It's insane to me how Deadman wanted to touch Sam from the very beginning, from the moment they've met, but he always restrains himself because he knows that Sam wouldn't appreciate it...

Like from the start, the second he reaches out to Sam and he sees him jump back, startled, all he can do is to say with clear sadness in his voice that it's no wonder that Sam has been living in the wilderness, where nobody could touch him. He sounds so sorry for Sam, like he's trying to calm him down and show him a kind of gentleness and understanding that would convince Sam that Deadman understands his condition and that his dislike of physical contact will be respected.

And it is; In the next scene, Deadman extends his hand to Sam to greet him properly, but he instantly apologizes and takes his hand away. Other than that, he never attempts to touch him ever again untill the very last set of cutscenes; Some might bring up the shower scene, but it was still done in order to share secret informations, and while they are very close to eachother, Deadman doesn't try to touch Sam in any way.

Only in the ending, where Deadman grabs Sam's arm to stop him from leaving, he asks "This doesn't bother you anymore?", like he almost can't believe it himself; He even pats Sam's shoulder just to make sure this is real. In the end, he can't stay away any longer and pulls Sam into a tight squeeze, even telling him that he has "No idea how long he wanted to give him a hug". And, of course, Sam initiates a hug before they part for good.

What's interesting to me is that there's a clear desire on Deadman's side to break that physical barrier between them from the start- he wants to shake Sam's hand, hug him, touch him, feel his body against his own, but once he learns that this is distressing to Sam, he accepts it. It's notable because Sam's personhood isn't really respected, and his privacy is constantly invaded by others- be it by spying on him, collecting samples from him, or in general treating him like an asset that's meant to fulfill a mission, and not a human being.

Deadman respecting Sam's autonomy by not touching him despite his own desire shows that he values Sam's comfort and well-being over what he wants from him. And we can see that this isn't just a whim, it's not something that appears in his head and leaves, never to return; It's something that's deeply rooted in Deadman's mind, something he carries in him from the very first scene to the last one.

He wants to initiate closeness with Sam, he wants to be someone closer to him than just a work colleague, but he won't force Sam into a relationship before (if ever) he feels comfortable to let him in himself. We know that Deadman feels very alienated from the rest of humanity, and Sam was not only someone he saw as a kindred spirit due to both of them being "outcasts" due to the states of their souls, but literally the first person he truly felt connected to. And yet, despite how clearly important Sam is to Deadman, he doesn't want to forcefully bind Sam to himself for his own gratification- he gives Sam the space that he needs, and follows him when it comes to the development of their relationship instead of forcing anything on him.

And like I said, in a story where nobody really respects Sam's wishes and doesn't try to acomodate him in any way, I think that it says a lot. Deadman is showing a ton of respect for Sam as a person and his boundaries. He's able to put Sam's well-being and comfort over his own clawing desire to connect with the only person he ever felt a kinship with in his whole life, despite knowing that in the world they live in death is behind every corner, and they might never see eachother ever again.

And when you think about it, putting someone else's needs before your own desires is a sign of love, isn't it?
