(Well isn't this a flattering, and not at all unhinged look there, Voxxy?)
But! Not the point of the post, everyone see that heart monitor in the top left corner? See it? Good! Now onto the hc:
It's probably the most recent addition to things that Vox keeps track of when he hooks into his empire, and certainly the closest he gets to biometrics.
He's always been able to sink into the parts of technology he controls; originally, when the extent of it is a few power lines and a couple of old black and white tv's, there's not much danger. He sees, he passes through, but they don't have memory in the same way, everything broadcasting the same dozen or so channels, and once the pixels fade away, so does he.
Even then, they turn on, they turn off.
Once there were more channels, and more going on, he still couldn't get lost in quite the same way as later. But the internet... there are holes wide enough to fall through, and to keep falling, endlessly. Search histories, purchases, he can track an entire person just through their phone, and most people don't just have one Vox-branded product anymore. Their phones, their televisions, tablets, laptops, and most of it never turns off.
If he isn't careful, he can easily get stuck in the data stream with very few ways of dragging himself out.
The monitor was Hellaina's... not suggestion, that implies she left room for argument-- but her implementation. She died of a heart attack after all. The monitor has failsafes, anything too high or too low pulls him out, if it yo-yos too extremely.
