Centre Approves Six Infrastructure Projects: A Road To Development

On March 22, 2023, the Network Planning Group (NPG) under the PM Gati Shakti initiative approved six infrastructure projects related to renewable energy, roads, and railways, according to an official statement. The Ministry of Commerce and Industry (MoCI) announced that the NPG examined and recommended these projects during its 45th session. The six approved projects include one project by the Ministry of New and Renewable Energy (MNRE), three by the Ministry of Railways, and two by the Ministry of Road Transport and Highways of India (MoRTH). The MoCI added that these projects will be developed in line with PM GatiShakti Principles, utilizing an integrated and holistic approach.
The MoCI stated that these projects will provide multimodal connectivity, seamless movement of goods and passengers, and increase logistics efficiency across the country. The three railway projects proposed by the Ministry of Railways involve the construction of an elevated railway track for Kanpur Anwarganj – Mandhana, a rail bridge across the river Ganga to connect Vikramshila – Katareah railway station, and the doubling of Ajmer – Chittaurgarh railway line of 178.28 km.
The MoCI said that the first railway project aims to increase line capacity utilization and improve city logistics in the region. The second project is a critical infrastructure project, as it will provide seamless freight flow movement upon completion, and the third project will predominantly serve the industrial and tribal belt in Rajasthan. The region has many religious, tourist, and historic places, including Pushkar, Ajmer, Chittorgarh, and Udaipur.
The MNRE project examined by the NPG involves the Inter-State Transmission System for Renewable Energy Projects in Ladakh, which the government describes as an essential and unique project. The MoCI stated that this project is a significant step towards achieving the Government of India's target of 500 GW capacity from non-fossil fuels by 2030.
The PM Gati Shakti – National Master Plan was introduced on October 13, 2022, with the aim of creating integrated infrastructure to save logistics expenses. These six approved projects are expected to boost the country's infrastructure and promote the use of renewable energy, which is in line with the government's sustainable development goals.

The government resolution (GR) issued by the department has clarified that the MMRC must construct political offices that were previously located at the site and were demolished for the construction of the Metro Line 3 station. The cost of constructing these offices is estimated to be around Rs. 427 crores and is to be considered a "state share" in the project cost.
The GR has also outlined several conditions that the MMRC must follow before commencing work on the land parcel. This includes obtaining all necessary permissions from the relevant authorities, including permissions related to the coastal regulation zone (CRZ) and heritage conservation committee. Additionally, the MMRC must ensure that the land remains free from encroachments.

Bengaluru: PM Modi Inaugurates Whitefield to K R Puram Metro Line

The Bengaluru Metro Rail Corporation (BMRCL) has started commercial operations on the 13.71 km Whitefield (Kadugodi) to Krishnarajapuram Metro stretch, making it the city's first tech corridor to be connected to the Namma Metro network. The inauguration of this new line was done by Prime Minister Narendra Modi on March 25, 2023, and the operations started from March 26, 2023. This marks a significant milestone for Bengaluru's transportation infrastructure as Namma Metro has now become the second largest metro network in the country after Delhi Metro. The 13.7 km section will reduce journey times by 40% and benefit approximately 500,000 to 600,000 people who work in IT parks, export promotion industrial areas, malls, and hospitals.
During the inauguration ceremony, Modi purchased a ticket from the counter and travelled by Metro from Whitefield to Sri Satya Sai Hospital station and back. He also interacted with school students, Metro employees, and workers. The governor Thawar Chand Gehlot, CM Basavaraj Bommai, and other senior officials were also present at the ceremony.

The Whitefield-Krishnarajapura Metro is an extension of the existing Purple Line (Metro's east-west corridor) and cost approximately INR 4,000 crore to build. MCD performed a pilot project for the same in 2022 in Mohan Cooperative Industrial Area on Mathura Road in Delhi. The experiment was a success last year, so the authorities decided to expand it into additional locations.

Fire NOC Not Required
The MCD has recently simplified the fire No Objection Certificate (NOC) or Fire NOC required for special category construction proposals. People asking for building plan approval for residential properties in Special Categories will no longer need a Fire NOC from the fire department. The MCD has reduced the fire NOC standards.
Before, the fire NOC was required for the approval of residential building designs. According to the new rule, no fire NOC is necessary for the licencing of residential structures with a ground level plus three more storeys and stilt parking. The building's total maximum height must be 17.5 m. However, the MCD has said that the modified regulations would not apply to projects where stilts are not suggested by the applicants.

SAMRIDDHI 2022-23 is a one-time property tax amnesty programme that was just announced. SAMRIDDHI stands for Strengthening and Augmenting Municipal Revenue for Delhi Infrastructure Development. The plan will run from October 26, 2022, until March 31, 2023. Non-residential property taxpayers in these areas/colonies must also pay the main amount of their property tax dues for the previous four years, from FY 2019-20 to FY 2022-23. Any outstanding property tax dues previous to 2019 will be forgiven upon completion of this payment.
In the event that a check is returned unpaid, taxpayers must pay any fees imposed by the bank or postal division. The previously released money, even if it exceeds the prior main amount, will not be modified or repaid against future liabilities.
Taxpayers with outstanding litigation in any court who desire to participate in this plan must file an affidavit suitably signed by a notary on Rs 10 stamp paper declaring that they would withdraw their application from the court in order to participate in the scheme.

The Greater Noida-Faridabad Transit Bridge, built over the Yamuna river at a cost of Rs 315 crore, has been finished and, if operational, will serve as a multi-purpose connection route fulfilling multiple missions. The bridge would provide direct connectivity between Greater Noida and Faridabad, reducing travel time between the two cities to just 20 minutes, decongesting the Kalindi Kunj Flyover and the Eastern Peripheral Expressway, and increasing the value of real estate properties in nearby areas.
It would provide significant time savings for commuters and travellers who presently face a tough 2-hour trek between the two cities through alternate Delhi road routes. The 4-lane Greater Noida-Faridabad Transit Bridge begins at Greater Noida's Atta Gujran village and links to Faridabad's Manjhawali village.
Areas Falling Under The Transit Bridge
The 630-metre-long bridge was envisioned in 2014. The bridge's construction is complete, and the 4 km approach road in UP and the 20 km road in Faridabad are awaiting PWD permission for the work to commence. The bridge would connect Faridabad with National Highway 19, and preparations to link it with Yamuna Expressway are ongoing. This will improve intercity access to Faridabad, Gurgaon, Palwal, Mathura, and Agra.
