On June 22, 2021, British Columbia conducted two draws in the Skills Immigration (SI) and Express Entry British Columbia (EEBC) categories of the British Columbia Provincial Nominee Program (BCPNP). In the general draw, the province issued 341 invitations.

The second round of the day targeted only candidates in NOC 0621 - Retail and Wholesale Trade Managers and NOC 0631 - Restaurant and Food Service Managers. BCPNP invited 54 such candidates. Both NOCs have a high number of registrants within the BC PNP Skills Immigration Registration System. The lowest score of those candidates was 109 points, one point less compared to the previous draw for these NOCs. In total, British Columbia issued 5,730 ITAs under the BCPNP in 2021.

How Many Canada PR Points Do You Need to Receive an Invitation to Apply?
The Express Entry System selects candidates through a point-based system, wherein those who file an Expression of Interest under any of the three federal streams are allocated points out of 1200 based on various eligibility criteria. Only the highest-scoring candidates who meet the minimum Canada PR points requirement or ‘cut-off’ receive invitations to apply for permanent residence, through regularly-held invitation rounds or draws.

The cut-off changes with every draw, and is set by the federal immigration authority that processes applications and grants PR – immigration, Refugees and Citizenship Canada (IRCC). Candidates who fulfill the cut-off must submit a complete visa application to IRCC – including supporting documents and the Canada PR Visa fees ($CAN 1,375 for the primary applicant) – within 60 days of receiving the invitation.
The cut-off cannot always be accurately predicted, as it relies on several variables including the number of EOIs lodged in the application pool, the average score of candidates in the pool, the frequency of draws, the time span between two draws, the annual immigrant intake quota set by the government, the size of the draw i.e. how many invitations are being extended in a particular round, and factors that may be outside human control.
From mid-March to June 2020, IRCC has only extended invitations to people who fulfill the Canada PR requirements for the Canadian Experience Class or certain Provincial Nominee Program streams, since these candidates are likely to already be residing in Canada – and do not need to undertake overseas travel to the country. This is due to the global travel restrictions imposed to control the spread of the COVID-19 pandemic.
The cut-off score during this period has fluctuated greatly, going as low as 341 points for CEC candidates and as high as 808 points for provincial nominees. CEC candidates can sail through with relatively lower scores, since having work experience in Canada works in their favor. Provincial nominees also do not need high scores under core factors, since being nominated adds 600 additional points to the candidate’s score – which also increases the average score of applicants in the pool, leading to a higher cut-off for PNP immigrants.
Ultimately, the probability of receiving an invitation depends entirely on the applicant’s profile. It is essential to explore every possible opportunity for increasing the point score, since even a marginal one point increase can be a crucial deciding factor. To understand the different ways of claiming more Canada PR points under core and additional factors, candidates can rely on the expertise and experience of licensed consultants who offer authorized representation for their immigration application.

The new Express Entry round issued 3,559 invitations to CEC candidates on June 11. The cut-off score of 437 is a decrease of three points from the previous CEC draw on May 28, which had a minimum score of 440 and was the lowest CRS requirement of 2020. That draw was also the largest CEC-specific Express Entry draw since May 1st, and the second-largest since Canada introduced special coronavirus measures in the middle of March. Today’s draw was the second invitation round this week to issue Invitations to Apply (ITAs) for Canadian permanent residence. Another 341 ITAs were issued to Express Entry candidates nominated through the Provincial Nominee Program (PNP) yesterday, June 10. The minimum CRS score for these candidates was 743. Express Entry draw cut-offs continue to plummet as Immigration, Refugees and Citizenship Canada (IRCC) invites a larger number of CEC-specific candidates. The time between draws is an important factor that can have an effect on the CRS cut-off score. Shorter intervals between draws mean fewer candidates have time to enter a profile in the Express Entry pool. Today’s draw continued a trend that has seen the cut-off CRS score decrease in each of the last seven CEC draws held since the last all-program draw on March 4, 2020. Canada’s Express Entry system manages the profiles of candidates for three of Canada’s main economic-class immigration programs — the Federal Skilled Worker Class, Federal Skilled Trades Class and Canadian Experience Class. Candidates are ranked based on a score awarded under Express Entry’s Comprehensive Ranking System (CRS) that considers factors such as age, education, skilled work experience and language ability in English or French. A set number of the highest-ranked candidates receive an ITA through regular draws from the pool and IRCC typically aims to process applications for permanent residence within six months. IRCC applied its tie-break rule in this draw and the date and time used was May 25, 2020, at 00:31:43 UTC.
