The C representing Phoebe's true love is not for Coop, but for Cole.
Firstly, because this information literally arises in the arc dedicated to setting up the love story between Cole & Phoebe. Especially since these two ended badly only because actor Julian McMahon wanted to leave the series.
Coop was therefore never planned in advance as our Phoebe's future great love. The fact that he arrives in the very last season, a few episodes before the end, is a strong indicator of this.
Moreover, Phoebe does not describe Coop as being her true love, she just states that even if, yes, she has already loved (romantically) before, she has never known Love like with Coop / before having met him (with whom she also specifies having had the little girl of her vision, surely making the guy even more special in Phoebe's eyes). A logical statement, since Coop is none other than the ultimate incarnation of Love with a capital L, literally being a Cupid. (It’s also a nice nod to another Cupid that Phoebe met in season 2)
But that doesn't mean Coop is Phoebe's (specifically for her) true love. Simply that she has finally found the quintessence of healthy love with him, and which is rightly considered to be the ultimate type of love to achieve in order to be fully happy in the long term in real life and that Phoebe has ultimately always wanted : Find love, keep it and be happy for the rest of his life.
The actress Alyssa Milano AKA Phoebe, herself declared that Cole was her character's true love.
So sorry, but it was always clear to me that Cole was Phoebe's true love.
Conversely, Coop may not be her true love, but he is the one who allowed Phoebe to experience the healthy Love that will finally allow her to obtain the happy life she was looking for.
True love and Love with a capital L are not necessarily the same thing. They also have different definitions.
True love : a real freedom to trust, to truly be who you are and to accept others with their qualities and faults. (Like Cole & Phoebe AKA Phole)
Love with a capital L : It is loving without expectations, demands or obligations because love with a capital L is reciprocal and balanced, ensuring that the other offers us the same thing on their side. (Like Coop & Phoebe)
