Day 2 of Hearing - Murder of young lady doctor at government hospital at Kottarakkara area in Kolam District of Kerala in the wee hours of May 10,2023
As directed by the Court on May 10, 2023 (https://www.linkedin.com/feed/update/urn:li:activity:7062305790698618881/) Kerala State Police Chief (SPC) assisted by Additional Director General of Police(ADGP) appeared online before in a special sitting fixed by Division Bench of Kerala High Court comprising Hon’ble Mr. Justice Devan Ramachandran J & Hon’ble Mr. Justice  Kauser Eddapagath J.
Submission of State Police Chief
Investigation into the death of Vandana Das is going on.
The Court directed SPC to ensure that investigation is carried out in the name of Dr. Vandana Das faithfully, truthfully and diligently.
The submission of the ADGP was recorded by the Court that modification is required in the present protocols in which an accused or other persons in custody are to be presented before medical professionals or in hospitals. ADGP admitted that there are protocols they are not up to the mark at the present time and require modification; and he offered that submissions in this regard will be made by the next posting date. Next date of hearing is 23.05.2023.
The Court observed, there can be little doubt that the killing of a young doctor by a person who was in custody of the police — be that as an accused or in any other capacity — points at a systemic failure. The Police Officers above were also ad idem that it is the fundamental duty of any officer to guard a citizen, even at the cost of their own lives.
Taking note of the submission of SPCthatVandana Das was alone in the observation room at the particular point of time, which opportunity was seized by the accused to repeatedly stab her.
Observation of the Court:
Protocols will have to be immediately evolved as to the manner in which doctors, healthcare professionals, students, interns, house surgeons and such others are to be protected, otherwise, the faith in the system will surely erode.
Hospitals and personnel who man them are adequately and sufficiently protected on a day-to-day basis, for the 24 - hour time frame to avoid repetition of further incidents or attack.
It would be apposite to reflect upon the protocols that are applicable in the case of the production of accused before a Magistrate.
Even the protocols with respect to learned Magistrates are extremely lacking and it is only a matter of providential grace that we have yet to come across a situation where such an officer is attacked.
The Police will have to certainly pull up their socks on a war-footing.
Lack of protocols or inefficiency of the same, can never be impelled as a reason to justify another crime.
It is the fundamental duty of the SPC to ensure security in various hospitals, particularly those in the Government sector.
SPC agreed to this and submitted that he will place on record necessary requirements and protocols, including considering whether members of the State Industrial Security Force (SISF) can be deployed for such purposes.
Submission of Senior Counsel of Indian Medical Association and others:
Direction be given to the Government to bring amendment in Prevention of Violence and Damage to Property Act, 2012 (Act 2012) quickly.
Direction be given to the Government to appoint Special Prosecutor for the present case.
Government pleader submitted that discussions are going on with various stakeholders for amendment in Act 2012 and the same will be apprised to the Court on next date of hearing (23.05.2023).
Kerala University of Health Sciences (KUHS) was permitted by the Court to make their suggestions, regarding the Ordinance or the amendments, before the Government, which shall also be taken into account appropriately.
Direction by the Court:
Every protocol applicable for production of the accused or persons in custody of the Police before the Magistrate shall apply in the case of the production of such persons in the hospitals or before the doctors or health care professionals concerned.

The Enjoyable Of Owning Paradise Fish
What's more ludicrous than that is the fact that I'm here in fact needing to write a post about it. I indicate, ought to I really have to compose such a post. Well it appears so. Many folk out there can not comprehend that their fish requirement fish food and not Sunday's left over stew and dumplings. I won't go into information regarding just what you need to give your fish as this details can be gleaned from most good fish aquarium sites, however something I will state is stop offering your fish human, pet or cat food. They just don't desire it. Hint with Sound - an excellentway to show your cat dancing fish toy for cats when play time is, is by cueing with a specificnoise. Your feline will quickly be associating that noise with play time. When video game time is over, select another noise to let them understand. The water temperature ought to be must be warm to touch but absolutely not too hot. You need to utilize a really gentle shampoo like infant hair shampoo and lather the fuzzy up genuine excellent. You require to take excellent care regarding not get any soap into the eyes or ears of your ferret. If you do, try to wash it out as quickly as possible. Also make sure that when you are washing off your ferret to not leave any soap residue on them since it will dry their skin and likewise attempt to not let them get chilled. At the time of breeding, their colors will cheer up. 2 males will swim in circular method like fighters at this time. This 'dance' is extremely attractive to watch. You can quickly distinguish the women from the group due to the fact that their colors are dull and they are plumper. Even when dealing with older kids, there is a crucialneed to inform them some basicrealities about family pets. It is easy enough to reveal the older kid the danger of abusing the animal and this is not the majorissue. The pet is not something that exists just for fun and pleasure, but rather they are living things with requirements that should be met. When a kid is taught how to take care ofa family pet fish toy cats , they are being taught fundamentalduty. The task of feeding the feline or strolling the dog can be the very firstchore of a kid beyond the tasksrelating to his own care. "Well! If you really want to understand I'll let you in on a secret of mine" Alfonzo stated not paying any attention to what the feline has stated. You see, if you sit right here at the waters edge and do stagnate an inch you will see the most lovely fish ever. They are gold with red fins and fat and so huge. , if you do not move and sit actually still they will come up to the waters edge.. Then quick as can be, you grab them with your sharp claws and it is supper time on the farm!" Alfonzo simply smiled for he was placing on the very best performance in his life." They are tasty!" He continued. What can you do to captivate your cat? Observe your feline by hanging around with him routinely and see the type ofhabits he shows. Find outthe important things that entertains him. Spend some quality time with your cat and do not do other things while you are with him like working on your computer. Your cat dancing fish will get the message that you're not interested to hang around with him, so he will simplydiscover other things to inhabit him. Go figure, why you would frequently see rolls of toilet tissuespread around your home. Perhaps he finds it more fascinating than you! Felines likewise require more oils, and I have attempted introducing fish oil, tuna fish, and sardine kipper snacks two or 3 times a week into their diet plan. Just as fish oils are great for us, this extra oil helps cats overcome itchy ears, itchy skin and other medical problems. flopping fish cat toy

Did you know there is no provision in our #Constitution for direct enforcement of the Fundamental Duties enshrined in Article 51A, nor is there any provision to prevent their violation. But the #FundamentalDuties chapter continues to be one of the most valuable parts of the Constitution.
Subhash C Kashyap, a distinguished constitutional expert, advisor and advocate, in his latest #book, CONSTITUTION OF INDIA - A #handbook for students', says that the purpose of incorporating the Fundamental Duties in the Constitution is to make the citizens aware of their obligations and to warn them ‘to do’ and ‘not to do’ certain things in the interest of their country, their fellow citizens and themselves.
In fact, there can be no rights in a #society where there are no duties. #Rights and #duties are not only reconcilable but inseparable. For every right, there is a corresponding duty. Duty is an inalienable part of right; the two represent the two sides of the same coin. What is duty for one is another’s right and vice versa. If all men have a right to life, a duty is also cast upon all men to respect human life and not to injure another person. The right to freedom implies that the citizens must create conditions so that freedom for every individual is assured. #Freedom requires self-discipline and promotion of #social and #political harmony. For, the freedom of one individual is limited by the similar freedom of other individuals and each individual has a duty to accord the same rights to others which he wants for himself. Freedom for each individual can endure when one respects the freedom of all other individuals. Discharge of duties by them strengthens their own rights.
Written in simple and easily understandable language, this brief introduction to the world’s largest Constitution and it’s working is a must have.

Fundamental Duties
#FundamentalDuties
Fundamental duties were added to our constitution by the 42nd constitutional amendment, 1976 on the recommendation of the Swaran Singh Committee. Initially, there were only ten duties but due to the passage of time it was felt that parents have the moral duty to give education to their children from the age of six to fourteen, so an eleventh duty was added in 2002 through 86th constitutional…
