                          Study Abroad & Your Career Will Thank You
In November 2010, on a cold wintry morning I was standing on an anchorage on the Magellan Strait in Punta Arenas about to board a German research vessel. There was nervous excitement in the air as I walked towards the ship. The heavy gusts of wind, the overcast sky, the smell of the briny strait and the stench of decaying seaweed brought about an uneasy calm in me, much like before a storm. Among all the thoughts running through my head of what the next three months will bring forth, I was most excited of the icebergs that my colleagues and I will encounter on my way to Antarctica passing through the stormy Southern Ocean on the R/V Polarstern.
I had felt the same nervous excitement, in August 2004, waiting to board my Lufthansa flight from Delhi that will take to study abroad in for Germany at the Jacobs University Bremen. The anxious tinge on my face and the edgy beating of my heart was not because this would be my first time traveling abroad, but rather I was traveling alone without my family members accompanying me. All the communications with the university was through email. My host family, who I have never had a word before or even know their name or what they look like, would have received me at the airport in Bremen. All the arrangements seem very un-Indian and yet I was excited to experience something new.
As soon as I got my visa and passport checked, passed the airport security protocols of an international traveler, I sat on the airplane wishing myself to sleep to be fresh for all the things to come. I landed in Frankfurt and at once, I noticed the alien weather, odd language, tall, fair and big people, somber food, pink money, green and yellow direction signs and funky electronic billboard advertisements. I decided to explore the airport as I had a few hours before my next flight and got on the sky train. I noticed very soon that the flight gate numbers reached triple figures and it was getting difficult to find my way around. To put it plainly, I got lost.
Fast forward to a frantic run at pace and illegible spurts of huffs of broken German asking for directions, I did manage to board my connecting flight to Bremen, much to the chagrin and amusement of the Lufthansa flight host. As I sat on my seat and broke in to a sigh of relief, little did I know that it was the start of multiple such assays, prepared to test the core of the international student characteristics in me!
I landed at the airport in Bremen, but there was no sign or presence of my host family.
The bag handle broke somewhere midair, I presume for forcefully stuffing 30 kilos of my belongings. The orientation emails from the university were very organized and told me how to reach the university from the airport in such a situation, but being in a foreign land and in that jiffy I was unsure of how to read the metro and train maps to reach Jacobs University Bremen. I made some enquiries but it was too complicated, which I later found out it indeed was! It required me to take 2 metros, a 20-minute train ride, a bus trot and short 10 minute walk.  
Instead, I started profiling prospective international students who might have landed at Bremen airport to study at Jacobs, and therefore maybe find a way to hitch a ride with their host family. On my third conversation with strangers, much to my relief, I did find one student from Ghana in Africa, who was heading the same way.
I landed on a Sunday when university officials were mostly away and offices were closed, except for a few student volunteers and the university guards. I was given my room key and the guards showed the direction towards my accommodation. My transponder key read D-211 at the Mercator Building, which I later discovered was recently erected, and was the root cause of further stress for the day. Even with the help of the student volunteer, I could not find Block D in the building. After searching for about an hour in the stinging rain, and coming up trumps with Block A, B, and C the umpteenth time, we decided to go back to the main gate to complain about its inexistence. Luckily, a Masters’ student from China showed us that Block-D is very much an integral part of Mercator; and is the connecting blocks of A, B, and C, (duh!!) and are usually reserved for the Master’s students. I had no complaints, as the room was bigger than the rooms given to Bachelors’ students and was single occupancy.  
The next day, during the academic orientation with my academic advisor, I discovered that I was registered for the Electrical Engineering and Computer Science Major and not my preferred Earth and Space Sciences. It did not however take long to change my Major and my international student journey was finally underway. Or so it seemed! Whether good or bad, ups or downs, I have never had an uninteresting day in my time as a student globetrotter.
From my orientation week at the Jacobs University until the day in 2010 on the anchorage, it had been a learning experience like never before. I was able to travel to 30+ countries, interact with people from 150+ nationalities, learn a new language, try multiple different cuisines, research about Earth’s past and its climate, explore the cold ocean in the Arctic and Antarctic regions, and achieve a UG degree.
Most importantly, I failed multiple times at things that I tried and classes that I took, but I passed even more times.
I also learnt to teach English as TESL / TEFL and learnt how to mix drinks professionally, to earn my pocket money.
I also lied in my CV that I know programming to get that summer job at the university to make ends meet, and crammed learning programming late into the night while I was impersonating an expert programmer during the day at the job.  
I took classes in Renaissance Art and Architecture, Victorian Poetry, studied about Biochemical Engineering, Drugs and Naturopathy, Astrobiology, as well as Psychology of our Senses and Perceptions and Decision-Making, along with my core courses in Earth and Space Sciences.
I learnt how to drive a boat, use a crane on a liner and swim with Jellyfishes and Seals without incurring their wrath.
I learnt that during long sea expeditions, you could get fresh food for only about 2 weeks, and live the rest on meat, pasta and cold cuts.
Through my friends from the humanities majors and social outreach work with the UNICEF, I also learnt how the United Nation works and how countries such as Germany and the Scandinavian countries plan their budgeting and investment in education research programs, which the whole world is trying to emulate.  
I heard lectures and talks from Nobel Laureates and other famous people and I watched the Champions League and World Cup football games live.
I was also penniless many a times and sometimes survived on eating just rice, onions and tomato puree for whole weeks on end.
I learnt the value of banking and financial security, as much as, the pitfalls of spending too much money through credit cards.
I learnt about student loans and about how to pay them back, slowly but securely.
I learnt that it is important to keep up and find time with your hobbies and passions, whether it is chess, theater or cricket.
I learnt that good research is gold and written communication is diamond.
Even more so, speaking articulately and networking is platinum.
I learnt that human emotions are fickle and true friends are hard to find.
I learnt about various religions and about atheism through the perspective of friends and acquaintances who follow them.
I played cricket with my other South Asian friends, from Pakistan, Bangladesh and Sri Lanka.
I learnt that living away from home for a long period would make you question your own families’ beliefs and culture.
But no matter, how far you are, I also learnt that your family will always remain your biggest and most important support.
I learnt that honesty is strength.
I also achieved an MS degree from the public University of Bremen in Germany, where education was free of cost.
Earlier in 2012, again and for the third time, I was feeling the same nervous excitement, as I stood at the Guwahati airport, having returned from Germany to India for an indefinite period. I was unhappy because the PhD program that I wanted to embark on, did not work out for political reasons, and I sought time in the security of home. The warm and humid breeze, the thundering sky, the smell of the wet earth and the stench of spices and cow-dung brought about an apprehension of whether I will succeed, having come back to Assam after 12 years away. Among all the thoughts running through my head of what the next few months’ sabbatical will bring forth, I was encouraged and comforted by the thought that among all the skills I have learnt in my time away from India, adaptability and flexibility has been the foundation of them all. I was thus prepared to face all challenges head-on through an international perspective.
Eight years have passed since my study abroad in Germany experience, and I have only stopped to reflect on what I should be doing to find solutions to my challenges at hand rather than rummage deeper on my problems. This philosophy has helped me stabilize my journey in exploring my pedigree in education and counseling. In my time as an international student, I have always learnt that today I should be a better version of myself from yesterday. Therefore, one must always think big and create a dream big enough that your community can thank you for it. My dream is to bring such worldly awareness of opportunities through education and counseling to not just the North-East of India but the entire South-Asian region. This steadfast philosophy has catapulted me straight from being a teacher, to a counselor, and now to an Entrepreneur of sorts. I can only thank my international student experience that gave me the belief and foundational support.

New Delhi:
Domestic flight operations in Kolkata resumed early this morning after a gap of two months due to the lockdown.Though domestic flight operations across the country began on May 25, they could not be restarted in Kolkata as the state was involved in relief and restoration work after Cyclone Amphan destoyed many areas of the state.
The first flight from Kolkata left for Guwahati at 6.05 am with 40 passengers, whereas 122 passengers arrived from New Delhi on Thursday morning, the airport said.
“Welcome Back Passengers! #KolkataAirport saw the arrival of 122 passengers from @DelhiAirport  after two long months and 40 passengers departed to #Guwahati. Proper checks were followed and regular sanitization was carried out in terminal which was abuzz with passengers,” it tweeted.

The airport will handle 10 departures, and an equal number of arrivals today, news agency PTI reported.
Domestic flight operations will resume at Bagdogra airport in north Bengal too.
The West Bengal government had recently come up with a set of guidelines for people arriving in the state. Passengers need to undergo health screening at the airport and submit a self-declaration form stating that they have not tested positive for COVID-19 in the past two months, as per the advisory.
Arrangements for contact-less travel with social-distancing norms have been readied at the city airport to keep passengers safe from COVID-19, a top airport official was quotied as saying by PTI.

In the decades after the collapse of modern empires and the emergence of several newly-independent States, like India, political leaders and development theorists made popular an idea that came to be called brain drain theory. The idea was simply that the country's 'brightest', when given opportunities to study abroad, would leave the country taking not just their ideas and innovations with them but also the social capital or the networks that they shaped. Instead of their home countries benefiting from their talents, societies elsewhere, and, in particular, American or Western European universities, institutions and companies, would gain from the incredible perspectives that people from the developing world had to offer. Ironically enough, the theory was made popular by theorists who had left their home countries for more promising shores themselves. Brain drain came to be severely critiqued in the 1990s, with two significant sets of arguments among others: First, investment in varied forms of quality education and attempts to equalise accessibility to it had led to an acknowledgment that the 'brightest' were not limited to those who had opportunities to study or work abroad. Second, with the militant globalisation of the 1990s and the resulting mobility of labour, capital, markets, research, and communications across national borders, 'the brains' no longer remained confined to one part of the world but could easily travel, endow, and embed themselves in other parts of the world, especially places in 'the global south'. Today, both these forms of critique and the possibilities they sought to establish, are under attack. Its most immediate manifestation in centres that have benefited from the ideas and labour, and even investments, of diverse people from the rest of the world, are the new regulations by the US Immigration and Customs Enforcement (ICE) for international students. The ICE announced this week that all international students on F-1 and M-1 visas attending universities with courses registered entirely online may not remain in the United States. This announcement effectively leaves Undergraduate, Masters, and PhD international students in the US, most of them predominantly on the F-1 visa, with the following legally plausible options: Either they have to pack up and leave the country at the end of August if all their courses are online, or they could transfer to a programme or university that offers at least one in-person class which involves face-to-face interaction with a faculty member. However, all evidence indicates that opening universities will risk not just the lives of international students, but American students, faculty, and other employees of universities as well. Even as several universities file lawsuits against and seek a stay order on ICE's new regulations, the motivations of this arbitrary power play by the ICE and the POTUS and embedded in, and will have a long-lasting impact on the larger processes that have shaped the sustenance of the United States as a terminus for the untethered exchange of ideas, creativity, and innovation of the world's 'brightest'. Without a public health system in place, the people of the United States have had to witness its insurance-driven healthcare system struggle to cope with the high caseload of coronavirus patients. The health crisis is only one of the multiple crises that American society, economy, and politics are witnessing: A vast number of people have lost their jobs during the pandemic. Social distancing procedures have neither taken root in several American states nor have they been endorsed by various state administrations. Increasing economic inequality seems to be a growing inevitability in the visible future. The large and widespread protests following the murder of George Floyd have forced the country's White majority to severely rethink the various ways in which America's foundational institutions, including its privatised prisons, inherently reproduce a racist and incarceral everyday life for many of its minorities. Despite this being an election year, the 'core' liberal ideas of American constitutional democracy — upholding the dignity of each individual, defending the associative nature of politics, and checking the arbitrary power of the state — have lost the discursive and mobilisational power they once commanded. Amidst the humiliating failure of the American system to handle these multiple crises, ICE's move appears to be one that forces American schools to open their campuses as an inflated show of strength and recovery. There is little doubt today that American politics is rapidly hurtling towards curbing not just what Trump calls illegal immigration but different kinds of legal immigration as well. The transition from substantive calls to build a wall on the US-Mexico border and bans on those from certain Muslim-majority countries travelling to the States in the early years of the Trump presidency, to migrant detentions at the start of 2020, the blocks on flights to Europe and China from the States, the suspension of the entry of immigrants using H-1B and J-1 visas into the country, and the change in immigration rules demanding that all students on an F-1 visa must leave the country has only taken four years. The once unquestionable American argument that private interest and investment in bringing innovation from around the world into the US as a sustainable foundation for any driving force towards building a larger and technologically advanced global market dominance is now screeching to a halt before the American State-drawn limits of a parochial, national border. It is not just American democracy that is under stress. The governments of democracies like India, which had once been praised and touted for their embrace of constitutional democracy, free media, and global capital after the 1990s, have little to no response for the multiple existing crises that the pandemic has only managed to weakly underline in a highly policed and fear-filled public discourse. The continuous targeting of academic spaces in India, the arrest of multiple students on arbitrary grounds using extraordinary laws in the middle of a severe health crisis, the endorsement of this by the Indian mainstream media, and all of this following a violent and majoritarian reworking of Indian citizenship by the Central government has a deep significance for those of her citizens studying in the US and currently facing expulsion due to ICE regulations. In the past 20 years or so, the mobility of students between India and the United States, hasn’t been limited to an elite, or an upper middle class from big Indian metropolitans alone. The expansion in public education, enabled by the policies of the pre-Narendra Modi regime, that paid some attention to welfare state models of minimum basic social rights and accepted education as a universal right, created a large pool of first- or second-generation students who had high-quality undergraduate and Masters degrees. While reservations were not properly implemented across educational institutions, its minimum execution in some institutions enabled Dalit students, and those belonging to other minorities and backward castes, to access national law schools, IITs and various other Central and state universities. It is the access to these quality institutions within India, and the rigorous training and relationships built in these, that enabled a large number of mobile Indian students one encounters elsewhere in the world today. Contemporary American universities have large components of Indian students in different departments, and many of them come not from Delhi, Kolkata and Bengaluru alone, but also Guwahati, Darbhanga, Bhopal, Ahmedabad, Trichi, Panaji, Nagpur, Jodhpur, Rohtak, Mandi and Srinagar. Multiple highly skilled Indian-origin immigrants across the United States, and other affluent countries, were first trained in the public educational institutions that the Central or state governments built before moving to the United States for advanced degrees that gave them access to jobs anywhere in the world without necessarily 'draining' India of their interest, research or investment in her society, economy or politics. The most obvious evidence of this has been the sheer financial, ideological and technological support that has been built and maintained across the Indian diaspora in the United States to sustain the BJP as a ruling party, and Modi as India's prime minister. But other flows of ideas, capital, labour, and research, that lie on a range of exchanges seemingly less insidious than the tightly-knit Hindutva networks also thrived because of the initial encouragement, networks, and circulatory power of educational institutions both in India and the United States. Many of these have returned to India to lead institutions, write/speak consistently in/to the media, invest in local businesses, and carry out innovative research within India. Much of the research ranging from medical experiments to developmental studies to the humanities in India is carried out by scholars who divide their time between India and the United States, including many candidates on the F-1, J-1 or H-1B visas. Moving out of the national boundaries of a nation has not implied an escape or abandonment of the concerns of the nation in the last three decades. The ICE regulations are not merely a blatant rejection of the overestimated privileges that international students paying for their education in America are often said to have. If implemented, they will imply the loss of thousands of scholarships, multiple collaborative projects, and little to no access to research funding, especially when all of these different and essential aspects to education and research are facing an extreme paucity within India today. Even if various stay orders are passed, the impact this will have on safe environments for education, research, and knowledge will endure. With the repeated attacks on higher education and the exclusionary and incarceral policing of fixed national borders, both in India and the US, the varied promises and possibilities of having a visa to study in American universities which have access to almost every educational resource conceived of (including those who are marginalised or not considered as knowledge by all), of having the capacity to live elsewhere and learn from different political communities and the societies they have built or failed to, and of using higher education as a plank to secure one’s place in the world and expand one’s understanding of it is failing. Rebuilding it will not merely take a concerted effort from students, but will require polities as a whole to rethink the relevance of expansive knowledge and build an irreverence to confining borders. GUWAHATI: Assam health minister, Himanta Biswa Sarma said that cargo plane from Guangzhou has delivered 50,000 PPE kit to Assam on Wednesday.
Talking to media persons Sarma said, “While government of India has procured over 1.70 lakh PPE kit from China, we have procured 50,000 PPE kit from the Gaangzhou in China. This is probably first time that a state in the country has procured on its own. ”
With these kits Assam will have a stock of 1.5 lakh PPE kit. Sarma said, “We have a plan to ramp up the same to 2 lakh”.
Sarma tweeted, “Keeping life first as the motive, we’re glad to have imported 50,000 PPE kits from Guangzhou,China. I am happy to receive this special flight along with @Pijush_hazarika at #Guwahati airport just now. A big reassurance for our doctors & nurses.”
In Assam two COVID-19 patients were released from hospital. Sarma said by April 20 by and large all the COVID positive patients will be released.
Assam had 32 COVID positive cases, out of which one is dead. Barring one person’s most of the cases are related to Nizaumddin Markaz of New Delhi.
Tripura chief minister, Biplab Kumar Deb tweeted, “Glad to share that first #COVID19 positive patient of Tripura has been discharged today, as she has recovered & found negative in consecutive tests She has been sent for quarantine under medical supervision. I Pray to Mata Tripurasundari so that State turns Corona free soon.”

Improved infrastructure and air connectivity are drawing a large number of tourists to India’s North-east and looking at the current traction, footfalls in the picturesque region are expected to grow by 10-12 per cent in 2019, industry experts said.
“The bookings for North-east have gone up by 18 per cent as compared to the same period (April-June) last year. Tourism in the North-east region is expected to grow by at least 10-12 per cent even in the next year,” Cox & Kings head, relationships, Karan Anand, told PTI in Mumbai.
He said improved infrastructure and air connectivity have played a major role in driving tourism growth in the vast region which consists of eight states.
“Air connectivity has tremendously improved with new routes opening in the region last year. New flights have been introduced using Shillong as a hub to travel to other prominent tourist destinations of Meghalaya like Cherrapunji and Mawlynnong.
“The new airport at Pakyong (Sikkim) will further make reaching the northern part of the state, especially to tourist attractions such as Nathu La Pass, easier,” Anand added.
The region is mostly preferred by holiday-makers aged between 25-50 years and hailing from metros such as Delhi, Mumbai, Kolkata, besides Guwahati and nearby areas who flock there to explore its wildlife, rivers and culture, he said.
However, the second or third-time travellers, who are now discovering the attractions of the North-east, embark on their journey to understand the lifestyle and also the culture and the cuisine of the region, he added.
Echoing a similar view, a MakeMyTrip spokesperson said high growth of travellers opting for the North-east sector can be attributed to not only to better road infrastructure and rail connectivity but also to direct flight connectivity from New Delhi and Mumbai.
“Apart from this, more number of hotels are opening up in this region, making it easier for travellers to find accommodations in places which were earlier not very connected.
“At MakeMyTrip, we have seen over 100 per cent growth in the number of travellers opting for North-east destinations such as Assam, Arunachal Pradesh and Meghalya since the time we started offering holiday packages in the region,” he added.
He said overall, the sector, including Darjeeling (a hill station which falls in West Bengal), is growing by 35 per cent for summer travel. The MMT platform has witnessed 30 per cent growth in travel bookings to Gangtok, 120 per cent each to Shillong and Meghalaya.
The Assam, Meghalaya sector is increasingly becoming popular among the top metro markets, the MMT spokesman said.
Manmeet Ahluwalia, marketing head of Brand Expedia in India, said for a very long period, the north-eastern part of the country had been largely unexplored due to poor connectivity and infrastructure.
However, tourism in the region is now witnessing a substantial growth thanks to a slew of government initiatives, better connectivity, infrastructure development and a variety of experiences on offer for voyagers, he added.
“We have seen a year-on-year growth of 25-30 per cent over the past five years. We are expecting the growth to continue with new government policies focusing on better infrastructure and connectivity,” he added.
Ahluwalia said besides young adults, including college pass outs and first-time earners to families, there has been a rise in queries from all segments.
“People who like exploring nature and its serenity are attracted by most of the destinations to the North-east. We have also seen an increase in women solo travellers who feel comparatively safer in the environment.
“Adventure seekers enjoy the place for its challenging treks, kayaking, angling and rafting,” he added.
There has been an increase in queries and bookings from all over the country, but residents from Delhi, Kolkata, Bhubaneshwar, Ahmedabad and Jaipur top the list of people wanting to travel to North-east, he said.
The region offers a holistic package. However, activities like trekking, mountaineering, adventure sports such as river rafting, mountain biking, hang gliding and para sailing are gaining popularity in the region, he said.
“Activities like the Ziro Music Festival and Hornbill Festival, too, have started to see a lot of traction.
“Attendance at these events from young millennials over the past 2-3 years has helped in making North-east a popular destination among tourists,” he added.

Intra-state buses, train services to resume in Odisha from Monday
  The Odisha government Sunday announced resumption of intrastate movement of passenger buses, trains and other vehicles from Monday, a senior official said. Special Relief Commissioner (SRC) PK Jena told reporters that intrastate movement of two wheelers, private vehicles, official vehicles, taxis including app-based cab aggregators will be allowed to operate from Monday. Similarly, intrastate movement of trains has been given a go-ahead by following the Standard Operating Procedures (SOPs) of the Ministry of Home Affairs (MHA) and the Railways. Inter-state movement of passenger vehicles and buses can resume with mutual consent of the states involved, the SRC said.
  The state government also revised mandatory quarantine norms and reduced the period of isolation to 14 days from 28 days for people returning to Odisha from other parts of the country. The restrictions have been eased except in containment zones, he said.

Bihar Chief Minister Nitish Kumar Sunday announced an ex-gratia payment of Rs 4 lakh each to the families of those who died due to COVID-19, as the state reported two fresh coronavirus fatalities, taking the total number to 13. With state reporting 117 fresh positive cases, the total number of COVID-19 cases increased to 2,511 of which Patna alone constitutes 200 cases. Expressing grief over the death of 13 people due to coronavirus in the state, Kumar announced that money has been released from the Chief Minister's Relief Fund for payment of Rs 4 lakh ex gratia to each of the families, an official release said.
  Earlier in the day, a 60-year-old man from Siwan died at Nalanda Medical College and Hospital (NMCH), Patna, from coronavirus while another 48-year-old COVID-19 positive patient from Saran died on Saturday, but the health department informed about the death on Sunday.

The report of her mother's sample was awaited, the bulletin said. Meanwhile, twenty-three people tested positive for COVID-19 in the city on Sunday, taking the total number of cases in Chandigarh to 256, it said. A six-year-old girl and a 12-year-old boy were among the 23 fresh cases and most of them are residents of Bapu Dham colony, the worst affected area in the union territory, according to the bulletin.

The state govt will offer paid bus services from Guwahati airport four times a day.

Mumbai Police warns of strict action against those circulating incorrect of discriminatory information on social media, messaging apps
The Mumbai Police issued orders under Section 144 of the CrPC prohibiting persons from disseminating "incorrect" or factually distorted information through messaging platforms and social media sites like WhatsApp, Twitter and TikTok. The order also prohibits the spread of inflammatory statements which are discriminatory against a particular community and any information which could cause panic or confusion among the public.
According to the order, action can also be taken under Section 188 of the IPC against those contravening the directives. The order also says that admins of WhatsApp groups will be personally responsible for reporting such content to the police. The order signed by Dy Commissioner (Operations) Pranaya Ashok comes into effect from 12.15 am on 25 May and continues to operate till 8 June.

Coronavirus Outbreak in Haryana Latest Update
COVID-19 count rises to 1,184 in Haryana
Haryana reported 53 COVID-19 cases, 14 of them from Faridabad district in the National Capital Region, on Sunday, pushing the state's count to 1,184. Gurgaon and Sonipat, the two other districts which are also among the worst-affected ones and fall in the NCR reported nine and five fresh cases, respectively, according to the state health department's daily bulletin.
Karnal, Hisar, Rewari and Jhajjar reported eight, seven, five, and two new cases, respectively, while Panipat, Rohtak and Kaithal reported one case each. Haryana has so far reported 16 coronavirus-related deaths. A total of 765 people have recovered from the infection, leaving 403 active COVID-19 cases in the state. Haryana has a recovery rate of 64.61 percent, fatality rate of 1.35 percent while 3,827 tests are being conducted per million population.

  An ambulance driver of a civic-run hospital in Vashi in Navi Mumbai died of the novel coronavirus infection on Sunday, an official said. A Navi Mumbai Municipal Corporation release said Commissioner Annasaheb Misal has announced that a legal heir would get a job in the civic body. Delhi govt directs pvt hospitals with more than 50 beds to reserve 20% capacity for coronavirus patients
The Delhi government has directed private hospitals/nursing homes with 50 beds or more to reserve 20 percent of total capacity for COVID-19 patients, reports PTI. Ten private hospitals have been declared as COVID-19 dedicated hospitals for admitting confirmed/ suspected cases of coronavirus on payment basis. "It has been found that in the recent past the majority of beds earmarked for COVID-19 patients in the dedicated private hospitals are occupied at any given time. Therefore, there is a need to increase the number of beds dedicated for COVID-19 patients in the private hospitals in the city," an order issued by the government said on Sunday. To increase the bed capacity for COVID-19 patients, all 117 nursing homes/private hospitals having bed strength of 50 beds or more are directed to reserve/ earmark at least 20 per cent of their total bed strength for COVID-19 patients, it added.

Big city-returnees form bulk of new COVID-19 cases in Hingoli
People who have traveled from major cities like Mumbai and Delhi form the bulk of new COVID-19 cases in Maharashtra's Hingoli district, some 220 kilometres from here, an official said on Sunday. Hingoli has 151 coronavirus positive cases currently, though the number of active ones is 62 as 89 people have been discharged after recovery.
  "Of the 13 new cases found last night in Sengaon, ten came from Mumbai and three from Delhi. Of the 31 patients in isolation centres in Limbala, 22 came back from Mumbai, four from Aurangabad, and one each from Raigad and Karnataka's Bidar," the official said.

Air travellers to be home quarantined for 14 days in UP
   As domestic flights resume on Monday, Uttar Pradesh government said air travellers to the state will be in home quarantine for 14 days unless they are staying for less than a week or if they clear the coronavirus test earlier. Principal Secretary Medical and Health Amit Mohan Prasad said passengers will have to follow the laid-down home quarantine protocol. They can get themselves tested for the virus on the sixth day from their arrival and end their quarantine if the results come out negative, he said on Sunday. If the passengers do not have adequate facilities at home, they will be kept at a quarantine centre. Outsiders on visits of less than a week to the state need not go into quarantine if they furnish details of their return journey, he said. But they will not be allowed to enter containment zones. All passengers coming to UP will have to register themselves on http://reg.upcovid.in and furnish details of themselves and family members travelling with them.

Himachal Pradesh to keep those returning from red zones under institutional quarantine
  As India is set to resume its domestic passengers flights from Monday after a gap of two months, the Himachal Pradesh government has decided to put people coming from red zones under institutional quarantine. It is mandatory to quarantine people coming from red zones and those with influenza-like illness symptoms, hence the same rule will apply on air passengers, Kangra Deputy Commissioner Rakesh Prajapati said. Paid quarantine facilities are also available in Himachal Pradesh Tourism Development Corporation (HPTDC) hotels in Kangra district, he added. The deputy commissioner said air passengers will be tested for coronavirus.
  A district official said only Himachal Pradesh residents having valid address proof should book flights coming to Dharamshala's Gaggal airport from Monday.  Tourists will not be allowed to enter the district, he said, adding that they will be immediately put in a quarantine facility and sent back on their own expenses.

On her way to her home state Uttar Pradesh from Karnataka on a Shramik special train, a nine-month pregnant woman suddenly developed labour pains and gave birth to a baby girl, aided by women travelling with her. Her husband, Sandeep, a construction worker, told PTI that they boarded the train on Friday. His wife went into labour on Saturday evening, following which the other women formed a protective shield around her and aided in the birth. Bihar reports 12th COVID-19 death
   A 48-year-old man has died of COVID-19 in Bihar, taking the coronavirus death toll in the state to 12, the state health department said on Sunday. The number of COVID-19 cases in the state increased to 2,477 with 87 people testing positive, it said. The deceased belonged to Marhaura in Saran district and was admitted to Patna Medical College and Hospital (PMCH) on 22 May with fever and cough. He died on Saturday afternoon, PMCH Superintendent Bimal Kumar Karak told PTI. Though the deceased's sample was collected the day he was admitted but his test report confirmed that he was COVID-19 positive on Saturday after his death, Karak said. Asked whether the patient had a travel or contact history, Karak said that he had come to Saran from Tamil Nadu during lockdown period.
  So far, the contagion has claimed 12 lives that includes two deaths each from Patna, Vaishali and Khagaria while one death each has been reported from Rohtas, Munger, East Champaran, Sitamarhi, Begusarai and Saran. Of the total 2,477 COVID-19 cases in the state, 12 people have died, 677 have recovered and 1,789 cases are active, the health department bulletin said.

COVID-19 cases in Karnataka​ breached the 2,000 mark on Sunday with the detection of 97 cases, most of them returnees to the state from Maharashtra, the health department said.
Hyundai Motor India Ltd (HMIL) on Sunday said its three employees at the Chennai-based manufacturing plant have tested positive for COVID-19. The second-largest carmaker in the country had resumed operations at Irungattukottai-based plant (near Chennai) on 8 May.
With flight operations set to resume from Monday, Maharashtra Chief Minister Uddhav Thackeray on Sunday spoke to civil aviation minister Hardeep Singh Puri and requested him to give some more time for preparations. He said, 'We can't say that lockdown will be over by 31 May. We will have to see how we will go forward.'
Ministry of Health and Family Welfare issued revised guidelines for international arrivals, which mandate a 14-day quarantine, including a seven-day institutional quarantine at their own cost, for all those reaching India.
With 508 new cases, the total number of COVID-19 positive cases in Delhi is now 13,418 (till midnight of 23rd May), total death toll 261, said Delhi health minister Satyendra Jain.  The number of containment zones in Delhi now stands at 87, with the addition of house numbers 600-800 Hari Nagar, Rani Bagh, and two houses at street number 8, Shastri Park.
Odisha is the latest state to make home quarantine mandatory for incoming passengers, reports ANI. In rural areas of the state, the quarantine period will be split between seven days in an institution and seven days at home.

Eleven people who travelled to Goa in the Delhi-Thiruvananthapuram Rajdhani Express train on Saturday, have tested positive for coronavirus, taking the total number of such cases in the state to 66, officials said on Sunday.
Assam on Sunday claimed to have conducted more COVID-19 tests than Kerala, which was once the highest affected state. This claim came from Assam health minister Himanta Biswa Sharma who released a series of tweets giving details about the tests, said that in comparison to Kerala’s 52771 tests, Assam has conducted 55,862 tests so far.
As India is set to resume its domestic civil aviation operations from 25 May, the Delhi airport will be handling around 380 flights on Monday, a senior official told PTI.
Maharashtra Home Minister Anil Deshmukh has said it is "extremely ill-advised" to reopen airports in red zone amid the coronavirus pandemic. The minister's comments follow Union Civil Aviation Minister Hardeep Singh Puri's announcement that all domestic flights are set to resume in India from 25 May as part of its gradual reboot of air travel services amid the pandemic.
With 47,190 confirmed cases of COVID-19 so far, Maharashtra remains the worst-affected state in the country, followed by Tamil Nadu (15,512) and Gujarat (13,664).
The total confirmed COVID-19 cases in India have risen to 1,31,868, according to the latest update from the Union Health Ministry. The toll in the country is now at 3,867. The reported active COVID-19 cases in India now stand at 73,560, as many as 54,441 COVID-19 patients have been cured and discharged so far.

Assam Health Minister Himanta Biswa Sarma on Saturday asked people not to return to the state unless 'absolutely necessary' as 87 more people tested positive for coronavirus, the highest single-day jump, taking the total tally to 346.
The toll due to COVID-19 rose to 3,720 and the number of cases climbed to 1,25,101 in India on Saturday as India registered an increase of 137 deaths and 6,654 new cases in a 24-hour span till 8 am, according to the health ministry.
The number of active COVID-19 cases stood at 69,597 and 51,783 people have recovered and one patient has migrated, the ministry said.
Amidst this, differences emerged among states and the aviation ministry over whether or not to quarantine fliers once domestic air travel resumes on 25 May.
Maharashtra, however, remained non-committal on domestic flights while urging the aviation ministry to allow special and concessional flights to leave from the state.
Meanwhile the Centre asked 11 municipal areas which account for 70 percent of India's cases to step up monitoring efforts in old cities, urban slums and other high-density population pockets like camps and clusters for migrant workers.

These 11 municipal areas are from Maharashtra, Tamil Nadu, Gujarat, Delhi, Madhya Pradesh, West Bengal, Rajasthan and account for 70 per cent of active case load, the Union health ministry said.
Meanwhile, India continues to be the 11th most-affected country right now, but its tally is fast approaching that of Iran, which is the tenth most affected in the world at present with nearly 1.33 lakh cases, PTI said.
COVID-19 cases from states
On Saturday, Sikkim reported its first COVID-19 case as a 25-year-old student who recently returned from Delhi tested positive for the virus, a senior official said. The first case was detected in India on 30 January, but Sikkim had managed to stay free of it so far.
While Maharashtra has been the worst-hit state, Gujarat, Delhi, Madhya Pradesh and Rajasthan are among other badly-affected places.
Maharashtra recorded 2,608 new coronavirus cases and 60 deaths on Saturday, taking its total count of cases to 47,190 and the death toll to 1,577. At least 18 police personnel, including an officer, have died of COVID-19 in the state so far.
In Tamil Nadu, 759 new cases were reported and the death toll rose to 103 after five more people, including a 75-year-old woman, lost their lives. The new cases included those having arrived from other countries as also those having travelled from other parts of the country.
On the other hand, a 26-year-old man tested positive in Manipur, nearly 10 days after returning to the state in a special train from Chennai. He was among 1,140 people who returned to the state by a migrant special train on May 13. Of the 25 active cases in Manipur, 16 are Chennai returnees, officials said.
Kerala also recorded a rise in its numbers with 62 more people testing positive, including 49 returnees from abroad and from other states. More than 91,000 are under observation in the state, which had reported India's first COVID-19 case but had managed to flatten its curve till the movement of migrants from other states and from abroad resumed.
In Himachal Pradesh, 10 more people tested positive, of which nine had returned from Mumbai and one from Punjab.
Experts have cautioned that movement of migrants and people coming from abroad could spread the infection further during their travel and also after their arrival as not all of them are put into institutional quarantine due to absence of any symptom.
Karnataka recorded its biggest single-day spike on Saturday with over 200 new cases of COVID-19, taking its tally to 1,959. Officials said that 187 of 216 new cases are returnees from neighboring Maharashtra, while others include those having returned from Gujarat, Delhi, Tamil Nadu, Andhra Pradesh and Rajasthan.
In the national capital, 591 fresh cases were recorded to take its tally to 12,910. Delhi's death toll has also increased to 231.

Meanwhile, new coronavirus cases dropped to zero in China for the first time on Saturday, but hospitals were overwhelmed across Latin America both in Brazil and Mexico which were lax about lockdowns as well as in Peru, Chile and Ecuador which were lauded for firm restrictions and early confinement.
Turkey imposed its toughest lockdown measures yet starting Saturday for the end of Ramadan, and Yemen's Houthi rebels urged believers to use masks and stay inside as authorities around the Muslim world try to contain infections at a time usually marked by days of multi-generational feasting and collective prayer.
Elsewhere, many governments continued easing restrictions as they face historic recessions brought on by the global battle against the virus. In the US, some regions were opening more quickly than others, despite pressure from President Donald Trump to move faster.
Infections emerged in Germany, which has drawn praise for its handling of the virus, after seven people appear to have been infected with the coronavirus at a restaurant in the northwest of the country.
The US, however, remained the hardest hit country globally, with more than 96,000 deaths among 16 lakh confirmed cases, followed by Russia and Brazil, a tally maintained by John Hopkins University showed.
On Saturday, worldwide deaths reached 3,38,000 while infections have crossed more than 52 lakh.
To quarantine or not: debate continues
Though domestic commercial passenger flights are set to resume from Monday (25 May) after nearly two months of suspension due to COVID-19-induced lockdown, the differences over whether or not to quarantine fliers continued on Saturday. While Punjab, Chhattisgarh, Goa and Jammu and Kashmir said that 14-day quarantine will be mandatory, Karnataka said that seven-day institutional quarantine will be must for passengers from high-risk states and others will have to undergo 14-day home quarantine.
Maharashtra government official on Saturday said the state had not yet amended its May 19 lockdown order which allowed only certain kinds of flights.
As per the 19 May order of the state government extending the coronavirus-induced lockdown to 31 May, all domestic and international air travel, except for domestic medical services, domestic air ambulance and for security purposes as permitted by Ministry of Home Affairs (MHA), will continue to remain prohibited across the state.
Meanwhile, civil aviation minister Hardeep Singh Puri whil saying that India will try to restart a good percentage of international passenger flights before August, said on Saturday that those using the Aarogya Setu app won't have to undergo quarantine if their status is green.
"If you have Aarogya Setu app, and if you have got yourself tested for COVID-19 and have been found negative, and if you do not show any symptoms, then I think there is no need for quarantine," he said.
The aviation minister had earlier rubbished the demand for mandatory quarantine asking states no to 'create fuss' over a domestic travel.
Puri, however, stressed that the app, is not mandatory for air passengers and they can instead give a self-declaration form.
"We have said it is an advisory, it is preferable... If you do not have the Aarogya Setu app, you can give a self-declaration form," he stated.
"If someone has Aarogya Setu app, it is like a passport. If you have green status, why should anybody want any quarantine," Puri said.
The Aarogya Setu app has been panned by cybersecurity experts over privacy concerns and its makers refusing to share the source code.
In an exclusive interview with Firstpost, French ethical hacker Elliot Alderson said that the Indian government must convince people of the app’s efficacy rather than force them to use it. Alderson had parked off a fierce debate on security issues related to the app earlier this month.
“To potentially be useful, a contact-tracing app needs to be downloaded and used by a lot of people. To ensure adoption of the app on a large scale among the population, you need to gain their trust. Publishing the source code is one way to get this trust,” he told Firstpost.
Congress demands probe on AMBU bag projected as ventilator in Gujarat
Meanwhile, Congress has demanded a judicial probe into the use of 'uncertified' Dhaman-1 ventilators on COVID-19 patients in Gujarat, alleging that the mortality rate was highest at the hospital these machines were installed.
Congress spokesperson Pawan Khera alleged that the Vijay Rupani government projected a mechanised AMBU (Artificial Manual Breathing Unit) bag as ventilator, "playing with the lives of patients".
"Why was Dhaman-1 approved and installed when it had been tested on just one patient? Why was Dhaman-1 approved and installed without a licence by DCGI (Drug Controller General of India)," Khera asked.
"We also want to know if the PM-Cares Fund was used to buy 5,000 pieces of Dhaman-1 through HLL Lifecare. All these answers can only be found through an independent judicial inquiry," Khera said.
On Saturday, Chairman Railway Board VK Yadav on Saturday said that the Railways has drawn up a schedule to operate 2,600 more trains over the next 10 days to ferry 36 lakh more migrant workers home.
The 'shramikspecial' trains are being operated primarily on the requests of the states, which want to send migrant workers to their home states.
According to data with the Railways, Uttar Pradesh (1,246) has received the highest number of shramik special trains, followed by Bihar (804) and Jharkhand (124) and Madhya Pradesh (112).

It is mandatory to quarantine people coming from red zones and those with influenza-like illness symptoms, hence the same rule will apply on air passengers, Kangra Deputy Commissioner Rakesh Prajapati said. Paid quarantine facilities are also available in Himachal Pradesh Tourism Development Corporation (HPTDC) hotels in Kangra district, he added. The deceased belonged to Marhaura in Saran district and was admitted to Patna Medical College and Hospital (PMCH) on 22 May with fever and cough. He died on Saturday afternoon, PMCH Superintendent Bimal Kumar Karak told PTI. Though the deceased's sample was collected the day he was admitted but his test report confirmed that he was COVID-19 positive on Saturday after his death, Karak said. Asked whether the patient had a travel or contact history, Karak said that he had come to Saran from Tamil Nadu during lockdown period.   So far, the contagion has claimed 12 lives that includes two deaths each from Patna, Vaishali and Khagaria while one death each has been reported from Rohtas, Munger, East Champaran, Sitamarhi, Begusarai and Saran. Coronavirus Outbreak updates:  A senior officer posted at the Rail Bhawan in Central Delhi has tested positive for coronavirus, the fourth case at the railway headquarters.  Madhya Pradesh on Sunday reported 294 new COVID-19 cases, including 75 from the worst-hit Indore, and nine deaths, taking the total case count to 6,665 and fatalities to 290, health officials said. Civil aviation minister Hardeep Singh Puri late on Sunday night said that domestic flight operations would resume across the country from Monday, with the exception of West Bengal and Andhra Pradesh. COVID-19 cases in Karnataka​ breached the 2,000 mark on Sunday with the detection of 97 cases, most of them returnees to the state from Maharashtra, the health department said. Hyundai Motor India Ltd (HMIL) on Sunday said its three employees at the Chennai-based manufacturing plant have tested positive for COVID-19. The second-largest carmaker in the country had resumed operations at Irungattukottai-based plant (near Chennai) on 8 May. With flight operations set to resume from Monday, Maharashtra Chief Minister Uddhav Thackeray on Sunday spoke to civil aviation minister Hardeep Singh Puri and requested him to give some more time for preparations. He said, 'We can't say that lockdown will be over by 31 May. We will have to see how we will go forward.' Ministry of Health and Family Welfare issued revised guidelines for international arrivals, which mandate a 14-day quarantine, including a seven-day institutional quarantine at their own cost, for all those reaching India. With 508 new cases, the total number of COVID-19 positive cases in Delhi is now 13,418 (till midnight of 23rd May), total death toll 261, said Delhi health minister Satyendra Jain.  The number of containment zones in Delhi now stands at 87, with the addition of house numbers 600-800 Hari Nagar, Rani Bagh, and two houses at street number 8, Shastri Park. Odisha is the latest state to make home quarantine mandatory for incoming passengers, reports ANI. In rural areas of the state, the quarantine period will be split between seven days in an institution and seven days at home. 587 police personnel have been found COVID-19 positive in the last 24 hours taking the total number of affected cops to 1,758, out of which 18 have died due to the virus and 673 have recovered, according to Maharashtra Police, reports ANI. Eleven people who travelled to Goa in the Delhi-Thiruvananthapuram Rajdhani Express train on Saturday, have tested positive for coronavirus, taking the total number of such cases in the state to 66, officials said on Sunday. Assam on Sunday claimed to have conducted more COVID-19 tests than Kerala, which was once the highest affected state. This claim came from Assam health minister Himanta Biswa Sharma who released a series of tweets giving details about the tests, said that in comparison to Kerala’s 52771 tests, Assam has conducted 55,862 tests so far. As India is set to resume its domestic civil aviation operations from 25 May, the Delhi airport will be handling around 380 flights on Monday, a senior official told PTI. Maharashtra Home Minister Anil Deshmukh has said it is "extremely ill-advised" to reopen airports in red zone amid the coronavirus pandemic. The minister's comments follow Union Civil Aviation Minister Hardeep Singh Puri's announcement that all domestic flights are set to resume in India from 25 May as part of its gradual reboot of air travel services amid the pandemic. With 47,190 confirmed cases of COVID-19 so far, Maharashtra remains the worst-affected state in the country, followed by Tamil Nadu (15,512) and Gujarat (13,664). The total confirmed COVID-19 cases in India have risen to 1,31,868, according to the latest update from the Union Health Ministry. The toll in the country is now at 3,867. The reported active COVID-19 cases in India now stand at 73,560, as many as 54,441 COVID-19 patients have been cured and discharged so far. Dr Jitendra Nath Pande (78), the former head of the medicine department at AIIMS and a stalwart in the field of pulmonology, died due to coronavirus at his residence in Siddhartha Enclave on Saturday, reports The Indian Express. Assam Health Minister Himanta Biswa Sarma on Saturday asked people not to return to the state unless 'absolutely necessary' as 87 more people tested positive for coronavirus, the highest single-day jump, taking the total tally to 346. The toll due to COVID-19 rose to 3,720 and the number of cases climbed to 1,25,101 in India on Saturday as India registered an increase of 137 deaths and 6,654 new cases in a 24-hour span till 8 am, according to the health ministry. The number of active COVID-19 cases stood at 69,597 and 51,783 people have recovered and one patient has migrated, the ministry said. Amidst this, differences emerged among states and the aviation ministry over whether or not to quarantine fliers once domestic air travel resumes on 25 May. Maharashtra, however, remained non-committal on domestic flights while urging the aviation ministry to allow special and concessional flights to leave from the state. Meanwhile the Centre asked 11 municipal areas which account for 70 percent of India's cases to step up monitoring efforts in old cities, urban slums and other high-density population pockets like camps and clusters for migrant workers. Meanwhile, India continues to be the 11th most-affected country right now, but its tally is fast approaching that of Iran, which is the tenth most affected in the world at present with nearly 1.33 lakh cases, PTI said. COVID-19 cases from states On Saturday, Sikkim reported its first COVID-19 case as a 25-year-old student who recently returned from Delhi tested positive for the virus, a senior official said. The first case was detected in India on 30 January, but Sikkim had managed to stay free of it so far. While Maharashtra has been the worst-hit state, Gujarat, Delhi, Madhya Pradesh and Rajasthan are among other badly-affected places. Maharashtra recorded 2,608 new coronavirus cases and 60 deaths on Saturday, taking its total count of cases to 47,190 and the death toll to 1,577. At least 18 police personnel, including an officer, have died of COVID-19 in the state so far. In Tamil Nadu, 759 new cases were reported and the death toll rose to 103 after five more people, including a 75-year-old woman, lost their lives. The new cases included those having arrived from other countries as also those having travelled from other parts of the country. On the other hand, a 26-year-old man tested positive in Manipur, nearly 10 days after returning to the state in a special train from Chennai. He was among 1,140 people who returned to the state by a migrant special train on May 13. Of the 25 active cases in Manipur, 16 are Chennai returnees, officials said. Kerala also recorded a rise in its numbers with 62 more people testing positive, including 49 returnees from abroad and from other states. More than 91,000 are under observation in the state, which had reported India's first COVID-19 case but had managed to flatten its curve till the movement of migrants from other states and from abroad resumed. In Himachal Pradesh, 10 more people tested positive, of which nine had returned from Mumbai and one from Punjab. Experts have cautioned that movement of migrants and people coming from abroad could spread the infection further during their travel and also after their arrival as not all of them are put into institutional quarantine due to absence of any symptom. Karnataka recorded its biggest single-day spike on Saturday with over 200 new cases of COVID-19, taking its tally to 1,959. Officials said that 187 of 216 new cases are returnees from neighboring Maharashtra, while others include those having returned from Gujarat, Delhi, Tamil Nadu, Andhra Pradesh and Rajasthan. In the national capital, 591 fresh cases were recorded to take its tally to 12,910. Delhi's death toll has also increased to 231. China cases drops to zero, fresh cases emerge in Germany  Meanwhile, new coronavirus cases dropped to zero in China for the first time on Saturday, but hospitals were overwhelmed across Latin America both in Brazil and Mexico which were lax about lockdowns as well as in Peru, Chile and Ecuador which were lauded for firm restrictions and early confinement. Turkey imposed its toughest lockdown measures yet starting Saturday for the end of Ramadan, and Yemen's Houthi rebels urged believers to use masks and stay inside as authorities around the Muslim world try to contain infections at a time usually marked by days of multi-generational feasting and collective prayer. Elsewhere, many governments continued easing restrictions as they face historic recessions brought on by the global battle against the virus. In the US, some regions were opening more quickly than others, despite pressure from President Donald Trump to move faster. Infections emerged in Germany, which has drawn praise for its handling of the virus, after seven people appear to have been infected with the coronavirus at a restaurant in the northwest of the country. The US, however, remained the hardest hit country globally, with more than 96,000 deaths among 16 lakh confirmed cases, followed by Russia and Brazil, a tally maintained by John Hopkins University showed. On Saturday, worldwide deaths reached 3,38,000 while infections have crossed more than 52 lakh. To quarantine or not: debate continues Though domestic commercial passenger flights are set to resume from Monday (25 May) after nearly two months of suspension due to COVID-19-induced lockdown, the differences over whether or not to quarantine fliers continued on Saturday. While Punjab, Chhattisgarh, Goa and Jammu and Kashmir said that 14-day quarantine will be mandatory, Karnataka said that seven-day institutional quarantine will be must for passengers from high-risk states and others will have to undergo 14-day home quarantine. Maharashtra government official on Saturday said the state had not yet amended its May 19 lockdown order which allowed only certain kinds of flights. As per the 19 May order of the state government extending the coronavirus-induced lockdown to 31 May, all domestic and international air travel, except for domestic medical services, domestic air ambulance and for security purposes as permitted by Ministry of Home Affairs (MHA), will continue to remain prohibited across the state. Meanwhile, civil aviation minister Hardeep Singh Puri whil saying that India will try to restart a good percentage of international passenger flights before August, said on Saturday that those using the Aarogya Setu app won't have to undergo quarantine if their status is green. "If you have Aarogya Setu app, and if you have got yourself tested for COVID-19 and have been found negative, and if you do not show any symptoms, then I think there is no need for quarantine," he said. The aviation minister had earlier rubbished the demand for mandatory quarantine asking states no to 'create fuss' over a domestic travel. Puri, however, stressed that the app, is not mandatory for air passengers and they can instead give a self-declaration form. "We have said it is an advisory, it is preferable... If you do not have the Aarogya Setu app, you can give a self-declaration form," he stated. "If someone has Aarogya Setu app, it is like a passport. If you have green status, why should anybody want any quarantine," Puri said. The Aarogya Setu app has been panned by cybersecurity experts over privacy concerns and its makers refusing to share the source code. In an exclusive interview with Firstpost, French ethical hacker Elliot Alderson said that the Indian government must convince people of the app’s efficacy rather than force them to use it. Alderson had parked off a fierce debate on security issues related to the app earlier this month. “To potentially be useful, a contact-tracing app needs to be downloaded and used by a lot of people. To ensure adoption of the app on a large scale among the population, you need to gain their trust. Publishing the source code is one way to get this trust,” he told Firstpost. Congress demands probe on AMBU bag projected as ventilator in Gujarat Meanwhile, Congress has demanded a judicial probe into the use of 'uncertified' Dhaman-1 ventilators on COVID-19 patients in Gujarat, alleging that the mortality rate was highest at the hospital these machines were installed. Congress spokesperson Pawan Khera alleged that the Vijay Rupani government projected a mechanised AMBU (Artificial Manual Breathing Unit) bag as ventilator, "playing with the lives of patients". "Why was Dhaman-1 approved and installed when it had been tested on just one patient? Why was Dhaman-1 approved and installed without a licence by DCGI (Drug Controller General of India)," Khera asked. "We also want to know if the PM-Cares Fund was used to buy 5,000 pieces of Dhaman-1 through HLL Lifecare. All these answers can only be found through an independent judicial inquiry," Khera said. On Saturday, Chairman Railway Board VK Yadav on Saturday said that the Railways has drawn up a schedule to operate 2,600 more trains over the next 10 days to ferry 36 lakh more migrant workers home. The 'shramikspecial' trains are being operated primarily on the requests of the states, which want to send migrant workers to their home states. According to data with the Railways, Uttar Pradesh (1,246) has received the highest number of shramik special trains, followed by Bihar (804) and Jharkhand (124) and Madhya Pradesh (112). Japan has approved Gilead Sciences Inc’s remdesivir as a treatment for COVID-19, the health ministry said on Thursday, making it the country’s first officially authorized drug for the coronavirus disease.
Japan reached the decision just three days after the U.S. drugmaker filed for fast-track approval for the treatment.

The Border Security Force, in a statement on Thursday said that two of its personnel had succumbed to the coronavirus infection.
"Grief stricken with deaths of two BSF personnel during this pandemic. A critically ill patient died who had contracted infection of #COVID19 while visiting super speciality clinics for his treatment.
"Other borderman died on Monday, 4 May in Safdarjung hospital, where he was admitted on 3 May. From normal ward he was shifted to ICU on 4 May. After his death, prior to postmortem, COVID19 test was done and result came positive by late night of 6 May, Wednesday.
Reports on Thursday said that the Karnataka government has decided to restart the operation of special trains for stranded migrants to return to their native states, after the BS Yediyurappa government faced criticism over its refusal to allow migrants to leave the state.
The state government wrote to nodal officers of various states, asking for consent to operate trains to their states, as per the MHA guideline.
354 Indians stranded in the UAE will be brought back on Thursday, News18 reported, in accordance to the Centre's plan to repatriate them amid the coronavirus lockdown.
The group reportedly includes 11 pregnant women and a pair of twins, and will travel in the first two flights from the UAE to Kerala "as India begins its biggest ever repatriation exercise to bring back its citizens stranded abroad amidst the international travel lockdown over the coronavirus pandemic."

With 56 more people testing positive for the novel coronavirus in Andhra Pradesh in the past 24 hours, the total confirmed cases in the state climbed to 1,833 on Thursday. While, 39 COVID-19 patients have succumbed to the viral infection in the state so far.
"As many as 51 people have been discharged in the past 24 hours, the total discharged are 780 till date," ANI quoted the state health department as saying. Therefore, the recovery rate was at 43 percent.
An undertrial and two prison guards have tested positive for COVID-19 at Mumbai Central Prison, triggering fears of a possible infection hotspot.

Meanwhile, authorities flagged high fatality rates in states like West Bengal, Gujarat, and Maharashtra.
While the Kerala government said that no new infection was reported on Wednesday, Maharashtra reported a record single-day increase of more than 1,200 in its number of cases.
The evacuation exercise to bring back Indians stranded abroad is set to begin on Thursday, with five Air India flights scheduled to bring nationals back from Saudi Arabia.
Fuel, liquor prices increase as govts deal with damage to economy
The economic cost of the pandemic also began to hit the people with a sharp increase in fuel prices. Looking to shore up their dwindling resources, more states announced higher taxes on liquor sales, while Punjab pegged its overall revenue loss for the month of April at 88 percent due to all its tax revenues having dried up and only 1.5 percent the industry being operational.
Industry sources in various parts of the country told PTI that they were wary of opening their plants and offices due to concerns over the movement of their staff, suppliers, transporters and vendors till the nationwide lockdown, which has been been extended till 17 May, gets completely lifted.
While announcing the third phase of the lockdown, the government had provided relaxations in restrictions in a bid to get the industrial and agricultural activities restarted, but not much has changed on the ground because only a few companies, especially in the manufacturing sector, resuming their operations in a limited way.
The country's largest carmaker Maruti Suzuki India on Wednesday said it would resume operations at its Manesar plant in Haryana from 12 May.
Total cases near 50,000-mark
There are widespread fears that the virus spread may get worse with easing of the lockdown measures, as the number of cases have been rising continuously across most of the major urban centres of the country.
While the Health Ministry stopped giving an evening update of the COVID-19 tally from Wednesday, its morning update showed the deaths rising to 1,694 and the number of cases climbing to 49,391, registering an increase of 126 deaths and 2,958 cases since Tuesday morning.
It also showed more than 15,000 people having recovered, giving a recovery rate of nearly 29 percent.
However, a PTI tally of figures reported by different states and union territories till 9 pm put the total number of confirmed cases at 51,435 and the toll at 1,694.
While Maharashtra has reported the maximum number of cases and fatalities, Gujarat, Madhya Pradesh, West Bengal, Rajasthan Delhi, Uttar Pradesh, Andhra Pradesh, Tamil Nadu, Telangana, Karnataka and Punjab are among other major states affected badly by the virus.
Kerala also has reported more than 500 confirmed cases so far, but it did not report a single new case on Wednesday and the state government officials said the number of active patients is now only 30 as a big majority of COVID-19 patients have recovered.
Health minister Harsh Vardhan also expressed concern over the high fatality rate among COVID-19 patients in some districts of Maharashtra and Gujarat and asked the states to focus on early surveillance, aggressive contact tracing and early diagnosis to reduce the number of deaths in the areas.
Maharashtra reports highest single-day jump in COVID-19 cases
Maharashtra reported 1,233 new COVID-19 cases on Wednesday, taking its tally to 16,758, while 34 more deaths raised the toll to 651, a health department official said. Mumbai alone has more than 10,500 cases now.
Gujarat reported 380 new cases and 28 more deaths during the day, taking its total case count to 6,625 and the number of fatalities to 396.
This included 291 new cases and 25 more deaths in Ahmedabad alone, where the civic authorities have ordered closure of all shops except those selling milk and medicines for a week.
Separately, the MHA also wrote to the West Bengal government that the COVID-19 response in the state was "characterised by a very low rate of testing and a very high rate of mortality of 13.2 percent", which it said was by far the highest for any state.
The ministry also flagged instances of overcrowding in markets, free movement of people in large numbers without masks, bathing of people in rivers, people playing cricket and football, serious laxity in enforcing lockdown measures in containment zones, plying of rickshaws without any restriction, saying these were grave violation of lockdown instructions and social distancing norms.

548 medical staff members have tested positive for COVID-19 so far, says Centre
Official sources said around 548 doctors, nurses and paramedics across the country have been found to be positive for the infection so far. This includes 69 doctors in the National Capital.
However, this figure does not include field workers, ward boys, sanitation workers, security guards, lab attendants, peons, laundry and kitchen staff among others and the figures may be much higher after taking these people into account.
Also, at least 154 personnel of the Border Security Force (BSF) have tested positive for coronavirus, including 85 cases that were detected on Wednesday.
These include more than 60 deployed for law and order duties in the Jamia and Chandni Mahal area of the National Capital, and six from the escort team of the inter-ministerial central team (IMCT) that toured West Bengal to check COVID-19 containment measures in the state.
At least 37 infected personnel are from the Tripura frontier of the force.
In the meantime, the Delhi government ordered the release of 4,000 Tablighi members who have completed their required quarantine period in centres, PTI reported.
A huge congregation of 'Tablighi Jamaat' in Delhi's Nizamuddin area earlier in March was seen as a major hotspot for the virus spread, after which there were also several cases of Muslims getting targeted and blamed by some for the pandemic.
Thousands of the Jamaat members were subsequently traced in various parts of the country and quarantined, including around 4,000 in Delhi itself.
While nearly 900 of those being released from quarantine are from Delhi itself, the rest are from other states and would be sent back to their home states. A majority of them hail from Tamil Nadu and Telangana.
Trump says US' COVID-19 team not dismantling
One day after saying that the White House COVID-19 task force would be winding down, President Donald Trump said Wednesday it would continue indefinitely but focus more on rebooting the economy.
Trump’s reversal comes as deaths and infection rates outside of New York, the epicenter of the coronavirus, are rising even as states move to lift their lockdowns.
Trump tweeted that the special task force’s focus now would be on “SAFETY & OPENING UP OUR COUNTRY AGAIN.”
A White House official acknowledged on Wednesday that signaling that the task force was preparing to shut down had sent the wrong message and created a media maelstrom.
On Tuesday, Trump had praised the task force for doing a great job, but said “we’re now looking at a little bit of a different form, and that form is safety and opening. And we’ll... we’ll have a different group probably set up for that.”

India's tally of confirmed coronavirus cases neared the 50,000-mark on Wednesday with a large number of healthcare professionals and security personnel testing positive amid the worsening spread of the virus. Meanwhile, authorities flagged high fatality rates in states like West Bengal, Gujarat, and Maharashtra. While the Kerala government said that no new infection was reported on Wednesday, Maharashtra reported a record single-day increase of more than 1,200 in its number of cases. The evacuation exercise to bring back Indians stranded abroad is set to begin on Thursday, with five Air India flights scheduled to bring nationals back from Saudi Arabia. Fuel, liquor prices increase as govts deal with damage to economy The economic cost of the pandemic also began to hit the people with a sharp increase in fuel prices. Looking to shore up their dwindling resources, more states announced higher taxes on liquor sales, while Punjab pegged its overall revenue loss for the month of April at 88 percent due to all its tax revenues having dried up and only 1.5 percent the industry being operational. Industry sources in various parts of the country told PTI that they were wary of opening their plants and offices due to concerns over the movement of their staff, suppliers, transporters and vendors till the nationwide lockdown, which has been been extended till 17 May, gets completely lifted. While announcing the third phase of the lockdown, the government had provided relaxations in restrictions in a bid to get the industrial and agricultural activities restarted, but not much has changed on the ground because only a few companies, especially in the manufacturing sector, resuming their operations in a limited way. The country's largest carmaker Maruti Suzuki India on Wednesday said it would resume operations at its Manesar plant in Haryana from 12 May. Total cases near 50,000-mark There are widespread fears that the virus spread may get worse with easing of the lockdown measures, as the number of cases have been rising continuously across most of the major urban centres of the country. While the Health Ministry stopped giving an evening update of the COVID-19 tally from Wednesday, its morning update showed the deaths rising to 1,694 and the number of cases climbing to 49,391, registering an increase of 126 deaths and 2,958 cases since Tuesday morning. It also showed more than 15,000 people having recovered, giving a recovery rate of nearly 29 percent. However, a PTI tally of figures reported by different states and union territories till 9 pm put the total number of confirmed cases at 51,435 and the toll at 1,694. While Maharashtra has reported the maximum number of cases and fatalities, Gujarat, Madhya Pradesh, West Bengal, Rajasthan Delhi, Uttar Pradesh, Andhra Pradesh, Tamil Nadu, Telangana, Karnataka and Punjab are among other major states affected badly by the virus. Kerala also has reported more than 500 confirmed cases so far, but it did not report a single new case on Wednesday and the state government officials said the number of active patients is now only 30 as a big majority of COVID-19 patients have recovered. Health minister Harsh Vardhan also expressed concern over the high fatality rate among COVID-19 patients in some districts of Maharashtra and Gujarat and asked the states to focus on early surveillance, aggressive contact tracing and early diagnosis to reduce the number of deaths in the areas. Maharashtra reports highest single-day jump in COVID-19 cases Maharashtra reported 1,233 new COVID-19 cases on Wednesday, taking its tally to 16,758, while 34 more deaths raised the toll to 651, a health department official said. Mumbai alone has more than 10,500 cases now. Gujarat reported 380 new cases and 28 more deaths during the day, taking its total case count to 6,625 and the number of fatalities to 396. This included 291 new cases and 25 more deaths in Ahmedabad alone, where the civic authorities have ordered closure of all shops except those selling milk and medicines for a week. Separately, the MHA also wrote to the West Bengal government that the COVID-19 response in the state was "characterised by a very low rate of testing and a very high rate of mortality of 13.2 percent", which it said was by far the highest for any state. The ministry also flagged instances of overcrowding in markets, free movement of people in large numbers without masks, bathing of people in rivers, people playing cricket and football, serious laxity in enforcing lockdown measures in containment zones, plying of rickshaws without any restriction, saying these were grave violation of lockdown instructions and social distancing norms. West Bengal chief minister Mamata Banerjee said her government has identified over 92,000 cases of influenza-like illness and 870 people with severe acute respiratory illness across the state, findings that serve as "early warning signals" in the fight against COVID-19. Banerjee said the results were the outcome of her government's extensive door-to-door surveillance over the last one month, covering over 5.5 crore households, and the exercise will continue "till the virus is defeated". Meanwhile, the Karnataka Congress slammed the state government for cancelling the special trains to transport stranded migrant workers back to their native states. 548 medical staff members have tested positive for COVID-19 so far, says Centre Official sources said around 548 doctors, nurses and paramedics across the country have been found to be positive for the infection so far. This includes 69 doctors in the National Capital. However, this figure does not include field workers, ward boys, sanitation workers, security guards, lab attendants, peons, laundry and kitchen staff among others and the figures may be much higher after taking these people into account. Also, at least 154 personnel of the Border Security Force (BSF) have tested positive for coronavirus, including 85 cases that were detected on Wednesday. These include more than 60 deployed for law and order duties in the Jamia and Chandni Mahal area of the National Capital, and six from the escort team of the inter-ministerial central team (IMCT) that toured West Bengal to check COVID-19 containment measures in the state. At least 37 infected personnel are from the Tripura frontier of the force. In the meantime, the Delhi government ordered the release of 4,000 Tablighi members who have completed their required quarantine period in centres, PTI reported. A huge congregation of 'Tablighi Jamaat' in Delhi's Nizamuddin area earlier in March was seen as a major hotspot for the virus spread, after which there were also several cases of Muslims getting targeted and blamed by some for the pandemic. Thousands of the Jamaat members were subsequently traced in various parts of the country and quarantined, including around 4,000 in Delhi itself. While nearly 900 of those being released from quarantine are from Delhi itself, the rest are from other states and would be sent back to their home states. A majority of them hail from Tamil Nadu and Telangana. Trump’s reversal comes as deaths and infection rates outside of New York, the epicenter of the coronavirus, are rising even as states move to lift their lockdowns. Trump tweeted that the special task force’s focus now would be on “SAFETY & OPENING UP OUR COUNTRY AGAIN.” A White House official acknowledged on Wednesday that signaling that the task force was preparing to shut down had sent the wrong message and created a media maelstrom. On Tuesday, Trump had praised the task force for doing a great job, but said “we’re now looking at a little bit of a different form, and that form is safety and opening.
