God of Wisdom doesn't seem as wise as she expected, or so she wanted to say. Tsaritsa stood proud and straight before the other, her frigid statue never shaking or changing. Buer's words are nothing but wind in her ears, a wind she long wanted to never hear (Barbatos' visage appears and disappears from her mind). Her cold, silver eyes stare down at the young girl, but she is just like herself: an Archon, but the Cryo Archon isn't one to be challenged like this, even within the land of dreams.
"You were not permitted an audience with me, Buer," she speaks calmly, unfazed by the words of another. Dottore only did what he was supposed to: research and search for ways to create weapons strong enough to rival Celestia. He will be loyal and valuable if he is satisfied with his freedom. "If you cannot express it with words or understand the meaning behind our mission, then you must take your time before speaking with me. However, I do not have the luxury of time, God of Wisdom."
They are not close. She is not... Not the previous Dednro Archon... What was her name? What was her image? What did she look like? Or were they a she or a he? Her memory is fuzzy; it's alarming.
"You wished to awaken Heavenly Principles, did you not, Buer? I heard Dottore even explain the [truth] to you. And you still do not understand it?" She steps closer; the click of her heels in this desolate and cold place is all too loud. It's loud, and oppressive. "My Harbingers are well in their minds and under control. They operate as expected of them; they follow the mission none has had the courage to follow."

"This whole situation went way too far, Tsaritsa." Buer's voice echoes in the Court of Dreams, under the high dome of the Shrine of Maya - a gravity and solemnity to it that does not match the petite, childlike form she has claimed as hers. Before her, her esteemed guest towers, a wonderful, fascinating, striking statue of ice; what a contrast between the two Archons meeting for the first time in rather... dire circumstances. "Your Harbingers are either out of their minds, or out of control. The ruin and desolation they almost brought upon Sumeru - upon all of Teyvat! - are beyond what words can express, even for a god of wisdom." But, for as small and young as the Lesser Lord may seem; she will not stand small in the face of threat just barely averted.

@maquiscursed let me just say that miroslava probably never met nahida and meeting her while not being able to remember the other dendro archon disturbs her greatly and makes her think 'so something happened' but she also ... like... how do you face nahida when her own harbinger(s) have done what they did to sumeru and she allowed it. there is no more little price to pay to slay celestia and the goddess of love no longer "exists". so, oh boy, if nahida and miroslava meet? the tensions would be high because she may feel guilty and sad but she will never let it show or be seen or even acknowledge it until the end. what has been done has been done and she will not apologize for what her harbingers did. oh boy.

The Dendro Archon must be kept from this battle, Tsaritsa thinks.
The young child (compared to you, isn't it?) was captured by humanity and even used by one of your Harbingers. Are you not ashamed? Are you not guilty? Are you not the Goddess of Love? No, you've abandoned that title to become the raging storm that would do anything to burn this current world and bring a new one forth. For all who had been lost, for all sacrifices, for all who had suffered already. If you stop, it will insult their deaths and your sins.
Buer must not be harmed, Miroslava notes at the words spoken by the younger Archon. She knows the other is a God of Wisdom, the previous Dendro Archon... what was her name? Why can she not remember? Why is memory so vague and so cloudy? She wonders if it was an alteration of the Irminsul. She wonders if the Traveler has done something else. And yet, it's not what concerns her the most.
Such bright green eyes, such a small statue, such a big heart. Nahida could easily take over as the most loving Archon as of now. The ones who had lived for centuries and thousands of years were arrogant in their own way. Tired of Celestia's rule, knowing the disasters it brought alongside what happened in Khaenri'ah.
Tsaritsa is silent at that moment, staring at the small hand extended to her. Her gaze is silver and cold, frigid in its showcase as her heart was put behind hundreds of closed frigid doors with ice protecting her past, her love, and her wish for a better future. This world will be burned to its core, but the seeds of humanity and hope will bloom again. Sumeru proved to be strong enough to walk forth as did Liyue and her own land. They will be alright.
"I refuse," she speaks plainly, lifting her gaze up from the hand extended to the one holding it out. It's cold, but Miroslava is... she cannot accept it. She cannot accept this warmth, and she cannot let it melt her resolve. No, it won't. Tsaritsa knows it, and it makes the whole gesture feel like she will insult Buer for even thinking of accepting it. Nahida must not forgive the Fatui, the ones who walk forth in her name. It would be better if Nahida doesn't wish to reach out her hand to her.
They aren't friends, they aren't comrades, and Nahida will not be asked to fight against Heavenly Principles and Celestia. Thus, she mustn't try to understand Miroslava. Her path was chosen. She will not move away from it. Nor will wish for Nahida to forgive her or her Harbingers. Their path is laced with vile atrocities, all to reach the heights that will bring Celestia crashing down.
"You must not extend your hand towards me like this, Buer. I am the leader of Fatui, the Archon who rules over Harbingers. Do not extend your hand to the one who harmed you and your nation. My Harbingers' sins are also my sins; do not let it be forgotten." Her speech was not always like that, Morax would be able to tell, and so would Barbatos as well. Before, she was a true goddess of love. Her dances were bright, her smiles were cheerful, and her competitive nature would blossom like the prettiest snowflower of Snezhnaya. It was too long ago, she thinks. "You do not have the luxury to show me your kindness. I am only here to ensure you are aware of my plans as was Morax notified as well. As a fellow Archon, I owe you that much. Now, you may lower your hand for I shall not take it. You have the right to wish for my demise, Buer, I know that much."

Tsaritsa, Childe, and Zarina. The Snezhnayans. Let’s go speak about Family, Love, and all of that jazz. Everything is based on my knowledge, my experience, and my speculation. It’s not canon. It’s just one Russian thinking about what can be and why some things make sense. 
EDIT: Tartaglia in his Story Quest DOES admit that where he is from (Snezhnaya) - FAMILY COMES FIRST. Which just proves the majority of this to be a really solid basis. 
What is an important thing in Russia that comes with customs, culture, and upbringing? Family. The ties you have to your family and to your home are something that make Russians known for their strong love for where they live. From someone who got to ask my parents and grandparents about ancestry and as someone who is personally analyzing the Russian history and culture from both internal and external views, I think that the reason for Russians to be known to so strongly go during wars even if they dislike their government is because of the family. People are protecting their memories, their home, their family - it’s one of the most important things we always learn since childhood through fairytales and stories. 
Based on the fact that Snezhnaya is not today’s Russia (thankfully), I assume that it’s even more prevalent with more traditional outlook of tales that speak about how important family ties are, they are the center of many tales. They can be tragic, they can be beautiful, and they can be impactful. Russian literature examples of ‘family ties’ and ‘ties to your country’: War and Peace by Tolstoy, Taras Bulba by Gogol, take Pushkin fariytales, or a very well-known tale “Sister Alyonushka and Brother Ivanushka” as well. Family and home, serving the country where you grew up. All of those themes are prevalent in many, many Russian stories, be they literature or mythology, but your upbringing and your family is something you will certainly remember in our culture. At least, from how I grew up and how I have seen my friends grow up, even if they were arguing with their parents and how they moved away, but they still speak warmly about their parents despite arguments and problems. Yes, we have our family dramas and such, we hate some people inside our families like normal people do because family drama, all of that jazz. However, your connection to your family and even your extended family can be especially strong. Once again, based on my experience, what I’ve read, and what I’ve seen. I DO NOT represent all Russians, just a reminder. 
This importance of family in many Russian literatures and culture makes it obvious why Tartaglia/Childe/Ajax is such a dutiful older brother despite us seeing him as a “bloodthirsty” and battle-hungry man with a simple yet complicated viewpoint on things; he is a soldier, he is a warrior, he is a survivor and he is a protector. Many forget it, but Tartaglia/Childe/Ajax is first and foremost a PROTECTOR of his family from my view point based on how warmly he speaks about his family, his story quest only proved it. Based on his dialogue, he greatly treasures his family and it’s natural. Russians put family very, very highly. This is also why Zarina’s core value is FAMILY despite her being a villain as well, she grew up with that understanding and that environment. 
Older siblings are often taught and told to protect their younger siblings, boys are told to protect their sisters and younger siblings when they grow up. As an older sibling, I was told to look after my younger siblings and my younger cousins, but when my brother got older, he was taught to protect me and his younger siblings as a boy as well. My father is a middle child and his older sister is a fighty woman, but he was always protecting her as well even if she didn’t ask because he cares. It is a traditional view, but we grow up thinking ‘it’s natural we’re going to protect each other, duh.’ However, it can also depend on families and it depends on upbringing. Not all families are like that, but it’s a thing that our parents teach us about since our childhood. For me, it’s natural to think of protecting my siblings, but I know that there are families which are not the same. It’s especially noticeable with how I’m living with a roommate who comes from a tough household. For me and my other roommate, who grew up in a culture where family is important, we are still shocked every time at how they talk to their parents and their siblings because we didn’t grow up in that environment. That’s why I underline how different it can be.
Many of the tales connected in the Russian stories are connected to LOVE as well, even the ones I mentioned. It’s especially saddening to think about Archon of Snezhnaya to be connected to ‘Love’ instead of anything else, but she has changed. Love is mentioned by Dainsleif in the introduction of all chapters, which makes me really sit back and wonder what exactly happened. There are many instances where LOVE is the main speech about Tsaritsa, even Tartaglia/Childe mentions how Tsaritsa had to steel her heart. It’s actually very tragic when you think about it because with how love and family are important in Russian culture, the fact that Tsaritsa is said to have no love for her people nor they have for her is like telling that Snezhnayans don’t have love left for their own home, it’s isolating and it’s sad. If we’re taking Zhongli as a representation of China, then Tsaritsa is the representation of Russia, which means that the important tie between people and their home is shattered. It’s tragic because of how Russians are known to love their country even if it’s tough and even if it sucks, but it’s not the government that they love, it’s where they grew up and were born in, it’s very different. But we’re seeing how Tsaritsa decided to go against the world itself, we’re seeing how she says: 
Sorry… to also have you shoulder the grievances of the world. Since you could endure my bitter cold, you must have the desire to burn? Then, burn away the old world for me.
Based on these words, Tsaritsa is not ignorant of her people’s cries and she’s aware of how her actions are hurting those inside her country, but she decided to go forward with destroying the current world and to create a new one. This makes the fact that Tsaritsa’s core being “Love” even more tragic. It is my speculation, but I think that Tsaritsa is hurting inside more than we know and she might ask the Traveler to end her life to have the people of Snezhnaya move on without her because they already do not have the same love for her as before. I don’t think Tsaritsa herself has no love for her people, but I think it’s similar to how an empress cannot be weak or the country will fall, which makes her a tyrant or a despot. A Ruler in Snezhnaya/Russia cannot be weak, cannot be vulnerable, cannot be meek and soft. Catherine the Great loved her country and she loved her people, but that doesn’t excuse or abandon the things she’d done that made many lives miserable, the genocides and the forced move of native groups must not be forgotten. I see at as a similar viewpoint and a similar approach. Tsaritsa is approaching the ‘only result matters’ viewpoint at this time in the story, but it’s all a speculation, but it’d make sense with how she leads Fatui and how people are loyal to her (based only on Dain’s words, remember the bias exists and we don’t know how Snezhnaya actually is), Tsaritsa saw that the thing she wants as in the change of the world is more important than what she truly is, meaning that she is willing to destroy her core principle and her core itself to bring the new idea to life. And if it’s LOVE she sacrifices to make that happen? I find it tragic.

Let me just... Rant for a little bit. Because I'm so tired of seeing this on twitter or Reddit.
Listen, Tsaritsa is obviously not good in comparison to like idk Zhongli with how he's presented or Nahida with how pure she is, but I wish people would STOP making Scaramouche such a baby boy and saying how Tsaritsa uses everyone like him and Tartaglia for her goals like they're not adults there for their own reasons too. As if she's such a tyrant that all of them are repressed babies who cannot do not wrong. No.
Yes, Tsaritsa uses their skills and abilities for her own benefit, but they use her name and her 'gifts' to get what they want as well. They joined on their own. Tsaritsa didn't force them. She extended her hand and gave all Harbingers an exchange for joining her: power, fame, freedom. Dottore continues his experiments, Pierro continues his plans against Celestia, Signora was able to enact her small moment of vengeance against Venti, etc etc etc. All Harbingers are there for something and so is Tsaritsa, naturally.
Yes, she will not hesitate to kill any traitor because the plan against Celestia is that essential and yes she is willing to do many sacrifices. She's already sacrificed so much. She isn't going to back away, she's going to walk forward and die herself to bring Celestia down. She is a sovereign. She is a warrior. She is someone who - yes - allowed Dottore to do inhuman experiments, she isn't good. But the fact that she isn't good doesn't suddenly make her the bitch that ALL harbingers need to betray.
Me @ Gnshn community like 95% whenever Harbinger content and Tsaritsa content comes out: Stop making them into babygirls and babyboys who have never done anything wrong. They're all selfish, they're all there for their own reasons, they're all there because they have reasons to be there. AND MANY OF THEM ARE LOYAL TO TSARITSA!!!! THEY ARE LOYAL!!! TARTAGLIA AIN'T GONNA JUST BETRAY TSARITSA UNTIL HIS FAMILY IN DANGER WHAT ISN'T UNDERSTANDABLE FROM RUSSIAN CULTURE IN THAT.
Anyways, thank u for coming my rant. Thank you. I - as a Russian - am very fucking tired of this 'boohoo Tartaglia should just betray Tsaritsa and join Traveler uwu' you're erasing his important characteristics, you're diminishing his character by doing that. Like, ahhh, anyways. I'm just sitting back. That's why I AM NOT WRITING TSARITSA FORCING ANY HARBINGER INTO SERVING HER, they respect her and are loyal to her FOR A REASON that depends on each Harbinger. In case of Tartaglia, we already have his line. Yes, she uses others are chess pieces, but she is a chess piece as well. She is also a holder of Gnosis, DO NOT FORGET THAT.

"If I may be so bold to ask," The words hang there for a moment, as his gaze shifted from the sovereign to the mountains and peaks blanketed in white, in the distance. "will you promise not stop looking at me ifーwhenーmy end comes?"
It was an innocent question, as innocent as a person like him could make it. There was no lament or sadness in his features, instead adorned with a small, tender smile of his. As if the topic endeared him.
"I want you to see me in my final glorious moment, when I've finally made the last throne in Celestia crumble and the last celestial god kneel to my feet. And I want you to remember me not as a mortal, but as your greatest weapon and soldier, meeting its end in glory and victory. Will you promise me this, Your Majesty?"

"It is, indeed, a bold request."
Her voice comes out as much harsher than expected as she watches him without looking away. If eyes could deal striking damage and pierce anyone, Tsaritsa could've killed countless with one look alone. The Sovereign of Snezhnaya does not hesitate to give his words a minute to settle in. Her Polar Star, her Knight, her Sword, her Young Lord, her Tartaglia. He was the bright star shining on the night sky, never leaving her sight, and someone who would burn as brightly as will Snezhnaya's future. Her people, her beloved region, and her precious people, they will live long even if she is gone. Tartaglia was one of the people she wished to protect. Cryo Archon was a goddess of love before she would pretend as if she no longer were one, but love bleeds into her decisions and into her wish to do anything to secure a new world for those who will live ahead.
Miroslava doesn't give him an answer, only giving him a hard look that is impossible to read. Her heart was said to be frozen, but he would know that she does not like to think of them all passing away. Signora's death hurt her greatly, her grief and her love bled together through the tears that she shed when all Harbingers left. But she will not stop nor would Tartaglia stop at anything to secure the promise he made to her. His loyalty will never be forgotten, he will forever remain her Polar Star and a star she will never let to be extinguished without joining him on the battlefield.
Will be upset to learn of her true wishes? To place her life on the line before any of the Harbingers if some would still be alive in the battle against Heavens themselves. Celestia be damned, she will see her plan to completion even if her own lie must become the last torch her warriors will need to carry out their destined end. She closes her eyes for a moment, letting out a soft sight. Tartaglia is asking for something from her - the sovereign and the leader of Harbingers - and she does not have anything to say against it.
"I will," she nods as a way to give him acknowledgment and accept his request. "On my name as the Cryo Archon, the Tsaritsa," she brings her hand up to place atop of her heart, eyes gleaming with determination and strength. She cannot deny him this promise. "I swear to you, my Harbinger, that I will not avert my eyes when your end comes. Even if I lose my eyes, know that I will not remember as anything less than my knight, my sword, and my loyal soldier."
Miroslava's voice doesn't tremble.
"Thus, you must promise me back that you will do everything in your power to reach the last seat of Celestia by my side. Become the very sword that lands the last hit on our enemy," she was no Morax to establish contracts, but this could very well be one. "Do you accept my condition, Tartaglia?"

In this place where the Northern Lights shine brightly in the deepest moment of night, the Tsaritsa would find herself standing near the window, looking outside to witness the gentle lights of the people she governed over. From where they were, her gaze of silver would never leave those for whom she hoped to create a new world. Once a goddess of love (and always one), Miroslava had to appreciate each little light that signified a family. All of these lights akin to stars amid this polar night were essential to her and the future of Snezhnaya. The land of Snezhnaya could live on without its Tsaritsa; they will be strong enough even if she is gone. The land of Snezhnaya is not its Archon, but the strength behind each person who called this land of winter and snow their home.
The familiar sound of footsteps brings her out of her melancholic stare outside. She requested only one of the Harbingers to approach her today, the ever-wise businessman and the ever-clever Pantalone. She did not even need to turn around to know it was him. But she did not find it joyful or polite to speak to her subordinate and her precious Harbinger with her back turned towards him. Thus, the sovereign turns to face the man without a change in her expression. Calm, collected, cold. Though, it was natural. There is a softer recognition in her gaze as it settles on the 9th Harbinger.
Tsaritsa - as per tradition - extends her hand to the other. A sign to greet her as it was accepted, a kiss to the back of her hand. Each and everyone had to do it. They were ruled by her; she was their leader and their sovereign. A needed reminder of where each one stood, even if it was evident by her grief over Signora's death that she treasured them quite a lot.
"You have arrived earlier than expected, Pantalone," She speaks, and the world will always listen. Clear as the morning dew yet sharp as the icicle falling from atop the roof, sharp enough to end lives of many. "As my ears and eyes across Teyvat, tell me, has Dottore arrived at Sumeru?"

but also this design is so gorgeous because it fits the melancholic, pained and loving side of tsaritsa that is being shattered with her plans but she will always move in.

When Tsaritsa travels outside of Snezhnaya and acts as a “mortal,” she dons on the name of MIROSLAVA (peaceful glory). It is the name that the previous Cryo Archon has granted her all those years ago before she has become the current leader of Snezhnaya. She no longer remember her birth name, but she doesn’t need it. The only name she wishes to carry is the name of the one whom she loved as her own mother and her own creator, previous Tsaritsa’s given to her name is the only name that matters. However, this name has been deeply buried beneath the ice and frost. If Tsaritsa allows you to call her Miroslava, it’s a very good sign. She would usually only allow other Archons to call her by that name as they are those who have known her for centuries. 
Even Harbingers are not allowed to call her that until they have proven themselves before her and she knows they are only using it to bring her attention to something very important. As an example, the only four Harbingers that are allowed to call her Miroslava when they need desperately need her to pay attention to something are: Pierro, Pulcinella, Tartaglia, Signora. She will NOT allow Harbingers like Scaramouche and Il Dottore call her “Miroslava” because they do not show her the loyalty she deems worthy of calling her by that name, not until they prove to her that they are loyal to her and to her plan/ideal.

tsaritsa allows harbingers to do what they wish. she lets dottore do what he wishes, she lets pierro do what he wishes. she is letting all of these sacrifices happen for a greater cause because ... she knows celestia, she knows it's power. all of the sacrifices will be worth it at the end and she, too, puts her life on the chessboard against celestia. if she falls, it's not the end. as long as king (=people) live, her death as the queen (=strongest piece yet not final) won't be an immediate checkmate.

My Tsaritsa has NEVER FORCED any of the Harbingers into serving her as Harbingers. Forcing doesn’t bring out the loyalty that many Harbingers show in the group. They chose to become a Harbinger, they proved themselves, and she accepted them. They could’ve been isolated, tossed away, ostracized, etc. She did not care. Their skills and their loyalty was all that mattered. If they all wished to achieve the same goal as she wishes for and they were loyal to her, they would become her Harbingers, her generals.
I believe that Scaramouche was an exception in terms of proving loyalty only because he was a prototype created by Ei to remain living eternally. Miroslava saw his suffering an dhis pain, extending her hand to him to let him “exist” and “live” under a new name and a new title to distance himself from Raiden Shogun. 
I WILL NOT be accepting any interactions where Harbingers are like ‘you made us work for you and you threaten us to work for you’. Tsaritsa needs all of the pieces to achieve her goals, but she lets them do what they want and they are free to act as they wish as long as it does not ruin the end result and does not betray her (Il Dottore with his experiments, Tartaglia with traveling and fighting, etc.). Tsaritsa accepts them wholly, flaws and skills. There could be discussions regarding how the process of acceptance went, but it’s only muse to muse. 
She is still a sovereign, she is still Her Imperial Majesty. If they betray her, she will not hesitate to eradicate them even if her heart will cry for them internally. But this is to be expected when the goal is so high and they are so close to the Cryo Archon.
