why is everyone bending over backwards these days to try and find an “excuse” or “justification” for Annie’s mental illness outside of her experiencing the Games…sometimes people get PTSD from traumatic events, such as someone getting beheaded in front of them while in an arena where they’re supposed to fight to the death. like sometimes people are mentally ill after experiencing trauma. why am I even bothering to say this

The Louella/Lou Lou switch did not in itself bother me, but I don't think the way the Capitol went about this was realistic. Their behaviour was not guided by what I expect a totalitarian regime to do, but what they had to do to follow the author's propaganda theme.
A realistic Capitol would have twisted Louella's death to be the fault of the Districts. They would have used the parade as a reason to warrant reaping another tribute from District 12 and done it as publicly and painfully as possible. Of course they will do everything to keep the tributes from killing themselves (forcefield around the rooftop), but imagine the pressure they could place on a tribute: If you kill yourself, it's your fault that another kid from your District gets reaped.
Others have said it already, but this was a book about historical revisionism and not propaganda. The reaping in 12 was fine. Louella isn't actually dead. The Games happened differently. While I appreciate the Orwellian references (Ministry of Truth), I think elements of propaganda could have been displayed far better had the Capitol kept to the truth but twisted its interpretation, not the actual events themselves.
Because the point of Orwell's 2+2=5 was never to replace a 2 with a 3, but to see both 2s and earnestly believe the result to be 5. It was never deception, but a different interpretation from reality.
Because if we apply the Capitol's mindset from the 50th, Katniss' Games couldn't have happened. No volunteering. No mourning Rue. No berry scene. But we know they happened, because people clearly remember them when referencing these events in Mockingjay! The Capitol had simply done the most to have its citizens interpret the events differently—not to hide them away.

Have you considered this is a fictional narrative where Collins can decide whatever happens because it is 100% fiction and maybe just decided to change it later and this wasn't the plan all along
