Every pitch Seattle Mariners prospect Eric Filia saw on 11/10/2017 in the Arizona Fall League. Filia had 292 PA with Everett in 2016 and was quantifiably the best batter in the NWL that season. Filia led the 2017 Fall League, batting .408/.606/1.088. Filia is currently serving a 50-game suspension for violating the Minor League Drug Prevention and Treatment Program.

2017 First Half Wrap
Despite the fact that both divisional races came down to the final day of the first half, the run differential leaderboard tells a different story. Hillsboro came out well on top with a +76 run diff and skewed the league so badly that only one other team, Eugene (+17), finished the half above water. The entire North Division finished sub-zero. Hillsboro has had a blessed 2017 so far. In addition to that monstrous +76, their roster has been graced with some top-level talent. Domingo Leyba (Pipeline org #6) and bold-inker Matt Koch started the season rehabbing with the team. They also have a gorgeous stadium that’s hosting the All-Star game next week. Additionally, the draft has been good to Hillsboro. Pavin Smith, 2017 #7 overall draft pick is tearing it up and has been sitting nicely atop the wOBA-K% leaderboard since the day he was a qualified batter. The more the season goes on, the more comfortable I'm getting with this basic little formula. Guys like Adams, Clemens, Kirby, Ziegler, and Cordero were all early hunches for me. Boise's Steven Linkous, a second-year NWLer, shows up on this list at #11. I would bet on all of these guys seeing big league time eventually. Remember, the objective of wOBA-K% is not necessarily to project future MLB success, but merely to forecast MAKING IT to the bigs. The bad news is that I still have no idea how to quantify pitching. ¯\_(ツ)_/¯

Stephen Cardullo: Man on a Bus

Perhaps it’s my sensitivity to independent league baseball, but I’m surprised that Stephen Cardullo’s rehab assignment in Boise isn’t a bigger deal. Excluding my own, there have only been three mentions of Cardullo on Twitter in relation to Boise. I blame The Only Rule Is It Has to Work, but Cardullo’s rise to the majors last year was one of my favorite stories of the season.
For the uninitiated, Cardullo (who at 29 is the oldest player in Boise Hawks history) was drafted by Arizona in the 24th round of the 2010 draft out of Florida State. He scuffled through two quick pro seasons before being released and cast off into the independent leagues. Cardullo spent 2012 through 2015 in the Frontier League and CanAm League before showing up on the Rockies radar and inking a minor league deal for 2016. After slashing .308/.367/.522 in Albuquerque, Cardullo got the call to the bigs and became a cult hero of sorts in Colorado.
All things considered, the Boise assignment itself isn’t actually that shocking. Cardullo broke camp with the Rockies this season and quickly fell into a DFA, batting .143 in 32 plate appearances. He re-upped on a minor league deal and promptly broke his wrist on a HPB in Albuquerque. If all this wasn’t hard enough, it set him up for a nice rehabilitative 15 hour bus trip last week to and from Salem-Keizer with the Hawks.
This isn’t the first time the Rockies have put a same-season big leaguer on the bus. Under a much different pretext, the Rockies sent Tyler Matzek on the road with the Hawks in 2015. That one didn’t go so well.
Cardullo is still here, batting .158 with a home run, four RBI, and a .304 OBP in five games. He appears to be struggling a bit with the unpredictability of NWL pitching, though he is managing to get on base at an expected rate.
It seems a bit serendipitous that this unlikely story gets a chapter in Boise. My eyes will be on that Colorado 40-man in September.

Sunday Reconciliation - 7/9/17
After a little more tinkering with my NWL historical data set, I think I've determined that wOBA minus K% is the best simple hitting indicator for future promotion to the modern majors. This path opens up a wormhole of ways to adjust K%, but for now I'm sticking with the basic formula. I'm planning a long-form post expounding on the resons for using these particular stats this offseason, but in short, as it pertains to the NWL, the importance of K% at a level devoid of competent plate dicipline is huge. Also, this week in small samples, I've got my eye on Boise's Garrett Schilling. Schilling is a 2017 18th round pick out of Xavier. In two pro starts, Schilling has faced 26 in 8 IP with 0 ER and 4 H. I've seen both of these starts and while I don't have a solid footing on velocity, he's definitely performing above the level so far.

The Enduring Narrative of a New Ballpark in Boise Has Found New Life

On Wednesday, Boise Dev uncovered that the municipally-run Capital City Development Corporation has allocated $150,000 for a “Multi-Purpose Stadium Assessment.” While merely a baby step toward an actual stadium, the existence of these funds alone shows a renewed commitment to a vision that has had many false starts.
The facilities at Memorial Stadium have become a bit of a punchline in Boise over the last decade. Built for $2.3m in 1989, its utilitarian amenities, a peripheral location, and the damn sun have accounted for a less-than-charming atmosphere for baseball at the park. The farm-focused Cubs drove that point home in 2014, leaving their affiliation with Boise for Eugene, primarily citing a need for adequate facilities.
2015 brought changes in both affiliation (Rockies) and ownership (Agon Sports and Entertainment) with minor updates to the grounds including paint, asphalt, and sun abatement afoot. Still, passive talk of a new downtown stadium, in multiple iterations, has persisted.
“We are continuing to work on a downtown multi-use stadium, Agon Sports and Entertainment President, Jeff Eiseman told me. “We have been for sometime. It is not a renewed process but a continuous effort that originally started with a site adjacent to BSU.” Eiseman is no stranger to a stadium project. Agon also owns the South Atlantic League Augusta Green Jackets. After four years of public and private wrangling, ground has broken there on a $75m mixed-use ballpark project.
For Boise, from a feasibility standpoint, it has become clear that a multi-tenant stadium is the way to go. The United Soccer League (USL) Portland Timbers 2 played a regular season game at Rocky Mountain High School in Meridian last June. While the multi-purpose buzz has always revolved around baseball/soccer, reports that the sold out match was a trial run for professional soccer the region helped solidify the notion.
The City of Meridian has come up in stadium rumors as well. A prior Boise Dev article mentions Meridian as a potential player in the development of I-84 and Ten Mile Road, 12 miles west of Downtown Boise. While the original plans of the development include room for “entertainment options”, Mayor’s Office Chief of Staff, Robert Simison confirmed with me that the city is not in any active talks with Hawks ownership. At this point in time, all signs point downtown.
Perhaps what should garner the most attention here is the concept of a purpose-built baseball/soccer stadium itself. While relatively new in practice, the trend of squeezing soccer onto a baseball diamond is growing. New York FC of the MLS became the first top-tier team to try it out, taking up residency at Yankee Stadium. The Reno Aces of the Pacific Coast League (PCL) recently announced that a USL expansion club will play in their ballpark and the North American Soccer League’s New York Cosmos have set up shop in MCU Park of the New York-Penn league. Still, these are examples of soccer adapting to a baseball stadium. There are no active stadiums in the country that were purpose-built for affiliated baseball and professional soccer. The logistics and architecture of such a project could bring national attention to Boise as America’s taste for soccer grows.
Adding to the curiosity is Boise State President, Bob Kustra’s June 2015 announcement that the school was in the startup phases of launching a baseball program. The collegiate baseball season concludes near-perfectly at the beginning of the short-season schedule of the Northwest League (NWL). PK Park, on the campus of the University of Oregon, boasts a copacetic dual-occupancy relationship between the Ducks and the NWL Eugene Emeralds. Such an arrangement was initially rumored on or near campus at Boise State, but a shift to a centralized location downtown seems mutually beneficial to both operations. Add a potential soccer club to the mix, and you likely have the occupancy necessary to lock down corporate backing.
One thing I often hear when discussing baseball in Boise are questions as to why the professional baseball scene is so bleak to begin with. Boise’s metro population of 664,422 puts it ahead of six other Triple-A metro areas, but anecdotal consensus is that there simply isn’t enough passion for baseball locally. That said, since the ownership change in 2015, the Hawks are averaging 87% capacity, with most Friday and Saturday nights full. Boise’s market size and engagement level would be well suited for High-A or even Double-A, but because of the regionality of those particular levels, the Pioneer League, NWL and the PCL are Boise’s only real opportunities. Courting a Triple-A PCL team would require a capacity of 7,000-10,000, which is well above all rumored figures. Additionally, Las Vegas is the only club in the PCL with legitimately sub-standard facilities. The Pioneer League is the Pioneer League. Boise appears long for the NWL and a new home for the Hawks could really capitalize on the city’s unique base and setting.

Save the lack of an urban stadium, the NWL Hillsboro Hops have laid a great blueprint. Situated on the west end of the Portland Metro Area, Hillsboro began play in 2013–two years after the PCL Portland Beavers left for Tucson. Ron Tonkin Field was completed in time for opening day in 2013 at a total cost of $15.5m. In four years time, the Hops have utilized their large market size and shiny new stadium to create one of the most lauded brands in all of Minor League Baseball.
The bottom line is that the big leagues drive business at all levels of the minors. As Major League Baseball revenue continues to grow, the tastes and requirements of parent clubs will correspond at a commensurate rate. If the Cubs, at the forefront of player development in baseball, have deemed Memorial Stadium unworthy, it should be no secret that the clock is ticking.
UPDATE (3/27/17)
When the news first trickled out about the city assessment last month, I honestly thought it was just another smoke signal. A number of developments in the interim indicate that is no longer the case. Don Day, (who has become the de-facto king of the Boise Stadium beat) over at Boise Dev, reports today that St. Luke’s has agreed to sell a parcel of downtown land to Greenstone Properties in the first legitimate step toward a new multi-use stadium in Boise. It will be interesting to see how taxpayers react as more details of the funding structure emerge. I think, though, it’s safe to say that the Hawks are closer than they’ve ever been to getting out of Memorial Stadium.
