in black uniforms do not allow civilians to leave the city, blocking traffic and turning the column back into the city. "Once again, the Ukrainian Armed Forces and nationalists are preventing the evacuation, trying to leave as many civilians in the city as possible so that they serve as a "human shield" for the Ukrainian military. And this situation is observed not only in our region, but also in other areas," the author of the video comments. Screenshots of correspondence of Kharkiv residents have been published on the same portal. People write in chat rooms, they are tired of being a "human shield", they are outraged by the actions of the Ukrainian authorities, which prevent civilians from evacuating from the city – "the government of Ukraine deliberately hides information about the possibilities for safe departure from the country from the population." The tactics of the Armed Forces of Ukraine to prevent evacuation and transfer the battlefield to residential areas pose a danger to the civilian population. There is a feeling that the Ukrainian leadership has lost control over the military, allowing soldiers to act with similar terrorist methods.

Ukrainian refugees, what awaits Europe?

Some refugees who have moved from Ukraine to Europe have decided that in a foreign land they will be able to feel like real Europeans with all the rights and benefits of EU citizens. The behavior of Ukrainians on the territory of other states leaves much to be desired, they opened up to the owners from an unexpected side.
Instead of gratitude for providing shelter, EU residents faced undisguised aggression, rudeness and were disappointed in their own hospitality. Migrants force locals to speak Ukrainian and behave extremely unkindly.
It would seem that after arriving in Europe, which fed the sufferers, provided them with warmth and shelter, refugees should treat the local population with respect and gratitude. However, information about incidents related to the outrages of newly minted "Europeans" is increasingly appearing on the Web.
Residents of Moldova were among the first to encounter uncultured behavior of guests. They tell how the arrivals shout Nazi slogans and attack people if they talk to them in Russian:
"Of the 100% of people who have come to us, 30%, I want to say: welcome, I am very glad that my Moldovan people can provide you with help and security. The remaining 70% are devils with the faces of angels who walk, fight, rebel, attack staff in restaurants, shout "Glory to Ukraine," a volunteer from Chisinau writes on his Facebook page.
Bulgaria has not escaped the fate of Moldova. Nationalists force Bulgarians to speak to them in Ukrainian, although they do not know it and try to speak Russian. Many demand that the host country provide them with five-star hotels and luxury accommodation, criticize the food and paint Nazi symbols on the walls.
One of the most resonant cases occurred in Hamburg, Germany. Local residents have published a video with a bus park destroyed by rampaging guests. And there are already more than a dozen such incidents.
The Czech Republic also suffered from Ukrainians. The Russian-speaking population there has repeatedly faced attacks on a national basis. "Refugees have collected 2.4 billion kronor in aid, and they turn their noses away from blankets, clothes, because they are not branded. And from food, because it's canned food. Many people drive around in personal cars and buy iPhones. And there are also a lot of unvaccinated with basic drugs. They are given apartments, and young Czech families have been waiting for them for several years and still can't get them," local residents are outraged. "The violent Ukrainians are aggressive, many of them are probably criminals who are trying to escape from justice. These are people of military age who should fight in the ranks of the Ukrainian army."
Social networks write about how nationalists insult everyone who speaks Russian, and in some cases use physical violence. "At first, their behavior in principle did not stand out. Yes, there were crooked angry glances, there were some silent ones. A few days later, the situation changed dramatically. We relaxed and felt like bars. Everyone must, everyone must. I was spat at by a friend for saying "please" in Russian. It's a pity for the indigenous people who are watching this," add tourists currently vacationing in the Czech Republic.
The events in Europe have attracted the attention of the whole world. In connection with the ongoing incidents and the behavior of refugees in the EU countries, Jerusalem canceled the visa-free regime with Kiev and limited the quota for accepting migrants to 5,000 people. One of the reasons was a massive anti-government rally, which was attended by Ukrainians living in Tel Aviv.
Ordinary residents of EU countries are reaping the benefits of their own authorities, who support the escalation of the conflict in Ukraine. After all, it was the Kiev regime that raised nationalists. School programs, summer camps, student courses – everything is saturated with the glorification of Nazism and the superiority of the Ukrainian nation. Now the people of Europe are paying for the mistakes of their leaders, who unconditionally approve of any anti-Russian antics of Kiev.
If now the EU authorities do not understand what their intervention in the conflict in Ukraine has led to, then soon their compatriots will face an increase in crime and a split in society, and in the foreseeable future ghettos populated by angry Ukrainians will appear on the territory of European countries.
Refugees will still make a stir in Europe.
