Complete Guide to Import Country Requirements
Nearly every country in the world has specific regulations for importing goods from abroad. As a result, your product may have to face additional testing, licensing, or labeling before it's permitted to enter the foreign market. These requirements can vary between countries and US exporters often have to take extra steps to ensure their deliveries reach customers on time. Identifying the import country requirements for almost 200 countries is not an easy task. Learn how to stay in compliance with international regulatory standards and how international trade finance companies can help.
WHERE TO FIND IMPORT COUNTRY REQUIREMENTS
Finding the import requirements for specific countries can be challenging since every country has a different name for their trade or export department. Unfortunately, there's no central trade register where you can find all import country requirements. You'll have to visit individual links to find out about the product certificates, labels, taxes, and licenses necessary for each country.
Many countries have a website with information regarding the most significant trade laws. However, one minor mistake can be enough to result in costly consequences for your shipment. Instead of speaking to each country's trade mission, there are a few other ways to get help.
Export.gov
The first place to search for import regulations is the export assistance portal, created by the US government, to help American companies expand into global markets. Here, you'll find an abundance of information and insights into foreign exporting requirements. However, you'll have to dig through the following portals and links to collect all the compliance documentation.
●     Country Commercial Guides – Prepared by US embassies abroad, these guides contain the market regulations for around 125 countries and specific information
●     about import tariffs, documentation, and prohibited items. Look under the "Trade Regulations, Customs & Standards" section of each country commercial guide.
●     Export Documentation – Here, you'll find a complete list of export shipping documents that you might need for your transactions.
●     Foreign Regulation Insights – Webinars offer additional guidance and understanding of import requirements abroad.
●     Commercial Service Offices – Over 100 Commercial Service offices are available nationwide where you can find both local and international assistance.
You'll also find additional resources, such as exporting tools for small business owners.
Your Freight Forwarding Partner
Another option is to contact your freight forwarder. They're often very knowledgeable about shipment details that shouldn't be overlooked and can help confirm what you know and don't know about the destination country.
Foreign Embassies and Consulates
The destination embassy or consulate of the country you plan to ship to can also give you information about the import requirements. You can find a list of foreign embassies in the US here.
KNOW THE FOREIGN STANDARDS
Countries that are members of the World Trade Organization (WTO) are required to abide by foreign technical regulations. You'll have to become familiar with the certifications and requirements if you plan to export goods internationally. Below is a list of regulations that could affect your imports.
●     European CE Marking Guidance – If you're exporting products to the European Union, you'll probably need to get CE Marking and certification.
●     China Compulsory Certification (CCC) – A CCC Marking is required for most goods exported to China.
●     Agriculture-Specific Certification – Agricultural exports require appropriate documentation, both from the US and the destination countries.
●     ISO Standards – The International Organization for Standardization (ISO) outlines standards for international trade that ensure product and service consistency worldwide.
●     Recycling Laws – Many countries have packaging and recycling laws that could affect your shipment.
Find more information about international standards and links to foreign certification requirements here.
HOW SUPPLY CHAIN FINANCE COMPANIES CAN HELP
International customers can be an effective way to broaden your business horizons and gain access to new markets. At the same time, import country requirements can be confusing and difficult to find. One missing document could prevent your shipment from reaching its destination and potentially jeopardize customer relationships.
Final Thoughts
Supply chain finance and export factoring companies can provide you with more than just flexible financing for your short-term cash flow challenges. Reliable access to regional market insights and a ground support team that specializes in cross-border transactions, both of which could be found at an international trade finance company like Tradewind Finance, can ensure your exports reach your customers safe and sound.

HISTORY OF UNIVERSITY OF NORTHERN PHILIPPINES (UNP)
The university began as the Vigan High School (present-day I locos Sur National High School) in 1906. It opened its high school in 1927 and produced its first graduates in 1931, when it evolved as the I locos Sur Trade School. They were both in Vigan town. Two of the buildings still exist: one being used as a warehouse for a construction supply firm, the other is the location of the Vigan City Trade Center. President Manuel Luis Quezon converted the I locos Sur Trade School in 1941 through the help of Assemblyman Benito T. Soliven and Governor Pedro Sing son Reyes.
However, World War II halted its implementation. In 1951 the I locos Sur Trade School became the Northern Luzon School of Arts and Trades (NLSAT) by virtue of Republic Act 547. However, Republic Act 2700, or the General Appropriations Act of 1960, converted it back to I locos Sur School of Arts and Trades (ISSAT). It proved temporary: In June 19, 1965, then-Congressman Flora S. Crisologo authored Republic Act 4449.
It was signed into law at the Philippine Embassy in Roppoing, Tokyo, Japan, converting ISSAT into the University of Northern Philippines. Crisologois recognized as the founder of the university. The Condon Community College (CCC) was incorporated into the university in 1989 through Republic Act 6744, through the efforts of then-Congressman Eric D. Sing son. It acted as a semi-autonomous unit. Despite this semi-autonomous status, CCC was split from the university by virtue of Republic Act 10085, also by Sing son, to become the Northern Luzon Polytechnic State College in 2010.

Conventional Cable Testing Items
1. Electrical performance testing
There are mainly conductor DC resistance, insulation resistance, finished product voltage test and insulated wire-core voltage test, each of which is very important. The conductor resistance directly reflects the electrical transmission performance of the cable, and directly affects the temperature, life and voltage of the cable during energized operation. It mainly examines the material and cross-sectional area of the conductor. If the material of the conductor is not good or the cross-sectional area is seriously insufficient, the DC resistance of the conductor will be seriously exceeded. This kind of cable laying in the line will increase the current on the line. The loss during passing will cause the cable bare conductor itself to heat up, cause the insulation of the coated conductor to age and crack, cause the power supply line to leak, short-circuit, and even cause fires, endangering the safety of people and property. The standard has strict regulations on the conductor DC resistance value of cables of different specifications, and shall not be greater than the value specified in the standard. Insulation resistance, finished product voltage test and insulated wire-core voltage test all examine the electrical insulation performance of the cable insulation layer and sheath layer. Insulation resistance is to detect the resistance of the insulating material between two conductors. It should be large enough. To insulation protection. The voltage test of the finished product and the voltage test between the insulated wires not only require the cable to have sufficient insulation capacity, but also require the insulation or sheath material to be uniform, free of impurities, and sufficiently uniform in thickness. There should be no invisible trachoma, pinholes, etc. on the surface, otherwise it will cause Partial breakdown during the withstand voltage test.
Tumblr media
2. Mechanical performance testing It mainly examines the tensile strength and elongation at break of the insulation and sheath plastic materials, including before and after aging, as well as the bending test, bending test, load breaking test, insulation core tear test, Static torsion test, etc. Tensile strength before and after aging, and elongation at break before and after aging are the most important and basic indicators of cable insulation and sheath materials. It is required to be used as a material for cable insulation and sheath, and it must have sufficient tensile strength and not easy to pull. It must have a certain degree of flexibility. Aging refers to the ability of insulation and sheath materials to maintain their original performance under high temperature conditions. Aging should not seriously affect the tensile strength and elongation of the material, which will directly affect the service life of the cable. If the tensile strength and If the elongation at break is unqualified, it is very easy to break the sheath or insulator during the construction and installation of the cable, or the sheath and insulation of the cable used in the light or heat environment are easy to become brittle and break, causing the live conductor to be exposed. Risk of electric shock. In addition, since flexible insulated cables are not fixedly laid, there are repeated pulling and bending in use, so the standard for flexible cables additionally stipulates that dynamic bending tests, bending tests, load breaking tests, and insulated cores should be added to the finished cables. Tearing test, static bending test, etc., to ensure that this cable meets the requirements in actual use. For example, the dynamic torsion test mainly examines whether the twisted wires of the flexible conductor break and reduce the electrical transmission performance when the flexible cable is subjected to external stresses such as mechanical tension and bending, or whether the insulation is pierced and the electrical performance of the insulation is reduced; Being under stress is a test method to determine whether the electrical insulation performance of the cable is affected by deformation or cracking.
Tumblr media
3. Performance test of insulation and sheath materials Including thermal weight loss, thermal shock, high temperature pressure, low temperature bending, low temperature stretching, low temperature impact, flame retardancy and so on. These are to examine the performance of plastic materials for insulation and sheathing. For example, the thermal weight loss test is to detect the degree of degradation and volatilization of the material after 7 days of high temperature aging at 80°C; the thermal shock test is subjected to a special volume after a high temperature of 150°C for 1 hour. Whether the insulation surface of the winding is cracked; high temperature pressure tests the degree of elasticity retention of the insulating material after high temperature and then cooling; all low temperature tests generally refer to the change of its mechanical properties under the condition of -15 ℃. Whether it becomes brittle, easy to crack or break under low temperature environment. In addition, the flame retardant performance of the cable is very important. The test to examine this performance is the non-flame test, that is, the finished cable installed according to the standard is ignited with a special flame for a certain period of time, and the flame is checked after the flame is extinguished. In the case of burning, of course, the less part that is burned, the better, indicating that it has poor combustibility, good flame retardancy and safer.
Tumblr media
4. Sign check The standard requires that the cable packaging should be accompanied by a label or logo indicating the product model, specification, standard number, cable manufacturer name and place of origin. The specifications include rated voltage, core number and nominal conductor cross-section, etc.; the cable surface should be printed with the manufacturer’s name and product model For continuous marking with rated voltage, the distance between the markings should be ≤200mm (insulating surface) or ≤500mm (sheath surface). The content of the markings should be complete, clear and scratch-resistant. This requirement is to facilitate users to understand the cable's model specifications and voltage levels. To prevent laying errors. In addition, the color of the wire insulation core should be the color recommended by the standard, especially the yellow/green two-color core. This kind of wire is generally used in the power cord of electrical products. This special two-color wire is dedicated to grounding. /Green matching standard also has the following provisions: that is, for each length of two-color insulated core, one of the colors should cover at least 30% of the surface of the insulated core, and not more than 70%, and the other color should cover the insulation The rest of the core, that is, the yellow/green color should be basically balanced.
5. Structure size detection Including the thickness, thinnest thickness, overall dimensions of the insulation and sheath of cable. The thickness of the insulation and sheath plays an important role in the strength of the cable and its mechanical properties. Therefore, for cables of different specifications, the standards have strict regulations on the thickness, and the requirements must not be lower than that of the country. Standard value. If the insulation thickness of the cable is too thin, it will seriously affect the safety of the cable. It will bring potential safety hazards such as cable breakdown, exposed conductors and leakage. Of course, the thicker the better, it should not affect the installation. Therefore, the standard sets a requirement for external dimensions Limit this.
Common certification marks 1. CCC certification compulsory certification is a passport to enter the domestic market. 2. CB certification is conducive to the export of electrical products directly related to personal safety that are used in homes, offices, workshops and similar places. Such products are subject to compulsory certification in some countries, that is, only after obtaining the certification certificate of the country. It is allowed to be exported to and sold in the country’s market. Even in countries that do not implement compulsory certification, consumers are willing to buy certified products with certification marks for their own safety. 3.CE certification It is a passport for products to enter the European Union and European Free Trade Zone countries. Products that have been certified and affixed with the CE mark will reduce the risk of selling on the European market: 1) The risk of being detained and investigated by the customs; 2) Risks investigated and dealt with by market supervision agencies; 3) The risk of accusations by peers for competitive purposes.

Tour de France 2019: Geraint Thomas loses time on leader Julian Alaphilippe
Tumblr media Tumblr media
Julian Alaphilippe is the first rider to win two stages of the 2019 Tour de France
Defending champion Geraint Thomas lost time to Tour de France leader Julian Alaphlippe after the Frenchman’s stunning time trial win on stage 13.
Britain’s Thomas had set the fastest mark, only to see last man Alaphilippe finish 14 seconds quicker over the technical 27.2km course in Pau.
Alaphilippe now leads Thomas by one minute 26 seconds heading into an important weekend in the Pyrenees.
“I didn’t really expect that from Alaphilippe,” Thomas told ITV4.
“The way he’s riding, if he can keep that up, he’ll win.”
It was a remarkable effort by Alaphilippe to extend his lead on the 100th anniversary of the introduction of the yellow jersey, with the Deceuninck Quick-Step rider having been expected to lose time to Thomas here.
Alaphilippe, 27, may yet fade on the longer climbs to come when Team Ineos set a high tempo in service of Thomas and Saturday’s summit finish at the famed Tourmalet on stage 14 will be a huge test of his overall credentials.
But this was a clear statement that Alaphilippe, who also won stage three, intends to fight all the way to stay in yellow.
“It’s incredible. I’m really happy. I knew I could do a good performance on such a course but I didn’t think I could win the stage,” he said.
“I pushed my limits and, with the help of the public, I gave everything until the line.”
Stage 14 on Saturday takes the riders 117.5km from Tarbes to the summit of the famous Tourmalet at an altitude of 2,115m.

Geraint Thomas trailed Julian Alaphilippe by one minute and 12 seconds before the start of stage 13
This was still a strong ride by Thomas as he put more time into his other general classification rivals.
The Welshman, who set off second last, beat long-time leader Thomas de Gendt by 22 seconds, with the Belgian finishing third.
“It was OK, just that last bit I didn’t feel like I really did it – when I really wanted to step on it, I didn’t have that last 5% but it’s still a decent ride,” said Thomas.
A tricky course that included two lengthy climbs, a fast descent and a ramp at 17% gradient near the finish improved the overall contenders’ chances of stage victory, particularly with world time trial champion Rohan Dennis having mysteriously abandoned the race on Thursday.
Richie Porte and Thibaut Pinot put in fine rides to limit their losses, while Steven Kruijswijk and Enric Mas moved up to third and fourth respectively after Thomas’ team-mate Egan Bernal had a relatively disappointing day, finishing 22nd.
Britain’s Adam Yates also struggled and dropped from seventh to 10th, while Rigoberto Uran, who finished second in 2017, impressed in finishing fourth on the stage to move up to eighth overall.
Belgium national time trial champion Wout van Aert, who won stage 10, was forced to abandon the race after a heavy crash inside the final 2km.
The 24-year-old clipped a barrier on a tight right-hand bend and was taken to hospital after sustaining a deep cut on his leg.

CLO Credit Ratings Gone Awry
Co-authors Gene Phillips and Mark Adelson wrote the following article, which was published in the Fall 2020 edition of the Journal of Structured Finance (JSF); it is available in its entirety on the JSF's website at this link.
---
The COVID-19 pandemic has had a broad reach, spanning most sectors and industries. This distinguishes it sharply from the mortgage meltdown and the 2008 financial crisis, which were mostly confined to the housing sector and financial institutions, respectively. Collateralized loan obligations (CLOs), which were largely immune to the perils of the mortgage meltdown and the financial crisis due to their diversity among corporate issuers, find themselves exposed by the COVID-19 pandemic.
Rating agencies have been downgrading the speculative-grade loans that support these CLOs en masse: during the four-month period ending June 30, 2020, Moody’s downgraded the ratings of 755 speculative-grade borrowers, a full 31% of the speculative-graderated universe, across a range of industries (Moody’s Investors Service, n.d.). The industry sectors most affected are shown in Exhibit 1.
While the loan-level downgrades continue, the rating agencies are also downgrading the CLOs backed by the loans. Meanwhile, corporate defaults are already on the high end. As of the end of July 2020, S&P reported 98 year-to-date defaults, already surpassing the full-year corporate default tally for 2008, which reached 95 (Serino, Kesh, and Pranshu 2020).
This note focuses primarily on CLO ratings — but there have been oddities in the rating of residential mortgage-backed securities (“MBS”) during the pandemic as well.
While the credit rating agencies are actively downgrading speculative-grade corporate loans and outstanding CLOs backed by these loans, they continue to rate new CLOs at the same time. Their approaches to this tricky proposition, and their communications describing their approaches, give us pause. We find that they are: 1) not being transparent about how they apply their methodologies, 2) either not applying their methodologies or not applying them consistently, and 3) not being consistent in their deviations when they deviate from their official methodologies.
RATINGS DOWNGRADES AND NEW RATINGS
In an inauspicious report of May 2020, titled “How COVID-19 Changed the European CLO Market in 60 Days” (Ryan and Tamburrano 2020), S&P explained that the changes have come “in a sudden and marked way” and that the “wave of negative [corporate loan] rating actions has affected several sectors, geographies, and products.” Strikingly, S&P noted that “[m]arket challenges that existed before COVID-19, including high leverage ratios, EBITDA add-backs, and cov-lite loans, are causing speculation that this may be the perfect storm for CLOs.”
As of early June, Moody’s had placed 1,100 CLO notes on watch for possible downgrade. That amounted to 24% of all CLO notes by count and 7% by balance (Deshpande, Mogunov, and Chatterjee 2020). The rating agency stated, “Moody’s actions today follow the CLO actions Moody’s took on 17 April 2020, and are primarily prompted by a continuing decline in the credit quality of CLO portfolios as a result of economic shocks stemming from the coronavirus pandemic. Since April, the decline in corporate credit has resulted in a significant number of downgrades among the assets underlying some CLOs.”
The downgrading continues, but some of it has been tepid. When downgrading, Moody’s has often opted for only a single notch downgrade. For example, on July 1, Moody’s noted significant collateral deterioration in a CLO called Nassau 2017-II Ltd. The rating agency stated:
Based on Moody’s calculation, the weighted average rating factor (WARF) was 3764 as of June 2020, or 25% worse compared to 3006 reported in the March 2020 trustee report. Moody’s calculation also showed the WARF was failing the test level of 3022 reported in the June 2020 trustee report by 742 points. Moody’s noted that approximately 40% of the CLO’s par was from obligors assigned a negative outlook and 7% from obligors whose ratings are on review for possible downgrade. Additionally, based on Moody’s calculation, the proportion of obligors in the portfolio with Moody’s corporate family or other equivalent ratings of Caa1 or lower (after any adjustments for negative outlook and watchlist for possible downgrade) is approximately 30% as of June 2020 (Aeron and Ham 2020).
Nevertheless, despite significant deterioration, and in the face of a 30% exposure to Caa1 or lowerrated assets, Moody’s downgraded the Class C, Class D, and Class E notes by only a single notch, from A2, Baa3, and Ba3 to A3, Ba1, and B1 respectively. Moody’s affirmed the rating of the Class B at Aa2.
In late July, S&P downgraded 63 CLO tranches by an average of 1.2 rating notches. But 496 tranches across 287 CLOs remained on CreditWatch negative. As shown in Exhibit 2, data on the “S&P CLO Insights 2020 Index” reflected the weakened condition of the deals.
Meanwhile, the performance of CLOs is to a degree based on the vigor with which the rating agencies downgrade the corporate loans. In addition to default events, downgrades themselves can impact a CLO managers’ ability to trade assets, especially once they start to fail collateral-quality tests. With CLOs being so heavily laden with B-rated collateral, even minor downgrades tend to quickly make an impression on their bucket for CCC-rated assets.
LACK OF TRANSPARENCY
The rating agencies’ communications around their ratings actions are confounding. This riddle is no easier to disentangle when visiting the rating agencies’ remarks. They provide only limited clarity about the specifics of how (if at all) they are considering the impact of the COVID-19 pandemic in their rating actions.
When downgrading CLOs, Moody’s mentions that its “analysis has considered the effect of the coronavirus outbreak on the US economy as well as the effects that the announced government measures, put in place to contain the virus, will have on the performance of corporate assets” (Deshpande, Mogunov, and Chatterjee, 2020). But there are no specifics: Moody’s does not explain how. In what ways is Moody’s changing its approach to reflect the analysis it purports to be making? Did the prepayment rate assumptions change? Did the default rate assumptions change? Did the correlation assumptions change? Did the recovery rate assumptions change? Given that Moody’s identifies a largely quantitative methodology article (Kim, et al. 2019) as the “principal methodology” used in the downgrades, it is odd that Moody’s did not express its approach in any way that enables users of ratings to apply the purported considerations within a quantitative framework.
S&P is similarly opaque. When rating new deals and reviewing existing deals, S&P sometimes mentions the pandemic and sometimes does not. For example, in April, S&P never mentioned the effect of COVID-19 on its rating of Deerpath Capital CLO 2020-1 (Kalinauskas, et al. 2020). Moreover, when S&P does discuss the impact of the pandemic, it does so in a nebulous way, which leaves the reader guessing about the particulars of how the rating agency accounts for the pandemic when assigning ratings. When S&P assigned new ratings in May 2020 to notes issued by Guggenheim CLO 2020-1 Ltd, its sole mention of the pandemic was the following boilerplate language:
S&P Global Ratings acknowledges a high degree of uncertainty about the rate of spread and peak of the coronavirus outbreak. Some government authorities estimate the pandemic will peak about midyear, and we are using this assumption in assessing the economic and credit implications. We believe the measures adopted to contain COVID-19 have pushed the global economy into recession (see our macroeconomic and credit updates here: https://ift.tt/2xgUv6g). As the situation evolves, we will update our assumptions and estimates accordingly. (Kalinauskas and Davis 2020).
DEPARTURES AND DEVIATIONS FROM METHODOLOGIES, AND INCONSISTENT APPLICATIONS
Beyond the disappointing lack of transparency, another challenge for investors is that rating agencies appear to be deviating from their published methodologies for assigning and maintaining ratings. Moreover, they deviate in inconsistent ways from one deal to the next.
Example 1. In one telling example (Jiang and Vasudevan 2020), Moody’s downgraded 48 MBS on April 15, 2020. The rating agency identified a mostly-quantitative methodology as the “principle methodology” for the rating actions (Vasudevan, Hannoun-Costa, and Muni 2019). Of note, the principle methodology predates the start of the pandemic.
What was particularly striking about the April 15 rating actions was that Moody’s downgraded all of 48 MBS to the same rating level (Baa3) even though they previously carried ratings at a variety of levels (A3, Baa1 and Baa2). Moody’s did not describe a concrete basis for the Baa3 outcome. Although it explained the need for taking action, it provided no details about why Baa3 was the right rating level for the 48 tranches. The rating agency stated: “Our analysis has considered the increased uncertainty relating to the effect of the coronavirus outbreak on the US economy.” But later in the press release it revealed that it “did not use any models, or loss or cash flow analysis, in its analysis” and that it “did not use any stress scenario simulations in its analysis” (Jiang and Vasudevan 2020). It is difficult to reconcile that statement with others to the effect that 1) a quantitative methodology was used and 2) the analysis considered the increased uncertainty relating to the onset of the pandemic.
In June, Moody’s took action on 415 US MBS, confirming its ratings on 35 of them, while downgrading the other 380 (Rossetti and Vasudevan 2020). The announcement, however, contained no language about Moody’s departing from the application of any models. Instead, the boilerplate verbiage in the announcement stated:
Moody’s estimates expected collateral losses or cash flows using a quantitative tool that takes into account credit enhancement, loss allocation and other structural features, to derive the expected loss for each rated instrument. Moody’s quantitative analysis entails an evaluation of scenarios that stress factors contributing to sensitivity of ratings and take into account the likelihood of severe collateral losses or impaired cash flows. Moody’s weights the impact on the rated instruments based on its assumptions of the likelihood of the events in such scenarios occurring (Rossetti and Vasudevan 2020, emphasis added).
Most interestingly, 47 of the 48 MBS, which had been downgraded to Baa3 in April (without the use of a model), were addressed again in June (Rossetti and Vasudevan 2020), this time ostensibly using a quantitative tool. The results were that the securities received different ratings:
10 MBS maintained their Baa3 ratings upon review with a model.
15 were downgraded to Ba2 (i.e., a further two notch downgrade).
22 were downgraded to B1 (i.e., a further four notch downgrade).
Example 2. In recent surveillance updates on CLO ratings, Fitch appears to be applying new scenarios that are not included in its official methodology. For example, in the updates for Jubilee CLO 2014-XII and Penta CLO 5, the agency explained:
Coronavirus Baseline Scenario Impact: Fitch carried out a sensitivity analysis on the current portfolio to envisage the coronavirus baseline scenario. The agency notched down the ratings for all assets with corporate issuers on Negative Outlook regardless of sector.
∗ ∗ ∗
In addition to the base scenario, Fitch has defined a downside scenario for the coronavirus crisis, whereby all ratings in the ‘B’ category would be downgraded by one notch and recoveries would be lowered by 15% (Kelmer and Brewer 2020a; Segato and Brewer 2020a).
More pointedly, Fitch has been regularly deviating from its model-implied ratings (MIRs) in downgrading CLOs notes. In addition, the deviations have not been consistent.
For example, in reviewing certain European CLOs, Fitch refrained from downgrading tranches for which the MIR indicated a one-notch drop. Where the MIR indicated a two-notch drop, the rating agency either refrained from downgrading[1], or did so by just one notch[2]. In some cases, Fitch explained that the deviations were because the MIR results had been “driven by the back-loaded default timing scenario only” (Choraria and Brewer 2020; Ishidoya and Brewer 2020; Segato and Brewer 2020a, 2020b). In other cases, Fitch asserted that it had deviated from the MIRs because the results did not comport with its view of credit quality and also because the MIRs had been “driven by the rising interest rate scenario only, which is not our immediate expectation” (Kelmer and Brewer 2020a, 2020b).
Fitch made several similar out-of-model adjustments when reviewing the ratings across seven CLOs in late July (Torres and Pak 2020). The rating agency stated:
The class C notes in PSLF 2018-4, Ltd., class B notes in PSLF 2019-4, Ltd., and class B notes in PSLF 2020-1, Ltd. experienced shortfalls in some scenarios and the model-implied ratings (MIRs) of these notes were one notch below their current rating levels. However, Fitch considered the magnitude of these failures as minor and isolated to the back-loaded default timing and rising interest rate scenario that was given less weight in the analysis.
∗ ∗ ∗
In addition, MIRs of the following classes were at least one notch higher than their current ratings based on current portfolio analyses, but were not upgraded in light of the ongoing economic disruption … (Torres and Pak 2020).
In contrast to its surveillance practices, Fitch generally makes no mention of ignoring its model-based outcomes in rating new US CLOs. However, in some cases, Fitch has indicated that it is applying stress scenarios in a way similar (but not identical) to surveillance stress scenarios.
For example, when providing ratings to two newly-issued CLO in July 2020, the rating agency explained:
Fitch has applied two additional stress scenarios to the indicative portfolio that envisage negative rating migration as a result of business disruptions from the coronavirus. The first scenario applies a one-notch downgrade (with a CCC-floor) for all assets in the indicative portfolio with a Negative Rating Outlook.… The second scenario assumes a 5% increase in the indicative portfolio’s PCM rating default rates (RDR) for all rating levels.
∗ ∗ ∗
Fitch added a sensitivity analysis that contemplates a more severe and prolonged economic stress caused by a re-emergence of infections in the major economies, before a halting recovery begins in 2Q21. (See Weiss, Joswiak, and Hughes 2020; Hunter, Lycos, and Hughes 2020, with emphasis added).
The second stress scenario used in rating new deals is entirely absent when performing surveillance. It is unclear whether the downside scenarios are being applied equally, as Fitch has left the specifics undefined.
It is somewhat surprising that Fitch would choose to make manual, ad-hoc, overrides to its model-driven outputs in every pandemic-era CLO surveillance action we found because it could not rely on the results produced using its official methodology. Under such a scenario, it would be easier to understand a basic adjustment to the methodology (and the associated model), so that it provides a reliable result that reflects Fitch’s actual views.
WHY IT ALL MATTERS
Investors and other market participants use credit ratings as signals or indicators of creditworthiness that figure, inter alia, into their processes for valuing securities and allocating capital. Securities can also be interrelated. The ratings awarded to some securities also, as we note above, directly impact the performance of other securities that reference or support them. In order for credit ratings to be useful, they must embody a measure of reliability. One of the key aspects of that reliability is that ratings are produced through a consistent, replicable process: the application of a rating agency’s official methodologies.
The ideas of applying official methodologies to produce ratings and doing so in a consistent manner are prominent features of each rating agency’s code of conduct (Moody’s Investors Service 2020, § 1.3; S&P Global Ratings 2018, § 1.2; Fitch Ratings 2017, § 2.1.3). At least one court has held that statements in a rating agency’s code of conduct constitute “specific assertions of current and ongoing policies” and cannot be dismissed as mere puffery upon which investors cannot reasonably rely, United States v. McGraw Hill (2013). Today, applying official methodologies to produce ratings is explicitly required under US [3] and European [4] law .
Likewise, the rating agencies undertake, in their codes of conduct, to provide clear explanations of the rationale behind each rating action (Moody’s Investors Service 2020, § 3.6(b), (c); S&P Global Ratings 2018, § 4.1; Fitch Ratings 2017, § 4.1.3). That is also required under US [5] and European [6] law.
There are compelling reasons for why rating agencies are required to produce ratings by applying their official methodologies. One reason is that it decreases the potential for an individual analyst or team of analysts to abandon criteria in an effort to win new deals by providing advantageous ratings. Rating agencies might argue that they must have some flexibility to stray from their methodologies. To the extent that such a position is valid (and does not violate a rating agency’s legal obligations), we believe that when a rating agency deviates from its official methodology, it has an obligation to explain the rationale for the deviation and to explain in detail how it arrived at the rating produced with the deviation. Moreover, when deviations become the norm, or when they are inconsistent or poorly articulated, we believe that the rating agencies have gone too far. At times, as shown herein, rating agencies have deviated from their methodologies, but failed to explain the analyses that ensued and how they determined the final ratings that they assigned.
CONCLUSION
In the aftermath of the 2008 financial crisis, the credit rating agencies experienced criticism, private litigation, and government enforcement actions. Enforcement actions in the US were taxing, culminating in f ines of $1.375 billion for S&P and $864 million for Moody’s (US Department of Justice 2015, 2017). The enforcement actions particularly noted that the rating agencies had violated their codes of conduct, which required them to provide objective, independent ratings.
Although the regulatory environment has gotten tougher since the Dodd-Frank Act was signed into law, we remain concerned that rating agencies continue to deviate from their published methodologies whenever it suits them. Based on recent evidence, they appear to view the directive to determine ratings pursuant to their official methodologies and to apply methodologies in a consistent manner as mere suggestions, rather than as mandatory rules.

UNIVERSITY OF NORTHERN PHILIPPINES
 About us
HISTORY OF UNIVERSITY OF NORTHERN PHILIPPINES (UNP)

First, apologies for the long wait for this review (or any update). The reason is simple: I’ve been having trouble accessing my blog for the last week or so, and it’s been (finally) solved today.
This review unit was sent to me courtesy of Probox2, so thank you (again) very much, and especially Wilson, for the help and support!
Probox2 EX+ was one of the first boxes I reviewed, as well as being one of the best and most stable of the bunch. So I was glad to find out they’ve joined the “updated” group of manufacturers and came out with the new Z Kodi TV Box that employs the Amlogic S905 CPU.
What’s in the Box?
As can be seen both in the unboxing video and the photo below, the package is pretty standard, a DC power adapter, standard HDMI 2.0 cable, a IR remote control and Quick guide. It’s really all you need to use this device efficiently – aside from a digital screen.
Looks
The Probox2 Z is made of black plastic and comes in a matte finish. The box is quite light and simple, with an embossed logo of the manufacturer on its top. There is no external antenna, but there is a blue round indication LED on the front of the box. The port selection is quite basic with (only) 2 USB 2.0 ports on offer, a Gigabit LAN port, and a TF (Micro-SD) expansion slot .
Specifications

Benchmarks and Testing
All benchmarks have been repeated 3 times and results have been averaged to give a more accurate reading:
Antutu Benchmark
The Antutu benchmark tests single core performance over multi-core as it is a better indication of the performance of one device over others in most situations. The position in each graphs paints a somewhat mixed picture, as in the newer 6.0.1 version, the Z is in one of the last places (even among the S905 boxes), and in the older 5.7.3 version, it takes a middle placement. The (somewhat) more demanding 6.0.1 version may be too taxing for the new box, but this may change with time and new firmware updates.
GPU Mark Benchmark
GPU Mark tests 3d gaming performance and also provides a normalized score according to the used screen resolution (for a more accurate result). The test is quite short and should be taken as a supporting result to that of the more serious 3D Mark benchmark. We can see GPUMark also places the Z in one of the last places, so 3d gaming/apps may prove demanding for this box.
A1 SD Benchmark
A1 SD Benchmark tests RAM and flash memory speeds. As can be seen in the provided graphs, RAM is much faster (by a factor of about 40) than flash memory – that is why it’s in smaller amount and is also volatile (does not keep its contents after a reboot). The results here shows that the RAM/storage controller does not shine and the results are (again) among the lowest in the test. This can and does affect general performance as the included RAM amount is low to begin with.
PC Mark Benchmark
The PC Mark benchmark test suite gives a more task/day oriented picture of performance. Things like photo editing, web browsing and video playback are tested. The results of PC Mark are average which is quite good, considering the low scores the Z box got in the memory tests above.
3D Mark Benchmark
3D Mark benchmark is considered as one of the best ways to test 3d performance on Android (and other platforms). The score is consistent with the GPU Mark and Antutu scores from before. This box can be used for casual gaming, but it will struggle to produce decent frame rate in 3d heavy games.
Video Playback testing (Using KODI)
Resolution Video Format Local Playback Network (Wi-Fi/LAN) Playback 720p (1280*720) AVC ([email protected]) Playing correctly Playing correctly 1080P (1920*1080) AVC (High@L4) Playing correctly Playing correctly 4K/UHD (4096*2304) AVC ([email protected]) *Playing correctly Buffering  and stutter 2160P (3840*2160) HEVC (H.265) *Playing correctly Mixed. Some Buffering 4K TS HEVC files HEVC (H.265) 10Bit Playing correctly Mixed. Crashes/Buffering
Local (SD card) Playback: Most of the files played correctly locally. However, some (AVC/H.264) files showed Kodi beta issues – The audio starts while the screen is black, and only by bringing up the info overlay (clicking “okay” or middle button on the remote), the video shows.
Local Network Playback: Z had issues with local network playback of heavy files. Standard Mpeg 4 (H.264) 4K files would either play with buffering after a while, jitters, and/or stutter. One of the 10 Bit TS test files not only would refuse to play, but actually crash Kodi. That is true only for network files playback. However, it shows firmware instability, and broken multi-tasking. Even with the modest hardware specs, it is possible to achieve stable and sustained video playback over the network – at least for AVC (H.264) files. And crashes are not acceptable.
* I also noticed, that when Kodi was updating the library, it would affect heavy playback both off the network and locally, to the point that stuttering and even crashing occurs. This is what I meant by broken multi-tasking. I did not notice this in most of the other S905 boxes I tested. Even the cheapest ones. This is an urgent issue to correct.
All these issues seems to be correctable, as the video compatibility rating for this box is one of the highest (if not the highest) I seen – according to Antutu Video tester.
Issues and bugs
10 mb bug is still here. Probox2 maintains that it does not happen in all cases. They’ve tested a 2 TB drive and reported that it appears and works fine. However, I have tested with my own 1.5 TB which appears fine in non-s905 (or firmware fixed s905) devices and it shows as 10 mb, and does not allow copying of large files.
I experienced some jerkiness in two out of the three games (Angry Birds 2, and Asphalt 8) – both in menus and in-game. The jerkiness affected video, but not audio.
I also noticed delays in certain applications. In Kodi, some plug-ins would take very long to load. And in games using Google play games services, it would take long minutes to connect to the service, even though the bug that crashes Google play games is fixed.
The Kodi issues mentioned in the Kodi testing section above. Kodi crashes, video delays to start while audio begins, and bad local network playback performance. These are unacceptable in a commercial box – even though they apply to the heaviest files (4K/UHD) files mostly.
Network performance
Network performance has been tested using Speedtest.net Internet speed measuring app, in WiFi and in Wired mode. My Internet connection is 200 Mbit Symmetric Fibre connection. Performance is average-low for WiFi (only N standard is supported), but quite good for Wired connection:
WiFi (2.4 GHz)
Wired over power line
Gaming performance
I use an application called “GameBench” to measure frame rate and resource usage in games. However, since this box is brand new, and does not have a working root solution, my impressions are just descriptive and not measured:
Asphalt 8 Airborne – a 3d graphic intensive racing game. The game run fine, but not completely smooth. Loading screens were swift, but the during gameplay I experienced a small amount of jerkiness.
Angry Birds 2 – a popular 2d action game. Runs smoothly most of the time, with bits of slowdown both in-game and in menus. GameBench was unable to measure in-game performance, as it crashed once the game loaded and switched from the menu. The resource usage below is just for general indication.
Walking War Robots – an online robot warfare game that requires a game-pad (I don’t have a game-pad). Mostly smooth sailing, with very little to un-noticeable slower frame rate at times.
Conclusions
Did I like it? So So. I experienced too much instability in Kodi (be aware that I tested it with Kodi Jarvis Beta 5), and it must be corrected before it can become popular. However, the Z works well most of the time, with videos up to (and including) 1080p. The box also comes pre-rooted.
Would I recommend it? Not at this stage, unless you’re willing to experiment and wait for the next firmware. The Z needs to go through at least one more firmware update to improve stability. It is one of the cheapest S905 boxes out there, and once Probox2 fix some of the urgent issues, it will be one of the stronger contenders.
So you’d like to buy this box? You can find it here: PROBOX2 Z ANDROID TV BOX, 64BIT QUAD CORE CPU + 4K DECODING, S905 + GIGALAN + ANDROID 5.1 + KODI for a mere 60 USD!

Deepcool DQ750-M Closer Look & Performance
The packaging of the Deepcool DQ750-M power supply is quite standard for a power supply. On the box is information about the model number along with an image depicting the unit inside. In this case, it’s a white 750W power supply which is what it should be. The bulk of the box is black with a mint green trim which includes a list of features including the 80PLUS gold efficiency rating.
Taking a closer look at the Deepcool Gamer Storm DQ750-M itself, it has a very nice finish. The crisp white finish looks exquisite and is bound to turn some heads as white power supplies are quite rare. The DQ750-M 750W power supply is cooled by a single 12cm Deepcool DF12025 can which has white fan blades to fit in with the overall design of the unit.
On the top panel Deepcool has put a sticker in the centre which resembles the same design as on the box; mint green strip with information and a black background. The exhaust panel has a power input and a simple power on and off switch. Unlike most power supplies, Deepcool has used a cool and unique vent design. The Deepcool Gamer Storm DQ750-M also has a fully modular design.
Accompanying the DQ750-M is a set of flat ribboned black modular cables. The exact layout, content and type of cable are listed above in the diagram which handily includes the length of the cables too. The flat nature of the cables themselves makes them perfect for use in cases which room is short for cable management.
Since we don’t currently have access to an ATE load tester, a multimeter is used to show each of the power supplies performance on the 3.3v, 5v, and 12v rails. Although we can’t do full load tests, we can provide relative information regarding variance and fluctuation of current and ripple on the rails which is integral and indicative of quality in a power supply.
To perform the above tests, the components and methodology were as follows:
Intel Core i7-7820X @ Stock ASUS X299 TUF Mark 1 ZOTAC GTX 1060 – Power limit set to the maximum Crucial (2x8gb) 32GB DDR4 Ballistix Elite 3000MHz 1 x 525GB Crucial MX300 SSDs
Voltages will be monitored via a multimeter and the AC power draw will be monitored via a power monitor when drawn from the wall. For the idle test, the system will be simply booted up and let to run into windows and after 5 minutes when the power draw has levelled out, the readings will be taken.
To load and apply power to the power supply, a combination of IBT and Furmark will be run to put as much strain on the power supply as possible. After 10 minutes the readings will be taken and to ensure maximum strain, the CPU will be overclocked to 4.8GHz. Depending on the power of the power supply, multiple graphics cards could be used in line with how comfortable I feel that the power supply will cope with such a load. In the case of this unit, the GTX 1060 doesn’t support SLI. We will endeavour to improve our testing methods over 2018 though!
ATX themselves specify that a fluctuation and variable of 5% is acceptable so to number crunch it means that:
3.3V = 3.135V-3.465V is acceptable 5V = 4.75V-5.25V is acceptable 12V = 11.4V – 12.6V is acceptable.
Any readings outside of these figures will be an automatic fail.
Idle 3.3V = 3.21v 5V = 5.12v  12V = 12.21v
  Load 3.3V = 3.33v 5V = 5.09v 12V = 12.17v
Performance of the Deepcool DQ750-M was more than adequate and expected from a unit of this quality. The OEM of choice is CWT (Channel Well Technology) and is a good OEM and very well known in the industry. No complaints from us here…
The Deepcool DQ750-M Review: The Verdict
The Deepcool DQ750-M is unique that it’s white in colour and looks good too. It’s hard to distinguish between different power supplies other than colour, but Deepcool does a fantastic job of doing this in an underpopulated white power supply market. The DQ750-M is the updated model of the previous DQ750 range and the M stands for ‘modular’. It’s now time to give our verdict and share our opinion on whether or not the DQ750-M is worth the $109.99 asking price!
What’s hot:
The white finish is great to look at
Backed by a solid 10-year warranty
Fully modular design
Solid build quality
What’s not:
Quite a high price compared to other models on the market
Although there’s a lot of competition in the $100 to $120 price point, Deepcool has done a good job to make the DQ750-M stand out from the crowd. The white finish on this power supply looks great and if you’re looking for a white power supply and 750W of power is ample for your needs, this is the unit to get. It’s backed by a full 10-year warranty and with an 80PLUS Gold efficiency rating, it’s hard to fault it. The inclusion of space saving flat ribboned cables makes the Gamer Storm DQ750-M one hell of a good option for the price!
Thanks to Deepcool for sending a sample of the Gamer Storm DQ750-M in for review.

Why I’d shun the Sound Energy share price and buy this growth-plus-dividend stock instead
Sound Energy (LSE: SOU) shares have lost more than 50% since a mid-2017 peak, but could they be set for a rebound?
The Morocco-focused oil explorer revealed a new basin model of Eastern Morocco Portfolio targets at the end of June, which prompted exploration director Brian Mitchener to say: “We expect this new oil play to be the target of our forthcoming third exploration well. In addition, this basin model significantly derisks the charge available to our individual prospects.“
Further, at year-end at 31 December 2017, the company reported a cash balance of £21.2m, which looked healthy enough, and this month reported a successful new $15m placing.
The company is sitting on some tempting looking oil prospects and investors seem to be happy to pony up the cash needed to get them pumping. So why would I avoid the shares?
How risky?
I’m minded of UK Oil & Gas, whose shares hit the buffers when early flow tests proved disappointing. I do actually have high hopes for UKOG, but it highlights the big risk faced by oil explorers in their early days.
In 2017, Sound Energy recorded a total loss of £34.1m, though £21.8m of that was from discontinued operations, and losses are expected to continue for a few years yet. There’s no guarantee that its assets will live up to the optimism, and how much more cash will be needed and how much dilution that will bring is anybody’s guess. It’s way too risky for me.
Steady growth
Turning to a very different company, but one which has been a pretty successful growth investment, I was impressed by the latest update from Computacenter (LSE: CCC).
In its second quarter update, the provider of IT infrastructure services told us it has enjoyed a “strong start to the year” and that it believes its full-year results “will now be comfortably in excess of its previous expectations set out in the Q1 trading update.“
Its supply chain business has been doing well, especially in Germany.
Existing forecasts suggest a 6% rise in earnings per share for this year, which would have put the shares on a forward P/E of 20. Perhaps stretching? Well, we’ve been seeing steady year-on-year growth that has taken EPS from 43.7p in 2013 to 65.9p last year, and I reckon that warrants a premium valuation. And new forecasts should improve the outlook.
Cash too
On top of that, Computacenter has been pursuing a progressive dividend policy, with its annual payment rising from 17.5p per share to 26.1p over the same period, and that’s expected to reach 29p by 2019.
You might not be too impressed by predicted yields of only around 2%, but the key thing for me is that dividends have been pushing well ahead of inflation. They should also be covered around two and a half times by earnings. Oh, and Computacenter has oodles of cash.
And that is really what I look for in a long-term dividend stock. High yields today are very valuable, but tomorrow’s cash cows can bring some long-term stability to your portfolio.
With the shares having put on 160% over five years, those who bought back in 2013 at around 600p will have locked in an effective 2018 dividend yield of 4.6% on their purchase price. I reckon there’s more to come.
