So I'm thinking the best way to steal Pokemon would be a multi-layered plundering scheme. I could hire people to steal Pokemon for me and pass a percentage along up the line to me. Those people would also be able to hire other people below them to steal Pokemon and send a percentage back up the chain eventually reaching me.
