Day 2 of Hearing - Murder of young lady doctor at government hospital at Kottarakkara area in Kolam District of Kerala in the wee hours of May 10,2023
As directed by the Court on May 10, 2023 (https://www.linkedin.com/feed/update/urn:li:activity:7062305790698618881/) Kerala State Police Chief (SPC) assisted by Additional Director General of Police(ADGP) appeared online before in a special sitting fixed by Division Bench of Kerala High Court comprising Hon’ble Mr. Justice Devan Ramachandran J & Hon’ble Mr. Justice  Kauser Eddapagath J.
Submission of State Police Chief
Investigation into the death of Vandana Das is going on.
The Court directed SPC to ensure that investigation is carried out in the name of Dr. Vandana Das faithfully, truthfully and diligently.
The submission of the ADGP was recorded by the Court that modification is required in the present protocols in which an accused or other persons in custody are to be presented before medical professionals or in hospitals. ADGP admitted that there are protocols they are not up to the mark at the present time and require modification; and he offered that submissions in this regard will be made by the next posting date. Next date of hearing is 23.05.2023.
The Court observed, there can be little doubt that the killing of a young doctor by a person who was in custody of the police — be that as an accused or in any other capacity — points at a systemic failure. The Police Officers above were also ad idem that it is the fundamental duty of any officer to guard a citizen, even at the cost of their own lives.
Taking note of the submission of SPCthatVandana Das was alone in the observation room at the particular point of time, which opportunity was seized by the accused to repeatedly stab her.
Observation of the Court:
Protocols will have to be immediately evolved as to the manner in which doctors, healthcare professionals, students, interns, house surgeons and such others are to be protected, otherwise, the faith in the system will surely erode.
Hospitals and personnel who man them are adequately and sufficiently protected on a day-to-day basis, for the 24 - hour time frame to avoid repetition of further incidents or attack.
It would be apposite to reflect upon the protocols that are applicable in the case of the production of accused before a Magistrate.
Even the protocols with respect to learned Magistrates are extremely lacking and it is only a matter of providential grace that we have yet to come across a situation where such an officer is attacked.
The Police will have to certainly pull up their socks on a war-footing.
Lack of protocols or inefficiency of the same, can never be impelled as a reason to justify another crime.
It is the fundamental duty of the SPC to ensure security in various hospitals, particularly those in the Government sector.
SPC agreed to this and submitted that he will place on record necessary requirements and protocols, including considering whether members of the State Industrial Security Force (SISF) can be deployed for such purposes.
Submission of Senior Counsel of Indian Medical Association and others:
Direction be given to the Government to bring amendment in Prevention of Violence and Damage to Property Act, 2012 (Act 2012) quickly.
Direction be given to the Government to appoint Special Prosecutor for the present case.
Government pleader submitted that discussions are going on with various stakeholders for amendment in Act 2012 and the same will be apprised to the Court on next date of hearing (23.05.2023).
Kerala University of Health Sciences (KUHS) was permitted by the Court to make their suggestions, regarding the Ordinance or the amendments, before the Government, which shall also be taken into account appropriately.
Direction by the Court:
Every protocol applicable for production of the accused or persons in custody of the Police before the Magistrate shall apply in the case of the production of such persons in the hospitals or before the doctors or health care professionals concerned.

How AI is Making Bengaluru Mysuru Expressway Safer and Smarter

Hello, Tumblr users! Welcome to our weekly newsletter, where we share some of the latest and most interesting news from around the world. This week, we have a story about how artificial intelligence is being used to tackle speeding on one of India’s busiest highways.
The Bengaluru Mysuru Expressway is a 118.6-km-long highway that connects the two major cities of Karnataka state in southern India. It was inaugurated in 2021 and has been a boon for commuters, tourists, and businesses. However, it has also been a hotspot for accidents, as many drivers tend to ignore the speed limits and lane discipline rules on the expressway.
To address this problem, the police department has installed artificial intelligence-based cameras on the highway, which can capture the number plates of speeding vehicles and generate e-challans (electronic fines) that are sent to the violators’ addresses. The cameras are also capable of detecting other traffic violations, such as driving in the wrong direction, drunken driving, and lane cutting.
The ADGP (Additional Director General of Police) Alok Kumar said that the AI-based cameras had been deployed on a trial basis and that an Intelligent Traffic Management System would be introduced in Mysuru soon. He also said that the speed limit for vehicles using the expressway had been set at 100 km per hour on the right lane, 80 km per hour on the middle lane, and 60 km per hour on the left lane, as per a recent Chennai High Court order.
The police department has also started distributing pamphlets and making announcements at the starting point of the expressway in Mysuru to educate the motorists about the traffic rules and safety measures to be followed on the expressway. The ADGP said that he had identified at least 20 to 25 places on the expressway that were prone to accidents or were posing a problem for the villagers due to the absence of foot overbridges and other facilities. He said that the NHAI (National Highways Authority of India) had invited tenders for crash barriers, foot overbridges, bus shelters, toilets, and proper entry and exit points on the expressway.
The ADGP also warned that if any major accident occurred on the expressway due to negligence or non-compliance of safety norms by the NHAI or the motorists, they would be held accountable and booked under relevant sections of the law.
This is an example of how artificial intelligence can be used to improve road safety and reduce fatalities. We hope that this initiative will inspire other states and countries to adopt similar measures and make their highways safer and smarter.

The Newscraving Desk Srinagar, Dec 31: Additional Director General of Police Vijay Kumar on Saturday said that total of 172 militants including 42 foreign militants were killed in 93 operations in Valley this year. ADGP Kashmir, in series of tweets, wrote, “During year 2022, total 93 encounters took place in Kashmir in which 172 militants including 42 foreign militants got neutralised. Maximum militants neutralised from LeT/TRF(108) outfit followed by JeM (35), HM (22), Al-Badr (4) and AGuH(3) outfits.” “This year, 100 fresh recruitments into militant ranks were reported showing a decline of 37% compared to last year. Maximum (74) joined LeT. Out of total recruitment, 65 militants neutralised in encounters, 17 militants arrested and 18 militants are still active,” he added. The life span of newly recruited militants declined drastically. Out of total 65 newly recruited militants killed this year, 58 (89%) were neutralised within first month of their joining, he said. This year huge quantities of weapons (360) were recovered during encounters and modules’ busting which include 121 AK series rifles, 08 M4 Carbine & 231 pistols.
