I have reprised my DS9 rewatch, and now that I've rewatched the "Julian Bashir got replaced and no one noticed" episode, can I say that... it makes sense that no one noticed?
When you look at him, Julian doesn't seem to have that many friends, and the people who know him best all have their hands full by the time we reach the switch.
Leeta broke up with him, and as far as I can tell he hasn't had a steady relationship after that. Leeta probably could've noticed, but it's doubtful that they would spend much time together now that they've moved on.
Jadzia is just entering the long phase relationship with Worf and probably spending less time with Julian as a result. Plus, she was the primary target of Julian's more... aggressively immature behaviour for years, and she certainly isn't going to complain if he's respecting her spaces more and bringing sandwiches to the Promenade.
Miles has the new baby to look after, which means a lot of nights up and a lot less LARPing with his buddy. When they do go out together, Miles would still be tired and distracted enough that he wouldn't notice if Julian's behaviour is slightly off, he would only notice how helpful and easy to get along with Julian is becoming and isn't that nice?
This leaves Garak, who is a paranoid bastard who regularly engaged with Julian in philosophical debates, something that I would imagine is particularly hard to fake well. Except, this is not season 3, this is after Garak tried to blow up the Changeling planet while Julian was still standing on it. If they've resumed their book club recently, as I assume they did, it would probably be awkward and tentative, and then Ziyal began coming too and that's just enough changed circumstances that Garak wouldn't question any changes in Julian's behaviour.
As for the other characters, they don't seem to be close enough to Julian to realise that something may be off.
So this leaves... no one. Julian doesn't seem to have close family, he has no romantic relationships going on, his co-workers don't seem to know him all that well, and his closer friends all have other things going on.
Someone please give this poor man a hug

Me when I finally get to the Star Trek: Deep Space 9 finale and the first thing I want to do is comfort read all the Post-Canon Cardassia and "fix-it" fics to see some justice done to my boys. Amongst several (and I mean SEVERAL) gripes for the writing direction of S7 wwwwwhat in the god awful milque-toàst "Siddig don't even look at Robinson" goodbye lol maybe forever send-off wWWWAASSS THAT. WHAT WAS THATTTtttsgdhslalkk
I love DS9 but many, MANY of the writing choices for how arcs got wrapped up were NOT it. I might read *all* the post canon fix-its tbh, I mean goddamn even Brunt deserved better

In the special features for Star Trek, the producers and writers often refer to Trek as a "period piece" in the same vein as Jane Austen or Bonanza, just set in the future instead of the past.
With this in mind, 90's Trek had very distinctive language usage. It is formal, even stilted at times, but it comes off as erudite and evolved. Even Patrick Stewart has commented how he could always tell when Star Trek was on TV because he'd hear the dialogue and recognize that distinctive formalness.
From a narrative perspective, this choice falls in line with the whole "humanity has evolved" theme. But from a technical writing standpoint, it seems to have served a much more important purpose of setting the time period by scrubbing the dialogue of any time-stamped, current slang.
So in this future universe setting, casual, current language (such as F bombs) would be akin to one of us using slang from the 1600's. It's jarring not because it's crass (for some it is), but because it cracks the suspension of disbelief that what we are watching is set in different time period because they are using our language, not theirs.
I apologize for the massive run up to this question (maybe I've completely missed the mark with my musings) but what were the instructions you were given that gave DS9's dialogue that "period piece" feel?
Good observations regarding language use in Star Trek.
There were no specific instructions on how to write "proper" Star Trek dialogue. It was mostly learning by doing. But we adhered to the same unwritten rules as TNG, and that could be gleaned from reading scripts and watching episodes. Once I started on the job, a few things became quickly apparent to me:
Avoid slang.
Avoid religious expressions.
Generally, dialogue between Starfleet characters should be respectful (or even warm), slightly formal, and thoughtful.
Playful is fine, but not too goofy.
Use metric units.
Most aliens don't use contractions or use them minimally.
There are probably plenty more that I learned (and adhered to) unconsciously, but those were the ones that jump out in memory.

Things that are going to happen in 2024 according to Star Trek:
1) the absolutely giant homeless-population of the USA (or was is just New York? Idk, I‘m from Europe) is going to start a civil-war fighting against the upper class and police.
2) Ireland is going to get united
