Google Bans Location Data Firm Funded by Former Saudi Intelligence Head
Google has banned SafeGraph, a location data firm whose investors include a former head of Saudi intelligence, Motherboard has learned. The ban means that any apps working with SafeGraph had to remove the offending location gathering code from their apps. SafeGraph markets its data to government entities and a wide range of industries, but it also sells the data on the open market to essentially anyone.
The news signals Google's continued crackdown on location data firms who sometimes, in violation of Google's policies, pay app developers to include their data harvesting code and then sell the collected data to companies or government agencies.
"They are willing to sell extremely fine-grained data and anyone with a credit card can start buying it," Zach Edwards, a researcher who has closely followed the supply chain of various sources of data, told Motherboard in an email last year, when both he and Motherboard were separately investigating SafeGraph.

SafeGraph collected at least some of its location data by having app developers embed the company's code, or software development kit (SDK), into their own apps. Those apps would then track the physical location of their users, which SafeGraph would repackage and then sell to other parties. Google confirmed to Motherboard it told app developers in early June they had seven days to remove SafeGraph's SDK from their apps. If they didn't do this, Google told Motherboard the apps may face enforcement. This can mean removal from the Play Store itself.
Beyond its own data, SafeGraph also offers customers the chance to buy related data sets from other providers to enrich the location information, such as the names of property owners in the U.S.
Last year Motherboard bought a small set of data from SafeGraph for around $200 to test how easy it was to obtain and to verify the sort of information it contained. It included a list of points of interest for the area we bought data for, and other information such as the specific next point of interest visitors then went to. For example, one line showed the people who went to The Church of Jesus Christ of Latter-day Saints then visited a list of particular convenience stores.
"In my opinion the SafeGraph data is way beyond any safe thresholds [around anonymity]," Edwards said last year when Motherboard showed him the data. Academics and journalists have repeatedly found how it is possible to deanonymize specific people in sets of location data. In his own test, Edwards pointed to a search result on the SafeGraph portal that showed data related to a specific, small doctor's clinic, demonstrating how finely SafeGraph's data can target particular locations.
Last year, the New York Times used SafeGraph data (and data from other location data brokers) to create maps that showed where people were spending their time after coronavirus lockdowns were loosened. It attempted to estimate how crowded various restaurants, gyms, and coffee shops were and how dangerous they could be. At the time, Motherboard asked the Times why it felt comfortable using SafeGraph data considering that its own reporters earlier showed how it could be used to violate people’s privacy. "We’re confident that our use of this data across news and opinion was responsible," a New York Times spokesperson said. "The data used in [two articles that used location data] is aggregated, and did not include individualized location data. As you note, both the newsroom and opinion section have done in-depth investigations showing the dangers of allowing companies to sell individualized location data. In both cases the data used in those investigations was securely stored during the reporting process and permanently erased."
On its website SafeGraph says "We believe places data should be open for all." In April 2017, Turki bin Faisal Al Saud, the former head of Saudi Arabia’s intelligence agency, invested in SafeGraph as part of a $16 million Series A funding round. SafeGraph said it had "assembled the deepest policy thinkers." Beyond Faisal Al Saud, SafeGraph said it had enlisted the help of former U.S. House Majority Leader Eric Cantor, author Sam Harris, Meghan O'Sullivan who ran Iraq and Afghanistan policy under President George Bush, former Deputy Chief of Staff to President Obama Mona Sutphen, and former German Minister of Defense Karl-Theodor zu Guttenberg, among others. Peter Thiel is also an investor in the company.
SafeGraph was one of the many location data firms that jumped on the opportunity to sell their gathered data to help counter the ongoing COVID-19 pandemic. SafeGraph's users included the CDC and at least one county health department, according to documents and online records reviewed by Motherboard.
"LICENSE PERIOD: Minimum of 1 year or until COVID-19 (Coronavirus) global response has subsided," a data license agreement between SafeGraph and the County of Santa Clara, obtained by Motherboard through a public records act request, reads. In April, the CDC paid SafeGraph $420,000 for "data gathering and reporting," according to public procurement records.

It's unclear if SafeGraph is still collecting any data from Android devices after Google's ban. Earlier this month The Wall Street Journal reported that a similar company called X-Mode, which Google banned after Motherboard revealed it collected information from a Muslim prayer app and has U.S. military contractors among its customers, has found a workaround to still harvest location information from apps. Now, X-Mode provides tools to individual app developers to collect the location data themselves, who then pass it over to X-Mode, making it arguably harder for Google, researchers, journalists, or regulators to detect abuses.
Keith Chu, communications director for the office of Senator Ron Wyden, told Motherboard that when it urged Apple and Google to take action against X-Mode following Motherboard's reporting, the office also flagged SafeGraph to the tech giants. Chu added Wyden's office tried to contact SafeGraph in June, July, and twice in August last year, but never received a response.
In a statement, Wyden said this enforcement was the right move by Google, but Google and Apple "need to do more than play whack-a-mole with apps that sell Americans’ location information. These companies need a real plan to protect users’ privacy and safety from these malicious apps."
Google also banned another location firm called Predicio after Motherboard's reporting.
SafeGraph did not respond to multiple requests for comment on its ban from the Google Play Store.

In a move to speed up its 4G development plans, chipmaker Broadcom on Wednesday acquired privately-held Beceem Communications for $316 million in cash and stock options.
Beceem is a uniquely appealing company for Broadcom as its technology supports both WiMax and Long-Term Evolution (LTE) capabilities. The company makes 4G semiconductors and offers single-chip solutions optimized for mobile devices and wireless broadband markets.

Beijing: 04, December, 2019: The founder of Huawei says the Chinese tech giant is moving its U.S. research center to Canada due to American sanctions on the company.
In an interview with Toronto’s Global and Mail newspaper, Ren Zhengfei said the move was necessary because Huawei would be blocked from interacting with U.S. employees.
Huawei Technologies Ltd. is the No. 2 global smartphone brand and the biggest maker of network gear for phone carriers.
U.S. authorities say the company is a security risk, which Huawei denies, and announced curbs in May on its access to American components and technology.
The Trump administration announced a 90-day reprieve on some sales to Huawei.
The government said that would apply to components and technology needed to support wireless networks in rural areas.
Ren gave no details but Huawei confirmed in June it had cut 600 jobs at its Silicon Valley research center in Santa Clara, California, leaving about 250 employees.
A Huawei spokesman said the company had no further comment.
“The research and development center will move from the United States, and Canada will be the center,” Ren said in a video excerpt of the interview on the Globe and Mail website.

An American technology company Nvidia has officially stopped conducting crypto business.
Nvidia is the world’s largest graphic card and chip maker incorporated in Delaware and based in Santa Clara, California. It designs graphics processing units (GPUs) for the gaming and professional markets, as well as system on a chip units (SoCs) for the mobile computing and automotive market. Its primary GPU product line, labeled “GeForce”, is in direct competition with Advanced Micro Devices’ (AMD) “Radeon” products. Nvidia expanded its presence in the gaming industry with its handheld Shield Portable, Shield Tablet and Shield Android TV. In addition to GPU manufacturing, Nvidia provides parallel processing capabilities to researchers and scientists that allow them to efficiently run high-performance applications. They are deployed in supercomputing sites around the world.
In 2017, Nvidia enjoyed a significant growth propelled by the demand for its high-end GPUs, that are used for cryptocurrency mining. In March of this year, Nvidia teamed up with Arm to bring deep learning technology to IoT devices, which contributed to the company’s popularity. However, in May, Nvidia’s crypto boom started coming to an end, as the demand for GPU mining declined. There is only a handful of tokens and cryptocurrencies which miners can produce with GPU miners, because of the lack of computing power in the chips used to create graphic cards. Moreover, the current situation on the crypto market is not optimistic. Bitcoin has slipped below the psychological price point of $8,000, its current price is $6,682, according to CoinMarketCap. Because of declining mining profits, Nvidia’s stock price, which was at a 52-week high on June 14, has now fallen to $244.
The company was anticipating sales of about $100 million for its cryptocurrency mining products in the second quarter of 2018, but the actual figures turned out to be around $18 million, which left it with a large amount of unsold stock.
Nvidia CFO Colette Kress said:
“We believe we’ve reached a normal period as we’re looking forward to essentially no cryptocurrency as we move forward. Our revenue outlook had anticipated cryptocurrency-specific products declining to approximately $100 million, while actual crypto-specific product revenue was $18 million, and we now expect a negligible contribution going forward.”
Jensen Huang, Nvidia CEO, added that the profitability of its cryptocurrency-focused mining chips has declined substantially, as the price of cryptocurrencies moved to a downward trend.
Now Nvidia is focusing on developing its strengths in computer gaming, artificial intelligence, and data processing sectors. Two days ago, the company announced launch of Geforce 20 series chips with new Turing chip architecture, which will be much more efficient than its GTX 1080 Ti and base GTX 1080 cards.

How Intel Lost $10 Billion — and the Mobile Market

Update (6/1/2020): We’ve republished the story below as a discussion of how Intel’s mobile efforts consumed so much of the company’s attention, yet ultimately came to naught. In the years since this story was published in 2016, Intel attempted to build a competitive 5G modem that would put it on the cutting edge of the new market. Unfortunately, that effort ultimately failed and Intel sold its 5G modem business to Apple. Atom has continued to develop as a low power mobile solution for entry-level Windows systems and Chromebooks.
The observations on foundry models are more salient now than they were in 2016. Back then, Intel’s 10nm was only a little late and the company was still considered to be on the cutting edge of semiconductor tech. TSMC currently occupies that position, though Intel wants to reclaim its crown by 5nm. Back in 2016, we occasionally heard analysts opine that Intel should sell its fabs and embrace the fabless model due to the increased competition from TSMC. Those whispers have only grown louder. I’m not saying I agree with them, but it’s interesting to see how this article frames the TSMC versus Intel fight. Back in 2016, things looked very different than they do today.
The Qualcomm antitrust lawsuit disclosures paint Intel’s failure to gain market share in a very different light, but I have more to say about that in Part 2 of this updated story.

Just over four years ago, we reviewed Intel’s first plausible smartphone, the Xolo 900. While it couldn’t match more powerful devices of the day, it was a solid initial effort. More importantly, the Medfield SoC that powered the Xolo 900 was meant to be a beachhead, a harbinger, a sign of things to come.
Four years and billions of dollars later, it’s now clear that the long-awaited ARM-versus-x86 war won’t be fought in the tablet or smartphone market. Intel has canceled all of its publicly announced 14nm smartphone SoCs and most of its 14nm tablet SoCs that would have shipped in Android devices. The company is diving into 5G research and hopes to lead the industry in developing 5G products. But its 3G and 4G modems are still built on the 28nm process node at TSMC, even as competitors like Qualcomm move to 14nm for their own products.
How did Intel manage to spend up to $10 billion and have so little to show for it? There’s no single, simple answer — but there are definitely some smoking guns. If you want to understand what went wrong for Intel, we need to talk about the semiconductor industry as a whole.
Of Fabs and Foundries
The semiconductor industry is dominated by four companies: GlobalFoundries, Intel, Samsung, and TSMC. Three of these companies — GlobalFoundries, Samsung, and TSMC — are known as pure-play foundries or merchant foundries. Their business model is based on manufacturing silicon for other companies, not designing and launching products that they sell themselves. (Samsung does build some custom silicon for itself, but the bulk of its foundry business comes from external customers).
Unlike the merchant foundries, Intel designs and builds both its fabrication plants and its microprocessors. Until the last few years, Intel never took foundry customers. Intel’s recent attempts to break into the merchant foundry business by attracting a handful of high-margin customers weren’t all that successful and have yet to generate significant revenue for the company.
The distinction between merchant foundries and IDMs (integrated device manufacturers) like Intel is a critical part of why Intel’s mobile efforts played out the way they did.
Intel’s manufacturing strategy historically relied on rapidly adopting new process technology. The bulk of the company’s revenue is derived from leading-edge nodes; older facilities were either upgraded or shut down as they became obsolete. The chart below shows Intel’s R&D expenses as a percentage of total sales as compared to Samsung and TSMC:
TSMC pursues a very different optimization strategy. While it also invests in leading-edge semiconductor technology, the bulk of TSMC’s revenue is earned on older technology nodes. The chart below is based on TSMC’s Q1 2015 results:

As of Q1 2015, 39 percent of TSMC’s revenue was earned on technology nodes it deployed 10-20 years ago. 54 percent of its revenue came from nodes that were in volume production at least eight years ago. Intel made limited use of older facilities to build its chipsets, but its business model is fundamentally different.
For most of 30 years, that difference didn’t really matter. From the 1980s through 2010, Intel beat its low-volume RISC competitors and seized the data center by leveraging the economies of scale it created in the consumer PC market. It crushed its only serious competitor in the x86 market and forced AMD to sell its own fabs in an effort to survive.

The pure-play foundries and Intel worked in parallel tracks, often contending with some of the same problems, but prioritizing and solving them in different ways. Intel built its foundries to rigorous standards using a philosophy it called “Copy Exactly.” It prioritized high yields, focused almost exclusively on microprocessors, and enforced strict design rules. Intel products were designed to be built at Intel foundries with Intel tools and Intel’s established best practices.
In contrast, TSMC and the other merchant foundries designed their process nodes to meet the needs of many different clients. Their fabs prioritize throughput and flexibility while minimizing cost. Both models worked beautifully for their respective businesses — until their businesses started to collide.
The Limits of Technology
Intel’s failure to gain traction in the mobile market highlights the flaws in treating technological progress as a roadmap for corporate success. Despite recent delays and its own decision to abandon its tick-tock model, Intel still owns the most technologically advanced foundries in the world. It’s the only company to have deployed a true 14nm die shrink and it’ll be the first company to deploy a true 10nm node as opposed to a 10/14 or 10/16 hybrid. All of this is true — as is the fact that Intel spent $10 billion (according to Re/code) in mobile with nothing to show for it.
Technology sites, including ExtremeTech, have often discussed x86 versus ARM or AMD versus Nvidia strictly in terms of process node and roadmap. This works extremely well when discussing advances in battery life or performance, but much less well when applied to corporations who suddenly find themselves in direct competition for the first time in decades.
In Part 2 of this two-part series, we discuss how Intel’s business model and development priorities slowed and sabotaged its ability to compete effectively in the mobile world. We also discuss why the myriad ARM-versus-Atom debates failed to capture the real problems plaguing Chipzilla, and why the company saw such limited adoption of its products.

The app industry is as hot as ever, with a record 204 billion downloads in 2019 and $120 billion in consumer spending in 2019, according to App Annie’s “State of Mobile” annual report. People are now spending 3 hours and 40 minutes per day using apps, rivaling TV. Apps aren’t just a way to pass idle hours — they’re a big business. In 2019, mobile-first companies had a combined $544 billion valuation, 6.5x higher than those without a mobile focus.
In this Extra Crunch series, we help you keep up with the latest news from the world of apps, delivered on a weekly basis.
This week we’re continuing to look at how the coronavirus outbreak is impacting the world of mobile applications, including Apple and Google’s plans to team up on a contact tracing platform and other COVID-19 apps worldwide. We’re also looking at how WhatsApp is fighting fake news, and how home quarantines are impacting online grocery and dating applications. In non-COVID-19 news, we look at Quibi’s debut, Facebook’s new app for couples and a possible iOS version of Android’s “Slices,” among other things.
Apple and Google partner on COVID-19 tracing tools
Apple and Google announced on Friday a plan to join forces to create a decentralized tracing tool to help people determine if they’ve been exposed to someone with COVID-19. The first phase of the project is an API that public health agencies can integrate into their own apps. This will be followed by a system-level contact tracing system that works across iOS and Android and is opt-in. The system will involve transmitting an anonymous ID over Bluetooth. The servers will relay your last 14 days of rotating IDs to other devices that look for a match based on time spent and distance between two devices. If a match is found, you’re notified so you can get tested and self-quarantine.
The APIs will be available in May, while the Bluetooth-based system will be released in the months ahead.
Other COVID-19 apps in the news
EU suggests standardization: This week, the EU began pushing for its 27 nations to develop common standards for coronavirus tracking technologies that would make apps interoperable or even perhaps develop a single app to be used across the bloc, Bloomberg reported. Today, multiple developers in the U.K., Germany and elsewhere are working on mobile phone apps to track people who’ve been exposed to the coronavirus, but the data will be harder to aggregate and understand in its fractured state.
France to develop a contact-tracing app: France is officially working on a smartphone app to slow the spread of COVID-19, by tracking people living in France. The app will leverage the PEPP-PT protocol, which will involve an open standard using BLE to identify other phones running the app.
How Chinese apps handled COVID-19: A post from Dan Grover analyzes how Chinese apps from major tech companies like Baidu, WeChat, Alipay and others worked to help people get through the coronavirus crisis by offering statistics, e-medicine, tools for quarantine, e-commerce and tools to check your exposure. By comparison, the U.S. has largely just added PSAs from the CDC and WHO to their platforms, instead of having offered more robust solutions. The pros and cons of both are debated from an app-centric point of view, which makes for interesting reading from a more technical perspective.
COVID-19 symptom checker from startup Zoe arrives in U.S.:  A free iOS and Android application called COVID Symptom Tracker was originally developed in partnership with food science startup Zoe and released first in the U.K. After a million downloads, the app is now launching in the U.S.
Stanford Medicine app helps first responders get tested: Stanford, in partnership with Apple, launched an app that helps first responders get access to drive-thru coronavirus tests. This includes front-line workers like police officers, firefighters and paramedics. The service is limited to Santa Clara and San Mateo counties in California for now, but will later expand to other states.

Todas las ciudades que vayas añadiendo se muestran en el panel derecho de la aplicación, así que podrás ver el tiempo en esos sitios en todo momento, solo tendrás que pulsar sobre cada ciudad para obtener todos los datos sobre el tiempo en la misma. Esto no presenta complicaciones en su funcionamiento.
En los ajustes de la aplicación podemos personalizar una serie de aspectos. Hay un tema oscuro disponible en la aplicación, que suele venir activado por defecto, por lo que podemos pasar al tema claro. También podemos configurar el widget de Today Weather, si queremos usarlo en el teléfono. Además de poder gestionar las notificaciones y las alarmas, como en caso de que haya algún fenómeno poco usual (tormentas, huracanes, etc).

“Bluetana,” a new mobile app that looks for Bluetooth-based payment card skimmers hidden inside gas pumps, is helping police and state employees more rapidly and accurately locate compromised fuel stations across the nation, a study released this week suggests. Data collected in the course of the investigation also reveals some fascinating details that may help explain why these pump skimmers are so lucrative and ubiquitous.
The new app, now being used by agencies in several states, is the brainchild of computer scientists from the University of California San Diego and the University of Illinois Urbana-Champaign, who say they developed the software in tandem with technical input from the U.S. Secret Service (the federal agency most commonly called in to investigate pump skimming rings).

Gas pumps are a perennial target of skimmer thieves for several reasons. They are usually unattended, and in too many cases a handful of master keys will open a great many pumps at a variety of filling stations.
The skimming devices can then be attached to electronics inside the pumps in a matter of seconds, and because they’re also wired to the pump’s internal power supply the skimmers can operate indefinitely without the need of short-lived batteries.
And increasingly, these pump skimmers are fashioned to relay stolen card data and PINs via Bluetooth wireless technology, meaning the thieves who install them can periodically download stolen card data just by pulling up to a compromised pump and remotely connecting to it from a Bluetooth-enabled mobile device or laptop.
According to the study, some 44 volunteers  — mostly law enforcement officials and state employees — were equipped with Bluetana over a year-long experiment to test the effectiveness of the scanning app.
The researchers said their volunteers collected Bluetooth scans at 1,185 gas stations across six states, and that Bluetana detected a total of 64 skimmers across four of those states. All of the skimmers were later collected by law enforcement, including two that were reportedly missed in manual safety inspections of the pumps six months earlier.
While several other Android-based apps designed to find pump skimmers are already available, the researchers said Bluetana was developed with an eye toward eliminating false-positives that some of these other apps can fail to distinguish.
“Bluetooth technology used in these skimmers are also used for legitimate products commonly seen at and near gas stations such as speed-limit signs, weather sensors and fleet tracking systems,” said Nishant Bhaskar, UC San Diego Ph.D. student and principal author of the study. “These products can be mistaken for skimmers by existing detection apps.”
BLACK MARKET VALUE
The fuel skimmer study also helps explain how quickly these hidden devices can generate huge profits for the organized gangs that typically deploy them. The researchers found the skimmers their app found collected data from roughly 20 -25 payment cards each day — evenly distributed between debit and credit cards (although they note estimates from payment fraud prevention companies and the Secret Service that put the average figure closer to 50-100 cards daily per compromised machine).
The academics also studied court documents which revealed that skimmer scammers often are only able to “cashout” stolen cards — either through selling them on the black market or using them for fraudulent purchases — a little less than half of the time. This can result from the skimmers sometimes incorrectly reading card data, daily withdrawal limits, or fraud alerts at the issuing bank.
“Based on the prior figures, we estimate the range of per-day revenue from a skimmer is $4,253 (25 cards per day, cashout of $362 per card, and 47% cashout success rate), and our high end estimate is $63,638 (100 cards per day per day, $1,354 cashout per card, and cashout success rate of 47%),” the study notes.
Not a bad haul either way, considering these skimmers typically cost about $25 to produce.
Those earnings estimates assume an even distribution of credit and debit card use among customers of a compromised pump: The more customers pay with a debit card, the more profitable the whole criminal scheme may become. Armed with your PIN and debit card data, skimmer thieves or those who purchase stolen cards can clone your card and pull money out of your account at an ATM.
“Availability of a PIN code with a stolen debit card in particular, can increase its value five-fold on the black market,” the researchers wrote.
This highlights a warning that KrebsOnSecurity has relayed to readers in many previous stories on pump skimming attacks: Using a debit card at the pump can be way riskier than paying with cash or a credit card.
The black market value, impact to consumers and banks, and liability associated with different types of card fraud.
And as the above graphic from the report illustrates, there are different legal protections for fraudulent transactions on debit vs. credit cards. With a credit card, your maximum loss on any transactions you report as fraud is $50; with a debit card, that protection only extends for within two days of the unauthorized transaction. After that, the maximum consumer liability can increase to $500 within 60 days, and to an unlimited amount after 60 days.
In practice, your bank or debit card issuer may still waive additional liabilities, and many do. But even then, having your checking account emptied of cash while your bank sorts out the situation can still be a huge hassle and create secondary problems (bounced checks, for instance).
Interestingly, this advice against using debit cards at the pump often runs counter to the messaging pushed by fuel station owners themselves, many of whom offer lower prices for cash or debit card transactions. That’s because credit card transactions typically are more expensive to process.
For all its skimmer-skewering prowess, Bluetana will not be released to the public. The researchers said they the primary reason for this is highlighted in the core findings of the study.
“There are many legitimate devices near gas stations that look exactly like skimmers do in Bluetooth scans,” said UCSD Assistant Professor Aaron Schulman, in an email to KrebsOnSecurity. “Flagging suspicious devices in Bluetana is a only a way of notifying inspectors that they need to gather more data around the gas station to determine if the Bluetooth transmissions appear to be emanating from a device inside of of the pumps. If it does, they can then open the pump door and confirm that the signal strength rises, and begin their visual inspection for the skimmer.”
One of the best tips for avoiding fuel card skimmers is to favor filling stations that have updated security features, such as custom keys for each pump, better compartmentalization of individual components within the machine, and tamper protections that physically shut down a pump if the machine is improperly accessed.
How can you spot a gas station with these updated features, you ask? As noted in last summer’s story, How to Avoid Card Skimmers at the Pumps, these newer-model machines typically feature a horizontal card acceptance slot along with a raised metallic keypad. In contrast, older, less secure pumps usually have a vertical card reader a flat, membrane-based keypad.
Newer, more tamper-resistant fuel pumps include pump-specific key locks, raised metallic keypads, and horizontal card readers.
The researchers will present their work on Bluetana later today at the USENIX Security 2019 conference in Santa Clara, Calif. A copy of their paper is available here (PDF).
