At the end of the most recent episode Three Buckets, we see this mysterious figure gathering the remains of Fern, and asking if he was “looking for an uncle”.

This man was first seen (very briefly) in the episode “The Thin Yellow Line”, and his story is described by the rebellious Banana Guard as “When the first candy people rose up against her, she transformed them into to hideous monsters”:

Based on his supposed history with PB, his line, and the detail of the G on his cloak, however, I believe we may finally be seeing PB’s often-mentioned Great-Uncle Gumbald. 

As for his past, we know that the Banana Guards are partially correct in their conspiracies (when it comes to Rattleballs) and partially incorrect (when it comes to Neddy), so it may or may not be true that he rebelled against PB and was subsequently transformed into the current humanoid state (monstrous, by candy standards) and imprisoned.

Personally, I don’t think the transformation was a punishment, but instead some sort of effort to resurrect humanity from the genetic code of her gum-based family. Whether he really is with or against PB still remains to be seen.
