The thing is, whether we see it through the shipping lense or not, Annie would be extremely well equipped to understand Homelander as a concept and as a person — and vice versa.
They all struggle with their powers, but the two are similar in the regard that they have to cope with the fact that the very thing that forced them into playing a role their whole lives is, in the end, someone else’s financial endeavour.
She has to learn that her powers aren’t “god given”, but that her mother practically sold her life and made her something alien for her own personal gain. She struggles with the fact that Starlight isn’t actually a Hero, just a brand. Homelander has a vaguely similar struggle, although he always knew that he’s nothing but a brand.
They are both very aware of the fact that they are playing roles and Annie comes to a point where she fights to be the person beyond Starlight — someone with their own name and their own agenda. Homelander doesn’t do that, he doesn’t have the means to make that a possibility because he was never allowed to have a personality beyond the persona of Homelander.
They even talk about that in one of their first scenes, with him taking Annie’s real self as her alter ego and going “I gave up on that long ago”. That misconception — taking her real self for a fake self — says a lot about him, but it also summarises how they mirror each other.
In short — they have a very similar struggle. They’re on opposite sides of a mirror but the glass between them separates them, etc.

Starlight's hands finally find their place, gently carding through his hair. Sometimes the pretending is easy. Sometimes, though she will never admit it, she doesn't have to force it.
