Shanks might have locked Loki up on purpose, not so much for the sake of Elbaph itself, but to have him there ready and waiting for Luffy. After all, this would be the perfect time to make the prophecy in the mural come true 👒

It would have been "too soon" if Loki had challenged the world himself. So Shanks stopped him, which is why Loki called him a coward (in the belief that he was afraid of WG or World Nobles).
