fourth levels! only if they’ve been in fourth level for more than a year (don’t worry, we’re having a summoning ritual for that as well if you change your mind!) 

also: if your character has magical family and they’re fourth levels (or advanced aka they have been here for more than 40 years) they could have a familiar even if they’re not fourth levels, but please don’t take away the fun to the summoning rituals!
