The arrest of deputy superintendent of police Davinder Singh for helping terrorists in Jammu and Kashmir has once again brought to focus what happens when a law officer goes to the other side. There are 20 lakh odd police officers in 29 states/Union Territories and close to 25 lakh army and central paramilitary personnel across the country other than reserve forces and central intelligence and investigation agencies who take an oath to be truthful to the Constitution and play a role of primary shield from any threat to India when they join services. Pakistan’s spy agency ISI and the terror groups it harbours often manage to penetrate this shield - either through money, honey traps (when officers are lured through women) or other means. A senior intelligence official said that they haven’t come across cases like DSP Davinder Singh, where a serving officer was caught with terrorists, but there are many other cases in J&K when former police officers joined the terror ranks or worked for ISI. Last year, around the time when Article 370 was being abrogated by the government, weapons of around 250 SPOs (special police officers) were taken away after indications that some of them may join terror groups. One of the most famous scandals involving the jawans — the Samba Spy case between August 1978 and January 1979, in which 50 jawans who served in the 169 Infantry Brigade and its subordinate units at Samba, 40 km from Jammu on the international border, were arrested on charges of spying for Pakistan at the instance of the Directorate of Military Intelligence (MI). Those arrested included a Brigadier, three Lieutenant Colonels and a number of Majors, Captains, Junior Commissioned Officers (JCOs), Non-Commissioned Officers (NCOs) and personnel of other ranks, plus 11 civilians who had worked in the Samba sector. In July 2018, a BSF head constable Abdul Rasheed was arrested by Delhi Police for trading secret and confidential information with ISI. More recently, seven sailors based in Vishakapatnam were arrested last month for passing on critical information to Pakistan after being entrapped on social media by Pakistani agents posing as women. Official cited above said there are hundreds of instances in last 70 years - be it insurgency in the north east, J&K militancy or Maoists’ affected states - when police officers, army or paramilitary forces have betrayed their country either for money, ideology or because of threat to their families from the terrorists. “Usually the officers/jawans caught in the past shared classified information or helped any terrorist when they either left the service or were not on the job. In the cases of honey traps, they shared information without realising that it could be misused,” the officer added. Indian army and paramilitary forces have often come up with directions for their personnel on the use of social media and certain apps purportedly run by Pakistanis, Chinese or terror groups like ISIS and Al Qaeda, asking them to be careful. Another intelligence officer said that “there is a need to routinely have motivational exercises within the armed forces and police to remind them of their duty and to make sure they don’t move away from it. In the age of social media, it is very difficult to keep an eye on every Jawan or police officer but discipline is necessary and strictest action should be taken against traitors”.The second officer added that officers like Davinder Singh should be taught a “tough lesson”. A soldier from the Indian Army has turned out to be the spy of Pakistan. Army personnel working in Meerut Cantonment in Uttar Pradesh have arrested for spying for Pakistan. A lot of information has received from him in the inquiry. The soldier posted as a Signalman in the Meerut Cantonment. It alleged that he shared all the information related to Pakistan ISI to the Division under the Western Command Base. This is the first time that a young man has been caught in the Meerut Cantonment for the purpose of espionage. The young man is living in Uttarakhand. The soldier was in touch with the Pakistani people for the past 10 months. There was a suspicion on this by constantly talking to Pakistan's numbers. Only after this came the military investigation into the scope. When the accused shared fresh information about 3 months ago, an internal investigation initiated. The accused Indian soldier sent all information through end to end encryption and shared most information on WhatsApp. Army officers, in this case, have also questioned other jawans. The captured young man has been working in the army for 10 years and has also named many people in the inquiry. Now the Court of Inquiry will do against the accused. Opinion: Requiem to the fallen soldier. But why so many deaths?
If one were to either listen to the drivel that passes for discussion on Prime Time TV on the question of the recent killing of an Indian Army officer, Major Prafulla, and three jawans of the SIKH Regiment, one could well be forgiven for thinking that we are in the middle of a war with Pakistan. Added to this provocation was the utterly callous, disgraceful and uncivilized manner in which the Pakistan Government treated the mother and wife of the alleged spy, former naval officer, Commander Kulbhushan Jadhav after permitting them to meet him on “humanitarian” grounds.  These have been grounds enough for hawks here to swoop down and publicly demand that Pakistan be taught a “lesson.” Politicians too, especially from the ruling coalition, have not held back either, with Mr. Subramanium Swamy leading the charge. 
  Fortunately for us, most of these individuals are ensconced either in climate controlled studios or in Lutyens Delhi, well protected by their personal security of Black Cat Commandos. One can also rest assured that those baying for Pakistani blood are certainly not going to volunteer to lead the next cross-border raid or assault. As a matter of fact, leave them aside, even their own kith and kin are unlikely to be anywhere in the vicinity of our forces, those whom they are so willing to put in harms’ way.
   Undoubtedly, we have much to be angry with Pakistan about. It’s unabated, but wholly unsuccessful, attempts to drag us into the swamp where it wallows is certainly reason enough. Though at the end of the day its schizophrenic and delusional obsession with Jammu and Kashmir has been more damaging to its polity than anything we could have ever done, barring Bangladesh, and that too would not have occurred if they had not been more sensitive and humane in their dealings with their Bengali comrades. 
  It is true that Pakistan has provided moral and material support to the Kashmir insurgency. The jihadi elements based there continue to infiltrate terrorists to cause carnage in Jammu and Kashmir and even further afield. Their efforts have actually been just a drop in the ocean with an odd success here and there, resulting more from our own inept handling of our communal environment rather than because of their capability to cause us harm.  
  Unfortunately, successes by these terrorist elements have been used by our political leadership to divert attention from their own failures to initiate political, social and economic measures in the state. Such a step would have met the aspirations of the local population and resolved most of the issues that have been troubling us for the past three decades. This, despite the fact that politicians, dyed in all hues, have had ample opportunity to the take the initiative, but have neither displayed the strength of character nor the willingness to take things forward. At the end of the day, the fruits that the business of insurgency provides them are too lucrative to surrender.  
    That brings us to the ongoing situation at the LOC wherein as a tit- for- tat action, a Pakistan Army link patrol was ambushed by a Border Action Team in response to the attack on the Sikh Battalion.  Pakistan suffered three killed and one wounded and on the Indian side, there was the death of one officer and three men. As a matter of fact, this was just a repeat of similar incidents, too innumerable to recount, that have dogged both our Armies ever since the First War of 1948. These actions have little strategic or tactical significance and are routinely carried out by both sides to gain moral and psychological ascendancy over the other side. There is little to cheer over these tragic events, no great leap forward or summit conquered.
  One is, therefore, at a loss to understand what the hoopla is about or the reason for the display of excessive testosterone over the past few days among those who haunt our media channels.  If the media is at all serious about its job, it should be questioning our political leadership as to why this unending tragedy has been perpetuated on our forces and people over decades. What have any of our great leaders done, over the years, to resolve this unfortunate state of affairs?  How is it that despite agreeing to return 90,000 prisoners in 1971, we were unable to convince Pakistan to amicably resolve a 700 km border? 
  It is time to desist being fooled by the unholy exhortations of our leaders to mindless sacrifice, in which neither they nor their kin ever contribute. Instead, it is high time that we started to ask them uncomfortable and hard questions as to their motives for keeping hostilities on a perennial simmer.

Journalist accused of abetting suicide of jawan gets bail
The Bombay High Court has granted anticipatory bail to a woman journalist booked for abetting the suicide of an army jawan and also under the Official Secrets Act after observing that prima facie no offence is made out against the accused.
Justice Revati Mohite Dere on April 26 granted anticipatory bail to Poonam Agarwal, a senior journalist with The Quint and retired soldier and war veteran Deepchand Singh.
Last month, the Deolali Camp police in Nashik registered a case against Poonam and Deepchand under various sections of the Indian Penal Code including abetment of suicide of the jawan from Kerala Roy Mathew.
The scribe was also booked under sections 3 (spying) and 7 (interfering with officers of the police or members of the armed forces of Union) of the Official Secrets Act. Read more
