Amongst all the talk of possible race bans I think its important to remember that:

Car 1 drove unnecessarily slowly on a cool down lap = 1 penalty point when it didn't even interfere with another driver's hot lap.

The driver left the grid although the aborted start signal was given = 0 penalty points despite being a safety issue.

I would accept the fact that Max has the amount of penalty points he has if there was any consistency whatsoever in terms of what penalty points are trying to achieve and how they applied.

Even causing a collision was zero penalty points yesterday and I would consider that more of a safety issue than going slow on a cool down lap.

The whole thing is messed up and I genuinely do not understand how there is not more being made of the constant inconsistencies.
