this is my character sylvester/number one. he has ice powers, so i decided to design this dress for him. actually, i really love this oc, but i don't have a lot of time to write for him. his story would've been very pokemon manga inspired, where he and a bunch of other kids get kidnapped and forced to wear masks and do a cult leader's bidding. also slightly inspired by the game hitchhike.
