South China Sea Dispute: U.S.-Philippines Commitment

In a resolute show of support, the United States government reaffirmed its unwavering commitment to the Mutual Defense Treaty on Monday. As tensions escalated in the South China Sea following China's recent maritime confrontations near Ayungin Shoal, this aggressive posturing resulted in a collision between a Chinese Coast Guard vessel and a Philippine resupply boat. As a consequence, it prompted a stern response from Washington.   A Promise of Protection The U.S. government declared its solidarity with the Philippines, condemning what it described as "dangerous maneuvers" by the People's Republic of China (PRC) Coast Guard and maritime militia in the South China Sea. The State Department released a statement underscoring that Article IV of the 1951 US-Philippines Mutual Defense Treaty extends to "armed attacks on Philippine armed forces, public vessels, and aircraft," including Coast Guard vessels, anywhere in the South China Sea.  

Collision at Ayungin Shoal

The incident in question occurred on October 22 when a Chinese Coast Guard vessel collided with a Philippine supply boat. The Philippine vessel was engaged in a routine resupply mission to the detachment stationed on the BRP Sierra Madre at Ayungin Shoal.   A Violation of International Law The U.S. government delivered a stern warning to Beijing, emphasizing that any interference with the Philippines' maritime activities in its sovereign waters is unlawful and undermines regional stability. The collision, which experts labeled a breach of international law, resulted from "dangerous maneuvers" intentionally disrupting the high seas freedom of navigation that Philippine vessels were exercising. This action obstructed supply lines to a long-standing outpost, further destabilizing the region.  

China Responds to the Accusations

In response to these accusations, Beijing released its version of events, asserting that it had acted "professionally and with restraint." The Chinese Foreign Ministry explained that the Chinese Coast Guard vessels had been involved in law enforcement activities at the scene. They also acknowledged the presence of Chinese fishing vessels, which were purportedly conducting normal fishing operations.  

Ayungin Shoal - A Disputed Territory

The Ayungin Shoal, also known as Second Thomas Shoal, is a geographic feature located well within the Philippines' 200 nautical mile exclusive economic zone and continental shelf. This has been a hotly contested region in the ongoing dispute over territorial claims in the South China Sea.  

Philippines Vows to Protect Its Interests

Despite these provocations, National Security Adviser Secretary Eduardo Año confirmed the Philippines' unwavering commitment to safeguarding its interests in the West Philippine Sea. Año declared, "We will not be deterred and we will continue to resupply our troops in BRP Sierra Madre despite provocations."   A Legacy of Resilience Additionally, Vice Admiral Alberto Carlos, the commander of the Armed Forces of the Philippines (AFP) Western Command (WESCOM), noted that the resupply missions have always been routine. Philippine sailors have consistently responded with patience and professionalism during these resupply missions. AFP steps up ops vs. terror groups as elections approach

MANILA – The military will further intensify its operations against communists and local terrorist groups to ensure orderly and peaceful polls on May 9.

Armed Forces of the Philippines chief-of-staff Gen. Andres Centino said troops deployed nationwide remain vigilant against groups that might threaten the public from casting their votes.

“With the campaign period for both national and local posts in full swing, now more than ever, we in the AFP implore troops deployed all over the country to remain vigilant against entities that may threaten or prevent our citizens from safely exercising their constitutional right to vote the next leaders of our nation, including our local government executives,” Centino said in a statement Monday.

Centino said the AFP, along with the Philippine National Police (PNP) and the Philippine Coast Guard (PCG), is "doing its best" to guard the elections so that people can exercise the right to vote for their chosen leaders "without fear and intimidation".

Last April 8, the AFP and the PNP presented security updates during the third Joint Command Conference at the AFP Commissioned Officers Club in Camp Aguinaldo.

During the meeting, security updates and deployment of vote-counting machines, official ballots and other election paraphernalia were discussed.

The directive provides the policies and guidelines of the member agencies, as deputized by the Commission on Elections to conduct peace and security operations.

The PNP will be responsible to take the lead role in law enforcement operations, including investigation and assist the Comelec in the prosecution of election-related cases.

The PCG will take the lead in law enforcement operations in coastal or maritime areas.

The AFP will be at the helm in holding joint operations involving the suppression of insurgency and other serious threats to national security.

Under Comelec Resolutions No. 10755 and No. 10743, the AFP, PNP, and PCG will provide security to polling places, including election materials to be used in the elections.

They will also provide security to Comelec personnel, its deputies and other persons performing election-related functions. (PNA)

MANILA – Around 183 vessels believed to be Chinese maritime militia (CMM) were sighted by a Philippine maritime air patrol on Monday in Julian Felipe Reef in the West Philippine Sea which is well within the country's exclusive economic zone.

"From our MARPAT (maritime patrol) yesterday, we sighted around 183 vessels believed to be CMM," said Lt. Gen. Cirilito Sobejana, Armed Forces of the Philippines chief, in a message to reporters Monday night.

The information came from the AFP's Western Command, based in Puerto Princesa City, Palawan, after it deployed a fixed-wing aircraft to fly over the area around 8:40 a.m. on Monday and completed its patrol at around 11:30 a.m.

Sobejana added that the AFP and the National Task Force for the West Philippine Sea (NTF WPS) are assessing the best course of action for this incursion.

"(Ang) mandate namin yung to secure our territory so we really oppose any act of incursion sa ating territorial waters, including our exclusive economic zone, but on the other hand, yung NTF WPS naman takes into consideration other means, so jointly, i-assess namin and we will decide what is the best course of action na pwedeng gawin dun sa area (The AFP's mandate is to secure the country's territories so we really oppose any act of incursion in our territorial waters, including our exclusive economic zone, but on the other, NTF WPS takes into consideration other means, so we are jointly assessing the situation and we will decide what is the best course of action for the area)," Sobejana added.

Earlier, the NTF WPS expressed concern about a Philippine Coast Guard (PCG) report that around 220 Chinese fishing vessels, believed to be manned by Chinese maritime militia personnel, were sighted in line formation at the Julian Felipe Reef on March 7.

“The NTF WPS notes this circumstance as a concern due to the possible overfishing and destruction of the marine environment, as well as risks to the safety of navigation,” the NTF WPS said.

The reef is a large boomerang-shaped shallow coral reef at the northeast of Pagkakaisa Banks and Reefs (Union Reefs), located approximately 175 nautical miles west of Bataraza, Palawan. (PNA)
