So why are those changes made? The regulation was always going to change, but thanks to the COVID, it got delayed, and then aero started (with all their issues) and then the regulations where scrapped and made new ones according to what was going on track. The core of these regularization, that we only got the summary and not all the small details, is the rider's safety and sustainability.
Since 2020/2021 aero has become the main point of innovation and concern on the paddock due to the lack of real regulations surrounding them. Aero is making the racing and overtaking difficult and at the same time it's making the top speed reaching new levels and breaking records every weekend, but also makes crashes worse (way worse as riders carry more speed and gravel can't absorbe it making them reach barriers). Aero prevents the overtaking because it allows bikes to be bigger but also with all the forces that surrounds the ground effect more difficult to maneuver (this is also why riders have more hands/arm injuries and arm pump issues, as well as new type of arm punt issues (Raúl was affected in 9 muscles for example)). Plus the bike is not 600mm wide with all the forces it migh be like 700 or 800 making the tracks single line, so no overtaking or dangerous/aggressive maneuvers needed for the overtake to stick.
The initial plan was to ban (completely or partially) or limit the aerodynamics to the minimum to avoid all of this, however certain teams (ejem Ducati) where highly against it and instead suggested a limit on the engine capacity. As I said a compromise was made, and this is personal opinion, but I think Ducati used the new concession system to avoid the banning of aero and push for the engine capacity to be lowered to reduce speed. We all know that the new concession system (as this regs too probably) needed all manufacturers agree with them and to be honest Ducati not being able to do wildcards is bad, so I guess they accepted it to keep aero. Also as I said, we don't know the full extension of the regs, so maybe there are some little details on how this aero can be and where can be placed too. Or maybe not
The hole shot/read height device is banned again for safety reason and I'm so glad that this one is out. So many times it got struck and made riders retire or being unable to ride a bike (someone said it was wrestling an alligator but I can't remember if it was Redding with only one of the front wings, Brad in the same situation or Brad with the high device stuck, or all of them). I also remember that Ducati said they could use as some kind of DRS and I thought they where delusional, so I'm glad is out. Just as more info on this, Honda used to have such an reliable rear height device that Álex Márquez had to learn a manual way to realize it, which pretty informative on how many times it happened. And then, some times even that manual realize didn't work.
The other changes are mostly related to the new engine capacity that will reduce consumption and also allow more mileage. I'm a bit iffy with the fuel, not that it's a bad idea, which I do love, it's just that we are currently at minimum of 40%, and we know teams won't put more than the necessary, to 100% in only 3-ish years. So I just hope that it doesn't cause a lot of issues in general as in F1 lead to engines losing power horse and it'll be difficult to handle. Actually that wouldn't be so bad from a safety point of view as it will decrece the velocity too.
About the GPS thing, what I understood is that teams will be able to obtain the data after the sessions, and I think the idea will be for teams to see where they are strong and where their rivals are weak to kind of make potential overtaking, and help with the racing aspect. But in my opinion will cause chaos and havoc. Like just imagine Marc letting his rival know where does he break and what is his line. He will definitely do something different in the race.
To sump up, those new regs are DORNA's intervention and how to make the racing safer with a bit of aero banning and lowering the top speeds. I think more could have been done, but again, I think Ducati had the upper hand in the negotiations by trading the concessions and keeping the aero.
I also think that MotoGP is trying to remember that even if they are prototype racing, the idea is that some day what they do is going to end on the streets and that top speed is not the main point in here but rather sustainability and safety.

Super Formula, Japan’s top-line single-seater series, has completed development of its innovative new spec chassis and confirmed it will be introduced in 2023. Announced in October 2021, the joint development project between the series and its two engine suppliers Honda and Toyota has utilised several technologies that are new to top-level motorsport with the aim of having cars that are more sustainably manufactured and operated. Dubbed the ‘SF23’, the updated Dallara chassis will use new bodywork supplied by Swiss firm Bcomp that is made of a bio-composite material that maintains “the same rigidity and weight as the conventional carbon materials but focused completely on the application of natural substances such as hemp-derived materials,” according to the series. By switching from carbon fibre to bio-composite, the reduction in CO2 emissions from manufacturing alone is said to be 75%. Following crashes when parts have to be replaced, this will also be a more sustainable method of providing spare components. The bodywork is also being revised for 2023 to change the aerodynamic profile of the cars. This is being done with the goal of having close racing, and includes a radical reshaping of the front and rear wings and additional aerodynamic appendages on the sidepods. Tyre supplier Yokohama has also worked on creating a more sustainable product. Its single-specification slick compounds will be made from “approximately 33% recycled and renewable raw materials” in 2023, it says. Yokohama claims it is its first “carbon neutral racing tyre”, which follows Super Formula’s ambition to become a carbon neutral series, a target shared by F1. Over 10,000km of testing has been completed at multiple circuits in Japan with the new bodywork and tyres. The technical overhaul for the series is accompanied by a revamped digital media approach that includes introducing an F1 TV-style live streaming and archive video service with features such as being able to listen to team radio and viewing live telemetry. The full grid for Super Formula’s 2023 season has already been announced, with three rookies arriving in the series. Here, at least, is the standard story: The past decade has been abysmal for climate-change policy in the United States. In 2009, a handsome new president took office pledging to pass a comprehensive climate bill in Congress. He did not. The Environmental Protection Agency sought to meaningfully reduce carbon pollution from power plants. It did not. The United States joined the Paris Agreement. Then we elected President Donald Trump, and we left.
Yes—and here, the narrator always inserts a gale-force sigh—America knows what it needs to do: Pass a carbon fee or tax, some kind of policy that nudges people to reduce their use of fossil fuels. Yet America refuses. And so the 2010s, once greeted as a “new era” for climate action, now seem unexceptional, the third decade in a row that the United States understood the dangers of climate change but failed to act. Meanwhile the seas rose, wildfires raged, and the Earth saw its hottest 10 years on record.
You have probably heard this tale before; it is a popular and undeniably accurate read of recent history. It has just one flaw: America is decarbonizing anyway.
That 2009 climate bill, the one that President Barack Obama couldn’t pass? It required the U.S. to cut greenhouse-gas emissions 17 percent by 2020 as compared with their all-time high. Yet last year, our emissions were down 21 percent. The same bill said that the U.S. had to generate 20 percent of its electricity from renewables by 2020. Last year, we met that target. We will surpass it in 2021.
These numbers are not a mere fluke. Last year was a singular, awful moment in economic history, but even accounting for the effects of the COVID-19 recession, America’s real-world emissions last decade outperformed the Obama bill’s targets. From 2012 to 2020, real-world U.S. emissions were more than 1 billion tons below what the bill would have required, according to my analysis of data from Rhodium Group, an energy-research firm. (Of course, had the bill passed, the U.S. might have done even better.) Meanwhile, across the economy, companies are learning how to decarbonize. Ford is already producing more electric Mustang Mach-Es than gas-powered Mustangs; General Motors, Honda, Volvo, and Jaguar have promised to stop selling gas cars altogether by 2040. Royal Dutch Shell was court-ordered last month to cut its emissions, and shareholders just forced Exxon to replace a quarter of its board with climate-concerned activist investors. Most important of all, the costs of solar and batteries have declined in the United States by a factor of 10 over the past decade, and the cost of wind has fallen 70 percent. Ten years ago, virtually no analyst thought they would fall so low. The International Energy Agency made headlines this year when it called solar “the cheapest electricity in history,” but the entire apparatus of renewable energy has seen cost declines.
What gives? America is supposed to be doing nothing right. Yet we’re making progress anyway. How? Why?
A group of scholars, engineers, and economists may have an answer. Over the past few years, this group has puzzled together a powerful thesis that explains why America and the world are decarbonizing—and how they can get better at it. Decarbonization isn’t best accomplished by fiat, they argue, but by feedback loop; it proceeds by a self-accelerating process that I have called “the green vortex.” The green vortex describes how policy, technology, business, and politics can all work together, lowering the cost of zero-carbon energy, building pro-climate coalitions, and speeding up humanity’s ability to decarbonize. It has also already gotten results. The green vortex is what drove down the cost of wind and solar, what overturned Exxon’s board, and what the Biden administration is banking on in its infrastructure plan.

HONDA LEAVES F1: FIVE BOLD PREDICTIONS
Honda are taking another hiatus from F1, opting to have a break from the sport at the end of it’s current deal with Red Bull and Alpha Tauri, but what’s next for them, their drivers and the teams they supply?

Tsunoda will be left in No Man’s Land
The big winners from this announcement are current Alpha Tauri driver Daniil Kvyat and reserve driver Sergio Sette Camara, who may now face less competition for a seat in the junior team as the main backing behind F2 racer Yuki Tsunoda getting a seat was Honda wanting a Japanese driver in the sport.
Without Honda’s influence Red Bull will once again have full control over the four race seats they possess on the grid and can put whichever drivers they like in there.
Tsunoda has had a decent season in F2 but far from the standout campaigns of Ilott, Schumacher and Shwartzman (even though he’s fallen away of late) having lost a win in the Styrian Feature Race thanks to a faulty radio, picking up a lucky win at Silverstone after the leaders collided and then dominating at Spa, his fortune at Silverstone being the main reason he’s still in the hunt for the title.
His title race may still be on but, he will surely have to win it now to make an impression on Dr. Marko, and with a current 44-point deficit to overturn with just two rounds remaining its looking like a tough ask. In addition to the big black marks against his name for failing to score in either race in Austria, Hungary and Mugello, he may outrank Kvyat who’s days seem numbered, but won’t do the same to Sette Camara so it’ll be a case of close, but just not enough seats available.

Next Stop: Formula E
Honda mentions specifically about developing Carbon Neutral and Battery EV technology in this morning’s press release.
These are two things heavily linked and related to Formula E, with its battery-powered electric racing, and its vow to become the first carbon neutral sport, which is now a reality.
The series became the first sport to achieve a certified net zero carbon footprint in its efforts to combat climate change last month, and it shows how serious the championship takes this and how much of an attractive prospect it’s becoming having already captured: Audi, Porsche, BMW, Nissan, Jaguar, DS and Mercedes – with the Silver Arrows the only team on that list that currently competes in F1.
Honda will want to develop this new technology and go and race its direct competitors in Formula E, rather than hanging around in F1, failing to dislodge the monopoly Mercedes has on the sport.

Red Bull & Alpha Tauri will go back to Renault
Mercedes and Ferrari certainly aren’t going to want to start providing a title rival with an engine deal that could see them beaten using their own power.
That leaves both teams with only one option, heading back to Renault with their tail between their legs to heal the wounds created by their previous split, in the hope of striking up a new deal.

That is unless someone new comes in at very late notice, Porsche have been sniffing around for a while, and it was revealed that they did have a test engine built for a 2021 entry – however they were unable to strike a deal with all the other suppliers about abandoning the MGU-H component.
With only potentially 18 months until the start of the 2022 season that doesn’t leave long for the development of the abandoned engine plans, and they already have a works in Formula E to concentrate on…
They’ll be gone for a while
Honda plans, according to their press release, seem set until achieving Carbon Neutrality in 2050, and F1 doesn’t seem part of those plans in any form. This hints that they could be gone for a while, having been absent from the sport between 2009-2014, 1993-1999 (even though Mugen remained) and 1969-1982.
You can expect this break to be as long as the latter as the company looks ahead to developing battery and carbon neutral technologies, which are involved in F1, but to a lesser extent than somewhere such as Formula E.
This difference in priorities could lead to a lengthy split, until F1 can agree a new set of principles which fall more in-line with the ones the Honda board has already agreed on.

Opportunities for Japanese drivers will become limited again
Nobuharu Matsushita, Nirei Fukuzumi and Tadasuke Makino have all made it to F2 in recent years but have been unable to any further with their single seater careers, in fact the latter two have had to scamper back to the Super Formula to continue their racing journeys.
Whilst it’s unknown what will currently happen to Tsunoda and countryman Marino Sato (who isn’t backed) the support of a Japanese company such as Honda to help their careers progress is pivotal if they want to make the step up to Formula 1, but without them involved in the top level of motorsport, any form of backing is incredibly unlikely, especially without Toyota involved either.

In fact, Tora Tokagi is the last Japanese driver to make it through to F1 without the backing of either manufacturer (although he was hugely backed by Satoru Nakajima, who was Honda-affiliated before retirement) and he left the grid after just two hopeless seasons in 1998-99.
Every single Japanese driver to have raced in F1 this century has had significant backing behind them before entering the sport, and without either company competing in the sport, it’s unlikely we’ll see another for a while, especially with the limited seats on the grid…
