Oh gosh, your Katsuki Shimura AU is absolute gold, what an amazing concept. How would Hawks fit in as a double agent? Would Katsuki believe Hawks is a villian? Would he go along with Hawks being a double agent working against his sort-of-family of villians? Would he and Katsuki travel together from Hawks's agency to the LOV bar together after an internship?

I’m honestly not sure if Hawks would even be sent in as a double agent in this au.

Like, the hero commission has a really hard time justifying the risk when the LOV hasn’t even been that big of a threat lately & also literally has legal custody of a child in the heroics program who will happily give up any information of them he can get.

Instead, I feel like Hawks meets Dabi through Katsuki, when Hawks was sent by the Commission to find Katsuki while he was ‘visiting his family’, but he completely misunderstood the mission. At first he thought it was a protective mission, the kid has family problems? Maybe? But then he shows up and the kid is surprised to see him, but is totally fine. The kid assures Hawks he’s not in any danger, and before he can expand on that, the kid’s... older brother? (apparently not as Hawks finds out a little later, only to then find out even later than that that he was basically right). A kinda weird but hot guy with some badass scars comes in and is exactly Hawks’ type, so needless to say Hawks is Distracted.

Then like 5 minutes later, Katsuki’s cousin slash guardian shows up and fuck he’s hot too, and long story short Hawks 100% forgets his mission in favor of being a gay mess. Katsuki figures out about 2 minutes in that Hawks doesn’t realize either of them are villains and adds fuel to the fire by not telling him.

What? If his life has to be a chaotic clusterfuck, he’s dragging as many people down with him as possible.
