I can't draw comics or write for my life so here's context behind this drawing;

Basically Dabi was about to recruit (or burn like others) a new member. Todoroki doing patrol around the part, walks by the alley and sees the villains talking. The person talking to Dabi basically freaks out as they where about to be burned by Dabi and uses their quirk hitting Dabi. Then running past him hitting Todoroki on his way out of the alley way.

The villains quirk is called School-time. It ables the user to touch someone and turn them back into the last time they wore there school outfit (user chooses what time of school year they go back to).
