While this is true to an extent it's worth noting that it IS functionally a very different issue. Hibiki always had the power to fight and has never really had to worry in the long term about not being able to even when the power is in her hands. Even when she was facing imminent death via Relic Fusion, this really didn't deter her from transforming regardless. Like, remember, Miku practically had to BEG her to not transform during the Sky Tower attack. Then, after she got the fragments purged from her body and was no longer at risk of dying... she was just inexplicably (as far as they were aware at the time) 100% compatible with Gungnir.

Remember, the issue for Shirabe and Kirika was less about the potential damage to their bodies (as they were more than willing to risk that), and more about their shared feelings of helplessness. That their friends are out fighting while they struggled to even keep their gears from falling apart on them in the middle of a fight. When the chips are down, they could always rely on the main trio, but the same couldn't be said the other way around... or at the very least, that was how THEY saw it.

Hibiki's issue was that even though everyone told her to stop fighting, she kept doing it anyways. Shirabe and Kirika, meanwhile, want DESPERATELY to be able to fight alongside their new friends, but literally CAN'T without risking becoming liabilities.

Okay but was anyone else pissed at Shirabe during AXZ where she lashed out at Hibiki because “you never had to worry about your sync level!”

Yeah but Hibiki had something similar…she couldn’t transform or she would die

I think she could probably empathize with the wanting to help but being told not to for her own safety thing
