The US has accused Russia of deploying chemical weapons as a "method of warfare" in Ukraine, in violation of international laws banning their use.

State department officials said Russia used the choking agent chloropicrin to win "battlefield gains" over Ukraine.

The allegations, which US officials said were not an "isolated" incident, would contravene the Chemical Weapons Convention (CWC), which Russia signed.

The Kremlin rejected the accusations, calling them "baseless".

Spokesman Dmitry Peskov told reporters in Moscow that Russia stood by its obligations under the CWC, which prohibits states from developing or acquiring new weapons. Some 193 states have ratified the convention.

The Organisation for the Prohibition of Chemical Weapons (OPCW), a global watchdog that oversees implementation of the CWC, says a chemical weapon is a substance used to cause intentional death or harm through its toxic properties.

Chloropicrin - which the US says Russia has used to "dislodge Ukrainian forces from fortified positions" - is an oily substance which was widely used during World War One. It causes irritation of the lungs, eyes and skin and can cause vomiting, nausea and diarrhoea, according to the US Centre for Disease Control (CDC).

The chemical's use in war is expressly banned under the CWC, and is listed as a choking agent by the OPCW.

The state department also said Moscow had regularly used "riot control agents," or tear gas, during the war.

President Joe Biden has previously warned Russia against deploying chemical weapons in Ukraine. In March 2022, weeks after Moscow launched its invasion, Mr Biden vowed that President Vladimir Putin would pay a "severe price" if he did authorise the use of chemical weapons.

"We would respond if he uses it. The nature of the response would depend on the nature of the use," Mr Biden said.

But there have been consistent reports that Moscow has ignored that warning. US Assistant Secretary for Arms Control Mallory Stewart has previously said Russia was using riot control agents in the conflict.

And Ukraine says its troops have faced mounting chemical attacks in recent months. The Reuters news agency reported earlier this year that Russian forces had used grenades loaded with CS and CN tear gases.

The report added that at least 500 Ukrainian soldiers have been treated for exposure to toxic gases, and that one had died after suffocating on tear gas.

Three Russian bodies linked to the country's biological and chemical weapons programme were sanctioned by the state department for their links to the production of chemical agents. Other firms that contributed to the government entities were also sanctioned.

In 2017, the OPCW said Russia had destroyed the last of its Cold War-era stockpile of the weapons, as required under the CWC.

But Moscow has since been accused of making incomplete declarations of its stockpile, according to the UK's House of Commons library.

Since 2017, Russia has been accused of at least two chemical attacks - the Salisbury attack on a former Soviet intelligence officer and the 2020 poisoning of the late Russian opposition leader Alexei Navalny.

The allegations come as part of a broader tranche of US sanctions which targeted 30 individuals, including three people officials say were involved in Navalny's death.

The men are all officials at the Siberian prison colony where the opposition activist died earlier this year. Russia denies involvement in the opposition leader's death. Navalny's widow has accused President Putin of killing him.

Meanwhile, Russian forces in eastern Ukraine have continued their steady advance ahead of Victory Day celebrations on 9 May - the holiday commemorating Soviet victory in World War Two.

Much of the fighting has been taking place around Chasiv Yar, a Kyiv-controlled stronghold which Russia has been trying to reach after seizing the city of Avdiivka. It is thought Moscow wants to seize the town ahead of next week's celebrations.

It comes as President Volodymyr Zelensky dismissed the head of Ukraine's Security Service's (SBU) cyber-security department, Illya Vityuk, amid allegations that he tried to use his position to punish a Ukrainian journalist who had reported on allegations of corruption against him.

The reporter was subsequently summoned to a military recruitment centre, prompting military chief Col Gen Oleksandr Syrskyi to launch an investigation.

Elsewhere, Human Rights Watch - a non-governmental organisation - has called for a war crimes investigation after it unearthed evidence that Russian forces executed over a dozen surrendering Ukrainian troops. The events allegedly occurred between December 2023 and February 2024, the body said in a statement.

22 years ago today , the World Wrestling Federation was changed to World Wrestling Entertainment. It was named the World Wide Wrestling Federation ( WWWF ) after being known as the Capitol Wrestling Corporation ( CWC). This was the name of the promotion in 1953. However , it was renamed the World Wide Wrestling Federation in 1963. Thus, being renamed to the World Wrestling Federation in 1979. The promotion was originally owned by Vincent ‘ Vince ’ J. McMahon , the father of former WWE owner , Vincent ‘ Vince ’ K. McMahon Jr. In 1982 , Vince bought the WWWF from his father and built it into a worldwide entertainment phenomenon.

McMahon’s idea of the WWF being a global phenomenon, Wrestlemania was introduced in 1985. This Pay-Per-View was a cross between professional wrestling and the entertainment industry. This became known as the ‘ Rock & Wrestling Connection’. Celebrities such as Mr.T , Liberace, Muhammad Ali, and Cyndi Lauper all took part in the show.

McMahon had a much bigger challenge in the 1990s. He had a fierce rivalry going with Ted Turner ‘s promotion, World Championship Wrestling ( WCW). This era became known as ‘ The Monday Night Wars ’. McMahon had a strategy to get edgier content out to boost the ratings to defeat WCW ‘s ‘ Monday Nitro ’. This period of WWE was known as ‘ The Attitude Era ’.

In 2002, the WWF was rebranded to WWE after McMahon was sued by the World Wildlife Fund over naming rights. McMahon kept creating ways to keep making WWE the world’s top wrestling promotion.

Nevertheless in 2019, a new wrestling promotion was launched to compete with McMahon’s WWE. This promotion is known as All Elite Wrestling ( AEW). The promotion was started by the owners of the NFL football team, Jacksonville Jaguars , Shahid and Tony Khan along with wrestlers, Matthew and Nicholas Jackson ( The Young Bucks) , Kenny Omega, Cody Rhodes , who would return to WWE in 2022. McMahon’s Son In Law , Paul ‘ Triple H ’ Levesque , and daughter Stephanie , would run WWE alongside him in order to help get ratings up against AEW.

In 2023 , WWE would be taken over by the Endeavor/TKO group. This company also owns the Ultimate Fighting Championship ( UFC). Owner Ari Emmanuel placed Levesque in charge of WWE creative , removing McMahon from the company.

My Final Thoughts:

I know that Vince McMahon has done some terrible things , but, he shaped professional wrestling as we all know it. How the world failed Chris-chan - a followup

A year ago today, I published How the world failed Chris-chan as an analysis post following CWC’s arrest on incest charges. Currently, despite outrageous rumours of CWC apparently escaping custody, CWC is still in custody on yet another continuance until next year (there have been numerous continuances over the past year). Unfortunately, because the case has been sealed and the CWCki is (at the time of this post) down following a DDoS attack on the Kiwi Farms, chances are we won’t get any further details for a while.

I’ve noticed the post getting sporadic likes over the past year, which I really appreciate, because it inspired me to do this quick followup post. Looking back, although my prediction of CWC being found guilty in September last year obviously turned out to be wrong, much of what I said in the post is still somewhat correct given the discussion that pops up every now and again when CWC trends on Twitter.

Something I’ve noticed is how people were so shocked at how the events unfolded at the time that they wanted to disassociate themselves from CWC, but then gradually, they became more comfortable reassociating with CWC and/or Sonichu, particularly given what was written in the letters that CWC sent to people from jail. Geno Samuel delayed Part 60 of his documentary for a few months and Sonichu fanartists (some who were white knights/enablers of CWC) decided to “reclaim Sonichu” and continue their fan projects without the involvement of CWC or featuring Chris-chan Sonichu.

I’ll admit that I was in that camp of people struggling about what to do with their Sonichu fanprojects when the scandal came out. At the time, my plans for Soulbound Series 4 were pretty much set in stone, plus “CWC’s” involvement in it was central to the endgame, so nothing changed on that aspect. I was going to feature “CWC” early on in my version of Kamen Rider Zi-O as Another OOO, but I decided against it when the scandal came out. However, by the end of the series, I had no qualms featuring “CWC” because of what he said about his mother and I was looking for filler content anyway.

Speaking of CWC’s mother, Barbara, one of the more astonishing things I saw in the recent letters was how CWC was willing to throw Barbara under the bus and evict her from her home just so he could go back there eventually. CWC was basically close enough to calling Barbara a bitch and disowning her without actually disowning her. This just goes to show how much CWC failed themselves more than Barbara or anyone else.

Anyway, look forward to when I cover Sonichu content in the Soulbound series for Kisekae Insights. Hopefully, it’ll be more interesting than continuing to speculate on what happens next.

Doctor Who 2022 Easter Special Review: Legend of the Sea Devils

So it’s been a little while since the boring slogfest that was the 2022 New Year Special, Eve of the Daleks. Let’s take a look into the 2022 Easter Special and see if it is a little breath of fresh air in a polluted landscape.

This episode is another first for Asian representation in a while outside of my personal project fanfiction, with Chinese pirates being the focus of this episode which is also directed by Chinese director Haolu Wang. This episode is also another episode to not be solely written by Chris Chibnall as it was co-written by Ella Road, so it’ll be nice to see how it differs from Chibnall’s notable episodes.

My spoiler-free thought for this episode comes in the form of a song which I’ve been dying to use when I heard that Madam Ching would be featured in this episode:

The Sea Princesses Iceberg Part 2: Adventures in horny jail

Well, some real developments have happened since I posted the first part of the Sea Princesses Iceberg. Aside from posting the wallpapers, releasing the Brazilian Portuguese dub and stating my intentions to refresh my translations and reviews, two YouTubers I mentioned in the first part reciprocated my mention, namely MJZD Gaming and Liamasterink, the latter of whom made the iceberg video that inspired said post and also got me wanting to give my own take on it. Now I have no reason to delay writing the second part any longer. By the way, I’ve also seen myself being mentioned in their comment sections, so thanks for the shoutouts and acknowledgments.

Without any further ado, here is the video:

Before I go on, I want to talk a little bit about how production of the video has changed since the first part. Liam now represents himself with a picture of his channel logo on Hugo’s head and the video also adds two text-to-speech narrators (as if he wasn’t using one already) to represent Marli and Marcello. This comes after he did a similar thing in a video representing a kind of “rap battle” between Marli and Delfi (after a 7-minute prelude, no less). At least the auto-transcription is working on the second part so it’s not killing me this time.

The Koei Tecmo New Normal Copium

Ten years ago, on 20 March 2012, Koei Tecmo released Warriors Orochi 3 in the West without English dubbing. That day marked the start of Koei Tecmo’s disgrace to the Western fanbase and English dub fans in particular. People are probably going to gaslight me for this given that I’m talking about the whole of Koei Tecmo’s Western fanbase, but I say this because over the next decade, that disgrace continued to the point where they didn’t just cut corners in localisation, they cut corners in their games as well and by the time Dynasty Warriors 9 came out on 13 February 2018, the apathy set in and I had lost all optimism that Koei Tecmo would properly localise or dub their games again.

In the past two years, the term “new normal” has been used to describe how people around the world would live their lives as a result of the coronavirus pandemic, but recently, I realised that Koei Tecmo not dubbing their games has been their “new normal” for the past decade. In short, they thought the fans were fine with it, so they just carried on with that for future games, without taking other opinions into consideration. Am I the only one who’s starting to think that democracy as we know it is flawed?

Anyway, I already said as much when I said that I would be leaving the Koei Tecmo fandom in my post about Dynasty Warriors 9. As a result, I wouldn’t have gone to the effort of making this post in normal circumstances, so why did I do it? It’s because I’ve decided to return to the Koei Tecmo fandom on my own terms. This post is the end result of the Koei Tecmo fanbase huffing the new normal copium and my analysis of Koei Tecmo as a business over the past decade. My upcoming plans for Koei Tecmo content have already been covered in a separate post if you’re not interested in this one.

Water Scarcity in India

How to define water scarcity

The average annual water availability of any region or country is largely dependent upon hydro-meteorological and geological factors.

However, water availability per person is dependent on population of a country.

The per capita water availability in the country is reducing due to increase in population.

The annual per-capita water availability of less than 1700 cubic meters is considered as water stressed condition.

Water scarcity in India

Based on the study of “Reassessment of Water Availability in India using Space Inputs” (CWC, 2019), the average annual per capita water availability for year 2031 has been assessed as 1367 cubic meters.

As per Dynamic Ground Water Resource Assessment 2022, out of the total 7089 assessment units (Block/Taluks/ Mandals/watersheds/Firkas) in the country, 1006 units in 16 States/UTs have been categorized as ‘Over-exploited’ where the Annual Ground Water Extraction is more than Annual Extractable Ground Water Resource.

260 units have been categorized as ‘Critical’, 885 units as ‘Semi- critical’, 4780 units as ‘Safe’ and 158 units as ‘Saline’.

Legal Provisions

Water being a State subject, steps for augmentation, conservation and efficient management of water resources are primarily undertaken by the respective State Governments.

In order to supplement the efforts of the State Governments, Central Government provides technical and financial assistance to them through various schemes and programmes.

Measures to reduce Water Scarcity

Atal Bhujal Yojana:

Atal Bhujal Yojana, is a World Bank aided Central Sector Scheme of the Government of India with an outlay of Rs 6000 crore.

It is being implemented with a focus on community participation and demand side interventions for sustainable ground water management in identified water stressed areas.

The scheme is being taken up in seven states, viz. Haryana, Gujarat, Karnataka, Madhya Pradesh, Maharashtra, Rajasthan and Uttar Pradesh through active participation of the communities in the participating States.

The various activities under the scheme include monitoring and disseminating ground water data, water budgeting, preparation of Gram-Panchayat wise Water Security Plans & their implementation through convergence of ongoing schemes and IEC activities related to sustainable ground water management.

Pradhan Mantri Krishi Sinchayee Yojna (PMKSY):

To ensure optimum utilization of water, Government of India has been implementing Pradhan Mantri Krishi Sinchayee Yojna (PMKSY) from 2015–16 onwards.

Under PMKSY-Accelerated Irrigation Benefit Programme (AIBP), 99 ongoing major/medium irrigation projects were prioritized during 2016–17, in consultation with States out of which AIBP works of 50 prioritized projects have been reported to be completed.

The Command Area Development and Water Management (CADWM) Programme has been brought under PMKSY — Har Khet Ko Pani from 2015–16 onwards.

The main objective of taking up CAD works is to enhance utilisation of irrigation potential created, and improve agriculture production on a sustainable basis through Participatory Irrigation Management (PIM).

Jal Jeevan Mission (JJM)

Government of India, in partnership with State, is implementing Jal Jeevan Mission (JJM) to make provision of tap water supply to every rural household of the country by 2024.

As per the Operational Guidelines for the implementation of JJM, States / UTs have been entrusted with the responsibilities to prepare ‘State Action plan.’

These includes developing of strategies for state-wide rejuvenation and cleaning of village water bodies/traditional water harvesting structures, grey water treatment and reuse.

As such, protection and preservation of water bodies will be helpful in achieving drinking water security

AMRUT 2.0

Government of India has launched AMRUT 2.0 on 1st October, 2021, covering all the statutory towns of the country to ensure universal coverage of water supply & make cities ‘water secure’.

It envisages rejuvenation of water bodies, urban aquifer management, promote recycle & reuse and rainwater harvesting to augment freshwater resources.

The Aquifer Management Plan will also be prepared to focus on maintaining positive groundwater balance in urban aquifer systems.

Bureau of Water Use Efficiency (BWUE)

The Bureau of Water Use Efficiency (BWUE) has been set up for promotion, regulation and control of efficient use of water in irrigation, industrial and domestic sector.

The Bureau will be a facilitator for promotion of improving water use efficiency across various sectors namely irrigation, drinking water supply, power generation, industries, etc. in the country.

Mission Amrit Sarovar

The Mission Amrit Sarovar was launched on National Panchayati Raj Day on 24th April, 2022 as a part of celebration of Azadi ka Amrit Mahotsav with an objective to conserve water for future.

The Mission is aimed at developing and rejuvenating 75 water bodies in each district of the country.

Jal Shakti Abhiyan: Catch the Rain” (JSA:CTR) — 2022

Jal Shakti Abhiyan: Catch the Rain” (JSA:CTR) — 2022 campaign, the third in the series of JSAs, has been launched on 29.3.2022 to cover all the blocks of all districts (rural as well as urban areas) across the country.

The focused interventions of the campaign include

water conservation and rainwater harvesting

enumerating, geo-tagging & making inventory of all water bodies; preparation of scientific plans for water conservation based on it

Setting up of Jal Shakti Kendras in all districts

intensive afforestation and

awareness generation.
