In 2002, by a further resolution, the General Assembly decided to maintain the annual observance as a vehicle to promote a global culture of natural disaster reduction, including prevention, mitigation, and preparedness.
In 2009, the UN General Assembly decided to designate October 13 as the official date for this day, and also changed the name to International Day for Disaster Reduction.

REALIZATIONS AND INSIGHTS
One of my realizations is that in order to prevent a larger catastrophe, we should start in planning how to handle disasters in our homes. We will never know when disasters will come, we shouldn’t wait for the time that we will regret not being able to plan. If a community isn’t prepared for disasters, many lives are at stake and usually during disasters, help usually takes a long time to come because of external factors. It is a good thing that in school, we are being trained how to handle disasters because it can happen anytime and anywhere.
In the current situation of our country right now, we should not turn a blind eye to those who are in need of help. We should be open to assist and as early as now we should try to educate our families and friends in what they can do in case of emergencies.

A Review of Flood Disaster and Disaster Management in Malaysia
Mother nature is a force to be reckoned with. Something you have no power over of: a disaster. One cannot simply stop this tragedy from happening yet at certain occasions, it is something we may prevent.
Moe et al. (2007) defined a disaster as a situation which overwhelms local capacity, necessitating a request to the national or international level for external assistance. According to the Emergency Disasters Database (2006), disasters are classified as an event that must fulfill at least one of the following conditions: ten or more people reported killed, 100 people or more reported affected, a declaration of a state of emergency or a call for international assistance. A type of natural disaster that affects human lives and the environment is Flooding. The most frequent severe weather threat and the costliest natural disaster facing the nation.
The serious flood happened in 2014 that gave a massive negative impact on the economy and society of several states especially in Kelantan, Malaysia. Flooding is extensive, severe, unpredictable and results in significant loss of life, damage to crops, livestock, property, and public infrastructure. The General Director of the Drainage and Irrigation Department, Hussaini (2015) states that there are two major water-related problems affecting this country; excess water (floods) and water shortage (droughts).
In Malaysia, Billa, et al., (2006) proposed a spatial decision support system (SDSS) technology in flood disaster management that incorporate capabilities in the areas of dialog between system component, data acquisition, storage and retrieval and data modelling and manipulation. These capabilities broadly involve the sharing of interactive mapping tools, evaluation of results by multi-criteria evaluation techniques, visualization and display of results. A well design SDSS for flood disaster management should thus present a balance among these three capabilities.
Flooding can happen at any moment. It is essential that residents and those who live within the area be prepared in case such a disaster occurs. Locals in the area should exert effort in paying attention to news on weather forecasts as to be ready. Mayors in the towns should have a seminar for the people to attend and brief them with instructions on what to do so the people can be ready for what’s to come.
