Politics: NATO is boosting its armor in Europe — and US tanks just marched on German roads for the first time in 15 years

The US and its NATO partners have been increasing their operations in Europe, looking to build readiness amid tensions with Russia.

US Army armored units in Europe carried out the first brigade-level tactical march on public roads in 15 years.

The moves have been prompted by increased tensions with Russia in the wake of its annexation of Crimea.

The US military and its NATO partners have been looking to reassert their presence in Europe in the wake of Russian action in Crimea.

NATO has deployed multinational units to Eastern Europe, and the US Army has been looking to boost its armor for more rotational deployments. Armored units on the continent are also expanding their training repertoire.

Soldiers from the 2nd Armored Brigade Combat Team, from the 1st Infantry Division, arrived in Europe in September 2017, with roughly 3,300 personnel, 87 tanks, 125 Bradley fighting vehicles, and 18 Paladin self-propelled howitzers for a nine-month rotation at locations in Poland, Germany, Romania, Hungary, and Bulgaria.

When they disembarked in Gdansk, Poland, it would be "the first time two armored brigades transition within the European theater sending a full complement of soldiers and equipment into Germany and Poland in support of Operation Atlantic Resolve," Eastern Europe operations command spokesman US Army Master Sgt. Brent Williams said at the time.

The unit's rotation is also concluding with something of a first. Between April 22 and April 25, the 2nd ABCT carried out a tactical road march with over 700 vehicles on public roads between the Grafenwoehr and Hohenfels training areas in southeast Germany — the first time the exercise has been done at the brigade level in 15 years, according to the Army.

"The 7th Army Training Command, who conducts the exercise, decided to leverage the two training areas in Bavaria to connect multiple locations and units to create a more realistic training environment in Europe," said Capt. Orlandon Howard, 2nd ABCT public-affairs officer.

The exercise was part of the Combined Resolve multinational exercise, which is taking place between April 9 and May 12 and includes personnel from 13 countries. The exercise is designed to give rotational brigades a graded culminating event in realistic and complex training environment before they return to the US.

After a maneuver live-fire drill, the brigade was ordered to conduct the march to Hohenfels, where it would start preparing for the 10-day, force-on-force portion of the exercise.

The road march required only limited recovery operations and avoided major damage to roads and towns along the route, which the release noted was a significant accomplishment in light of the size of some of the vehicles involved.

Soldiers from the 2nd ABCT were joined by the Polish army's 12th Mechanized Division, and a number of local residents stopped to watch the procession.

A German family waved at the soldiers while a German man held a US flag across his body. Others wore shirts or hats with US Army printed on them or with unit patches. One local man, Ralf Rosenecker, and several of his friends set up a display of three remote-controlled tanks with US flags, according to an Army release.

"Rosenecker said he was excited to see so many tanks because it had been over 15 years since such a large tactical road march was conducted on German roads," the Army release said.

The US deployed hundreds of tanks, trucks, and other military equipment, accompanied by about 4,000 troops, to Europe at the beginning of 2017. The deployment, part of Operation Atlantic Resolve, was meant to reassure US allies in the face of what many of them perceived as Russian aggression.

At the time, NATO said the planned deployments — which included US troops to Poland and Germany, Canada, and the UK sending 1,000 troops each to Estonia, Latvia, and Lithuania — were strictly defensive, through Russia rebuked what it saw as a armed buildup by Western countries in Eastern Europe.

Rotational forces have continued to cycle through Europe, carrying out training exercises with partner forces there.

NATO itself is also looking at ways to increase its readiness and streamline its operations in Europe. NATO movements on the continent have been hindered by differing conflicting regulations and customs rules, differing road standards, and outdated infrastructure across member states.

"At any given time there are approximately 3,500 rotational ABCT forces deployed for Operation Atlantic Resolve," the Pentagon spokesman said, adding the incoming unit "replaces that of the departing unit not in addition to."

Poland's Defense Minister on Thursday denied that a US Army division had been newly deployed in his country, saying NATO battalions are regularly stationed there.

The U.S. Army announced that the “Dagger” Brigade received and fielded the new night vision equipment.

The 2nd Armored Brigade Combat Team, 1st Infantry Division, is the first unit to receive the Enhanced Night Vision Goggle – Binocular (ENVG-B) and the Family of Weapon Sights – Individual, according to a recent service news release.

The ENVG-B and FWS-I allow Soldiers to see through fog, dust, and smoke, in both day and night environments. The devices increase the warfighters lethality, mobility, and situational awareness through innovative and state of the art capabilities.

“The ENVG-B will truly be the greatest goggle that we’ve ever fielded,” said Brig. Gen Anthony W. Potts, PEO Soldier. “The thermal channel has a day-night capability and we’ve added in things like augmented reality.”

2nd ABCT Soldiers spent two-days in a classroom learning the basics of the equipment, followed by hands-on training at firing ranges. “Dagger” brigade will train on the new equipment over the next several months.

“Dagger” Brigade Soldiers are the first to benefit from the collaborative efforts of AFC, PEO Soldier, SL-CFT, and Soldier Touchpoints. Soldiers noticed the improvements from previous generations of night vision devices.

The ENVG-B and FWS-I were designed for Soldiers by Soldiers. PEO-Soldier and SL-CFT used Soldier feedback early on in the development at events called Soldier Touchpoints. Overall, there were 11 Soldier and Marine Touchpoints. The user level input ensured the current needs of the warfighter made it to the final product.

“The last one I used is a PVS-14 [Portable Visual Search] and it’s a massive improvement over that one,” said Pfc. Dustin Roy, Infantryman, 1st Battalion, 63rd Armor Regiment, 2ABCT, “I can’t even express how much better it is.”

“Soldier Touchpoints along the way during a design, build, and test phase give that quick feedback to the Program Executive Officer,” said Command Sgt. Maj. Michael A. Crosby, Army Futures Command. “What you are witnessing here today is a demonstration of rapid prototyping to meet the Army’s organizational priorities.”

Greywolf Brigade increases readiness during its Korea rotation

Soldiers of the Greywolf Brigade, are reaching its 90-day mark of a nine-month rotation to the Republic of Korea and although Brigade brought most of its combat platforms with it, a large number of wheeled and tracked vehicles, communication and life support equipment come from the Korean Enduring Equipment Set(KEES), according to a recent 1st Cavalry Division news release.

“There was a great deal of equipment and much of it has been passed from rotational brigade to rotational brigade every nine months,” said Chief Warrant Officer 4 Adelaide Borders, brigade maintenance technician. “That means we were inheriting equipment that had been ridden hard by previous units.”

It also meant the operational readiness rate, or the percent of vehicles that can conduct sustained operations, was lower than normal.

“When we first arrived, the equipment we brought with us and downloaded off the boat, our tanks and Bradley [Fighting Vehicles], were at 99% operational readiness,” said Chief Warrant Officer 2 Cerpico Arizala, maintenance technician, 2nd Battalion, 7th Cavalry Regiment. “Because of that we were able to focus more of our efforts on maintaining and fixing the vehicles already here.

“Priority is almost always going to combat platforms, so having ours at nearly 100% made all the difference in getting our KEES fleet from 60% to almost 90% in less than 3 months,” he said.

Many of the maintenance technicians across the brigade faced similar issues, but also experienced unique problems. Challenges ranged from going directly into training early on, to a limited number of mechanics for the number of vehicles, to funding requirements.

“First thing we did was run everything through a 100% technical inspection,” said Chief Warrant Officer 2 David Kremer, maintenance technician, 3rd Battalion, 8th Cavalry Regt. “Everything we could drive, we ran through the bays and everything we couldn’t, we did a full TI (technical inspection) where it sat.”

Getting the parts necessary to fix and maintain the equipment is a foundational role in the maintenance program. The Supply Support Activity (SSA) is like a supply warehouse that processes orders and distributes parts and equipment.

“We made sure we had on hand the parts we were authorized, and as soon as we hit ground we focused on getting the shop up and running so we could service the customer and get them what they needed,” said Warrant Officer Megan Brailey, Greywolf’s SSA accountable officer. “When we hit ground we had over 1,000 picks (orders) waiting for us.”

In the past 90 days, the SSA has processed over 22,000 documents and managed a rigid throughput, or time from order to pick up, for parts. The SSA stocks nearly 4,400 line item numbers. If they don’t have a part on hand, the system processes the order and it’s shipped.

“Greywolf is like no other,” Brailey said. “ABCTs already have a high throughput, but Greywolf doesn’t play any games. So, it’s just making sure we keep up with the requisitions.”

The brigade still has challenges to keep this fleet operational, especially as it faces year end fiscal constraints and a high training tempo that affects the brigade’s organic equipment. However, the maintenance chiefs are confident that they will continue to be successful maintaining the high standard set by the brigade.

“Whenever you take over a fleet there’s always going to be issues. You will most likely never get it to 100%, but I’m not concerned,” Arizala said. “Overall, we were able to make our mission happen by conducting minor repairs on our equipment and by using what we brought with us. Now we have to maintain that. My goal is to hand it over to the next unit in the best condition possible.”

It also meant the operational readiness rate, or the percent of vehicles that can conduct sustained operations, was lower than normal.

“Priority is almost always going to combat platforms, so having ours at nearly 100% made all the difference in getting our KEES fleet from 60% to almost 90% in less than 3 months,” he said.
