I'm thinking about Sommers saying what they want is to "destroy [the giants'] culture and history" again and it struck me just how outright and blatant the way he says it.

It's not like we haven't seen this before. Ohara's the prime example of decades of history being wiped (and by extension, and maybe more horrifically, the immediate disappearance of God Valley and Lulusia), but from my memory, the Navy/WG agents in charge of the Buster Call didn't really say why they did what they did. It's "burn the books" and "don't let the kid escape" but never why, because we as the readers are able to infer that kind of information without the characters telling us.

Maybe it's because the topic of wiping "culture and history" is incredibly important in our own history that makes it uncomfortable then, and that's why it wasn't explicitly mentioned. After all, this is a shonen manga targeted towards a younger audience, and back then during the topic was first mentioned (Water 7/Enies Lobby), maybe Oda had to walk to the fine line between writing explicit statements referred from actual history into his own work.

So it's only slightly jarring to see something that was acted on but never actually said before be so specifically written on a page. Seeing Sommers with a transponder snail in hand and broadcasting to all of Elbaf the why, saying "You see, what we want to burn down, is your culture and your history" so nonchalantly in a world filled with people who'd never outright say a statement that straightforward in its meaning, felt genuinely harrowing.
