No, this is the second instance Geppetto has been referred to as "The Devil" by the characters. And him just being outside Romeo's boss room is not helping my perspective. AND the Loading Screen hints are all pointing at Geppetto when it comes to Puppet Technology and Development. All Venigni did was create the Grand Covenant because of his childhood trauma event (probably the serial killer mentioned in the description of the Puppet Ripper weapon), and he clearly doesn't want puppets harming people again EVER.

....like.... Geppetto what the fuck. All arrows are on you. You planning to do some Philosopher's Stone bullshit ritual with the Alchemists? Just let me know so I can tell Antonia to run over your geriatric ass

(I am confident that he has no hand on the Blue Blood Carcass situation tho. The culprit there is "The Hand of God" Archbishop Andreus was malding about in his boss battle. Two different things.)
